The buildings proposed for removal are 295 E Perimeter Rd, 330 Airport Way, and 350 Airport Way, which total 29,371 square feet. This project site is located within the Medium Industrial (IM) zone. A high seismic hazard area, high erosion hazard area, regulated slopes, Special Flood Hazard Area, and Downtown Wellhead Protection Area Zones 1 and 2 are mapped on the parcel. A high seismic hazard area and Wellhead Protection Area Zone 2 are mapped on the project site. The parcel also has a Shoreline High Intensity designation for Lake Washington Reach J and Cedar River Reach A. One tree is proposed for removal and all work would occur outside of the regulated shoreline. An environmental checklist was submitted as part of the application. Exist. Bldg. A.Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B.Mitigation Measures 1.None. C.Exhibits Exhibit 1:Environmental Review Committee (ERC) Report Exhibit 2:Environmental (SEPA) Checklist, dated August 27, 2025 Exhibit 3:Project Narrative Exhibit 4:Site Plan Exhibit 5:Duwamish Tribe letter, dated September 11, 2025 Exhibit 6:Advisory Notes D.Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1.Earth Impacts: The project site is predominantly flat around all three (3) structures proposed for removal. The existing buildings are proposed to be demolished with the foundation slabs to remain for future use. One (1) tree is proposed for removal and no grading activities are proposed. The project work would occur in areas of existing impervious surfaces and there would be no net increase in impervious surface after demolition. It is anticipated that the City’s currently adopted erosion control, construction, and drainage regulations would adequately mitigate for any impacts that could result from the proposed demolition and removal; therefore, no further mitigation is recommended. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. 2.Air Impacts: It is anticipated that some temporary adverse air quality impacts associated with the demolition of the buildings would occur. Emissions from the heavy equipment and large vehicles needed to deconstruct and transport the material off-site would be a source of temporary and localized air pollution. Dust control would be mitigated by temporary erosion control measures, watering or other best management practices. No further site-specific mitigation for the identified impacts from typical vehicle and construction exhaust is required. Nexus: Not applicable. 3.Plants Impacts: The project location has a limited amount of vegetation in addition to a single tree of significant size. The tree is proposed for removal since it is encroaching on the Angle of Attack (AOA) fence. The removal would improve safety. The proposed tree removal would be further assessed at the time of building permit application for the demolition of the structures. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. 4.Environmental Health a.Noise Impacts: Temporary short- term noise impacts are anticipated due to the demolition equipment and the vehicles that would be used to remove the debris from the site. Based on the proposal, work would be conducted using heavy equipment during the allowed daytime hours in compliance with the City of Renton’s noise guidelines. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. 5.Historic and Cultural Preservation Impacts: In the SEPA Environmental Checklist (Exhibit 2), the applicant indicates there are no buildings, structures or sites that are currently listed on the national, state, or local preservation registers and that the airport has not been inventoried and evaluated for preservation registers. There are 22 individual structures that are over 45 years old and three (3) of these buildings have been previously recorded and determined not eligible for listing on the national register. A comment letter provided by a representative of the Duwamish Tribe (Exhibit 5) was submitted to City staff on September 11, 2025 regarding the project’s proximity to areas the Duwamish Tribe considers culturally significant and has a high probability of unknown archaeological deposits. The Duwamish Tribe recommends an archaeological or cultural resources assessment if any groundbreaking activity occurs below fill, topsoil, or other impervious surfaces into native soil. The project scope does not include any groundbreaking work and the existing foundations are proposed to remain; therefore, no additional mitigation measures are proposed. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. E.Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments have been incorporated into the text of this report and/or “Advisory Notes” to the applicant. ✓Copies of all Review Comments are contained in the Official File and may be attached to this report. The Environmental Determination decision will become final if the decision is not appealed within the 14- day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on October 21, 2025.
