(HRA) to conduct research, investigation, and monitoring on the Project Area throughout the duration of design and Construction. •Archaeology Work Plan developed and distributed to Tribal representatives in June 2024. Follow up meeting held with Nancy from Duwamish at her request in September 2024. •After review, field investigations were conducted at available properties. Tribes have been invited to observe all field investigations. Representatives have been present on several occasions. •An archaeological report was prepared and submitted to Department of Archaeology & Historic Preservation and Tribes for review in April 2025 (DAHP Project Number 2024-05-03846) Neighborhood Meeting Materials 38 September 4, 2025 RHS: CULTURAL RESOURCES •Addenda to this report are being developed and submitted. Two have been submitted to DAHP and Tribes to date. More are in development. •In preparation for permit submittals to DAHP for construction, a mitigation plan is in development and will be submitted to Tribes and DAHP for review this summer. •Mitigation Plan strategy examples from DAHP include additional inventory work, educational exhibits and curriculum, creating a photographic and written history of the site, support for additional preservation, including information in the design of the new campus, etc. •Archaeological impacts have been referenced in all SEPA Submittals to date. Neighborhood Meeting Materials 39 September 4, 2025 RHS: CULTURAL RESOURCES •HRA and RSD continue to send project documentation and invites for field observation to tribal representatives. •For demolition work occurring Summer 2025, a Monitoring and Inadvertent Discovery Plan (MIDP) is in place for the contractors. •Skanska and Construction Group, Inc (CGI) received Archaeological Awareness Training from HRA on June 27, 2025. Neighborhood Meeting Materials 40 September 4, 2025 RHS: CULTURAL RESOURCES •HRA was also hired to conduct a built environment inventory and prepare a report for DAHP. •Built Environment Report was developed and submitted to DAHP in January 2025. The report recommended that (4) resources on the existing RHS campus are eligible for the National Register of Historic Places. No other resources were deemed to be eligible. DAHP indicated concurrence with HRA recommendation. •Mitigation discussions are underway for eligible portions being proposed for demolition. These will be included with the mitigation proposal for all cultural resources Neighborhood Meeting Materials 41 September 4, 2025 RHS: AIRSPACE STUDIES •Submittals to FAA (7460-1) for structure heights have been submitted for several site components •Approval has been received for site investigation and demolition equipment. •Approval has been received for main high school building. •Other applications are still under review. •Remaining components will be reviewed Fall 2025 by FAA and as part of City of Renton PUD Process. •RSD is working with Precision Approach Engineering, Inc. to facilitate FAA Coordination and submittals. Neighborhood Meeting Materials 42 September 4, 2025 RHS TRAFFIC STUDY •Heffron conducted traffic counts at two times to capture trends at various times: May 2024, May 2025 •In preliminary development of the traffic study, the larger quantity from each count are being used in the analysis. •Issues we are working to mitigate in site plan development include backup on 2nd through light at Logan. •Full analysis and reports are underway, we are still collecting information, including what is shared this evening. Was there an effort to move any of the existing houses/buildings that are being acquired? 2. Are the properties being demolished now already complete with the SEPA process? 3. Street vacation process - what is the timeline for this process? Has it been approved? Will it happen before or after the public hearing? Alex: probably after the hearing towards the end of the year 4. Is there no plan B for the design if Tobin does not get approved? 5. Are traffic studies happening? If so, by whom? 6. Why were the traffic studies done after the demolition of the existing buildings and not before? 7. Are buses factored into the traffic analysis? Concern about combo of metro buses and school buses - seems like a lot of traffic. 8. How will the traffic from Logan 6 development impact the traffic counts? 9. Is the underground infrastructure planned out to be integrated into the new design? 10. Is the new drive entry drive off of Logan located near the existing? 11. Can Liberty Baseball field be used for baseball? 12. Keeping the tennis courts but the district is not keeping the science classroom? Why? 13. Do you have any views showing the existing building entry? 14. Have there been findings in the report? What types of items have been found? 15. What other sites were considered and why were they rejected? 16. What is the scope of work in the 1930s building? Who will use it? 17. How many students does the existing high school support? (1390 students) How many students will the new school building support?. 18. Is there fencing planned along Airport Way at the baseball and softball fields? 19. Are trees along Airport going to remain? Are you trying to keep some of the big trees? 20. Will there be a reduction in number of lanes on 2nd street? 21. Discussion of showing historic photos or items on site? 22. How was it decided to build the new science classrooms and then demolish them now? 23. What is the total budget for the project? 24.
