Date: July 25, 2025 Re: Justification for Modification Request – Fire Lane Modification from RMC 4-4-080F.6 Pursuant to the City of Renton instructions for a Modification Request, we submit the following for consideration. Description of the Modification Requested: The applicant is requesting a fire lane standard modification from RMC 4-4-080F.6 to modify the fire lane minimum width for the proposed private access road off Park Ave. N to be 16 feet instead of 20 feet. Code section from which the Modification is requested: RMC 4-4-080F.6.b states, “[Fire] Lanes shall provide a minimum unobstructed continuous width of twenty feet (20) and provide a minimum vertical clearance of thirteen feet six inches (13’6”)”. The applicant is requesting a fire lane standard modification from RMC 4-4-080F.6 to modify the fire lane minimum width for the proposed private access road off Park Ave. N to be 16 feet instead of 20 feet. Per the City of Renton Modification Submittal Requirements, a written statement addressing and justifying how the modification request complies with each of the following issues is required and is stated below as follows: 1. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives; Justification: The proposed fire lane modification implements the direction of the Comprehensive Plan and requires the minimum adjustment necessary. The proposed modification reduces the fire lane to 16 feet in width but will maintain the minimum vertical clearance, provide fire lane identification and signs, as well as construct the private access of an all weather surface of asphalt or concrete designed to be capable of supporting a thirty (30) ton fire apparatus vehicle as required by RMC 4-4-080F.6. 2. The proposed modification maintains the minimum vertical clearance, provides fire lane identification and signs, as well as constructs the private access out of an all weather surface of asphalt or concrete designed to be capable of supporting a thirty (30) ton fire apparatus vehicle as required by RMC 4-4-080F.6. Furthermore, the single-family residences will have sprinklers installed and a fire hose from a fire truck is capable of reaching the rear of each proposed single- family residence. 3. Will not create substantial adverse impacts to other property(ies) in the vicinity; Justification: Modification of the fire lane will not adversely impact other properties in the vicinity of the project. 4. Conforms to the intent and purpose of the Code; and Justification: The proposed fire lane width reduction conforms to the intent and purpose of the code by providing access to the homes in a manner which provides an equivalent measure of safety compared to if the fire lane was not reduced. This is accomplished by maintaining the minimum vertical clearance, providing fire lane identification and signs, as well as constructing the private access out of an all-weather surface of asphalt or concrete designed to be capable of supporting a thirty (30) ton fire apparatus vehicle, installing sprinklers in each of the single family residences, and ensuring a fire hose will reach the rear of each of the proposed single family residences. 5. Can be shown to be justified and required for the use and situation intended Justification: The proposed fire lane width modification does not negatively impact the safety of the development. An equivalent level of safety is able to be provided using a 16-foot fire lane width as there would be if a 20-foot width was proposed. This is accomplished by maintaining the minimum vertical clearance, providing fire lane identification and signs, as well as constructing the private access out of an all-weather surface of asphalt or concrete designed to be capable of supporting a thirty (30) ton fire apparatus vehicle, installing sprinklers in each of the single family residences, and ensuring a fire hose will reach the rear of each of the proposed single family residences. Based on the above discussion, the modification to the fire lane standards, as listed above, is reasonable and approval is requested.
