A small amount of clean soil fill, less than one foot in height, was placed adjacent to the existing single-family residence and detached garage on this 11,100 square-foot lot during summer 2025. No new construction occurred. The site is outside the regulatory floodway and within the Shoreline Residential Environment. Both structures are long-established, permitted improvements dating to 1977. Purpose and Need The fill was placed to raise the Lowest Adjacent Grades (LAG) of the house and garage above the FEMA Base Flood Elevation (BFE) as part of a Letter of Map Revision Based on Fill (LOMR-F) request to FEMA. The intent is to demonstrate that both structures are reasonably safe from flooding and to remove them from the mapped Special Flood Hazard Area (SFHA). Existing Site Conditions Lot Area: 11,100 sq ft (0.25 acre) Frontage: » 80 ft along Cedar River (medium bank) Topography: Gently sloping lawn area; no wetlands, steep slopes, or geologic hazards. Surface Cover: Existing lawn and landscaping only; no trees removed. Drainage: Surface flow directed toward the street; unchanged by fill. Completed Work A small quantity of clean topsoil was placed around limited portions of the foundations (<1 ft deep). No excavation, structural work, or bank alteration occurred. All activity took place landward of the Ordinary High-Water Mark (OHWM), more than 50 ft from the river. Compensatory Storage To comply with RMC 4-3-050 E 3 (g), an equal or greater volume of compensatory storage will be provided on-site through a shallow swale or depression at the same elevation range as the fill. This ensures no net loss of effective flood-storage volume and maintains natural drainage. No design features will trap or strand fish; slopes remain gentle and vegetated with existing turf. Environmental Considerations No impact to riparian vegetation, fish, or wildlife habitat. No in-water work or disturbance of the riverbank. No vegetation removal beyond lawn areas.
