HomeMy WebLinkAboutPN_Project_Statement_082125_v1August 5, 2025 | Page 1 August 5, 2025 To City of Renton Planning Division Attn: Mariah Kerrihard, Associate Planner 1055 South Grady Way Renton, WA 98057 Project Valvoline Instant Oil Change Project # 20240132.0 Re Project Narrative Ms. Kerrihard: On behalf of Valvoline, LLC, please accept this project statement and the enclosed supplemental materials as Valvoline’s application and request for your review and approval of a proposed Conditional Use Permit (RMC 4-9-030) for the Valvoline Instant Oil Change located at 4225 NE 4th Street, Renton, WA 98056. Existing Conditions: The proposed Valvoline Instant Oil Change would be constructed on a site at 4225 NE 4th Street that is currently a single parcel, paved parking lot. The “Auto Service Center” use within the Commercial Arterial (CA) zoning would provide residents with quick-service, minor automobile maintenance adjacent to other CA-zoned parcels in proximity to this site along 4th Street, supporting the proposed retail commercial use. A preliminary review of the site indicates a stream (Cowardin Classification R4SBC) at the west side of the parcel (off-site), which ultimately drains south to Cedar River, (based on the National Wetlands Inventory and the USGS map). An associated wetland is located southwest of the Site within 300 feet. No impacts are proposed to the existing stream and wetland area. The soil on site is typical for the Puget Sound region, with a mix of silty sand and gravel. Our Geotechnical report (dated July 18, 2025) indicates granular soils, including poorly graded sand with clay, clayey sands, poorly graded sand, and poorly graded sand with silt with clayey gravel. Approximately 57% of the site will be covered with impervious surfaces after construction. An engineered storm drainage system, including stormwater detention and water quality treatment, will be designed and implemented to manage runoff in accordance with all local and state regulations. Proposed Use: For this specific site, Valvoline proposes to construct 2 bay auto service center facility. Valvoline’s lot is anticipated to be approximately 0.73 AC and the building pad will have a 2,673 sf total net area (1,339 SF footprint and 1,334 SF lower level) with a basement and will provide two services bays for oil change and service as well as a small customer waiting area, restroom, office, and ancillary spaces. The scope of development includes: August 5, 2025 | Page 2 • Building: A single-story, commercial building with the tallest height of structure being approximately 25’ AFF. • Materials: The exterior finishes will include an exterior insulated finish system with two kinds of thin brick for elevation articulation to distinguish tower elements as well as give dimension to the façade. Metal canopies and trellises with decorative gooseneck light fixtures add visual interest. • Parking: The site will include 9 parking spaces for employees and the occasional guest. • Access: Main vehicle access will be provided via a single curb cut from NE 4th Street with a secondary access provided from Vashon Ct NE through the Whitman Court development. Associated on-site improvements include underground infrastructure, interior drive lanes, parking, site lighting and landscaping. The municipal requirement for parking will be met through surface parking spaces. Valvoline will be upgrading the frontage improvements along NE 4th St in the development plans to include installation of a sidewalk and landscape area for tree plantings. Construction The project’s total estimated Construction Cost is $1,633,866 with a duration of 23 weeks. The construction will be completed as quickly as possible once the permits are available. There is no phasing anticipated. Earthwork is required for the site, building, and frontage improvements. Earthwork will consist of both excavating and filling soils. The earthwork quantities are estimated to be one (1) CY of cut and 2184 CY of fill. The source of fill material will be determined during construction and may include re-use of suitable on- site soils. Per the tree survey completed on this project, one tree will be removed, a 4” red maple tree. All other trees located on the property will be retained and / or relocated. The sidewalk and ROW frontage improvements will be dedicated back to the city after construction.
