EG32800 CASE# 25-8455 DATE OF COLLI r�510NN + 09/29/25 21:13 L1 NARRATIVE RENTON POLICE CASE #: 25-8455 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 09.29.2025, at approximately 2114 hours, I was dispatched to a two-vehicle, blocking, non-injury collision at the intersection of NE 4th ST and Union Ave NE., in the City of Renton, WA, the County of King. At the time of this incident, 1 was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. 1 was operating a fully marked Renton Police Chevy Silverado #314, equipped with "POLICE" markings, interior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police sergeant. I was assigned as the graveyard patrol sergeant for the north end of the city, 6r20. At the time of this collision, it was dark with the streetlights illuminated, approximately 57 degrees, and had been raining throughout the day. The streets were wet with saturated rainfall. I arrived on scene at approximately 2116 hours and spoke with both involved parties, who stated they were not injured. 1 had both involved drivers move the vehicles off the roadway and into the parking lot of the Shell Gas Station. Unit 01 was identified as a 2011 gray in color Toyota Sienna Van bearing WA Plate: BNW3033. Unit 01 had moderate damage to the front bumper, hood and undercarriage but the vehicle was operable. Unit 01's driver was identified by her WA State Driver's License as EAM, AMY (DOB: 08.23.1979). EAM matched the photo shown on her WADL and when asked what happened she stated, "I hit him." EAM said she was traveling westbound on NE 4th ST, approaching the intersection with Union Ave NE, when she observed Unit 02, stopped for a solid red traffic signal light. EAM attempted to brake to stop but slid on the wet pavement and struck the rear of Unit 02. A WACIC/NCIC/DOL query on EAM returned clear and valid. Unit 02 was identified as a 2010 white in color Nissan Murano bearing WA/AZC2941. Unit 02 had damage to the rear bumper and trunk area, but it was operable. Unit 02's driver was identified by his WADL as IURCO, ALEXANDRU (DOB: 05.05.1979) IURCO matched the photo shown on his WADL. IURCO stated he was traveling westbound in the 4100 block of NE 4th ST, occupying the far-right, curb lane of travel when he was stopped in the roadway for a solid red in color traffic signal light at the intersection with Union Ave NE. IURCO was at a complete stop when he was struck from behind by Unit 01. IURCO stated he did not have insurance on the vehicle (he was given a warning for this violation.). A WACIC/NCIC/DOL query on IURCO revealed he was clear and valid. Unit 01's driver, EAM is the proximate cause of this collision by failing to pay full time and attention to the roadway, in violation of Renton Municipal Code, RMC 10-12-25. `10-12-25 INATTENTIVE DRIVING: `It shall be a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require.
