An involved party was calling to report the collision. Officer Phillips arrived on scene before me and advised they were blocking one lane of SW 43rd St, he requested one tow and RRFA for an evaluation. I arrived on scene and Officer Phillips advised the following, Vehicle 1, a 2017 Porsche Cayenne WA/CTA9891, driven by Benjamin Arhu DOB: 8/9/2001 was driving west on SW 43rd St in the #2 lane. He said that Benjamin said he started to make a lane change to the #1 lane so he could turn north on Oaksdale Ave SW. He said that Vehicle 2, a white 2024 Tesla Model Y WA/CNJ7388, was stopping for the yellow light and he collided with her. Benjamin was not injured. The drivers steering wheel airbag had deployed on the Porsche. I spoke with Benajamin, and he told me that he was changing lanes to get into the #1 lane as the Tesla was slowing for the light. He collided with the Tesla as she was coming to a stop for a yellow light. The driver of the Tesla was identified by her WADL as Huixiang Chen DOB: 12/20/1967. Huixiang did not speak English, but her daughter translated for her. She said that Huixiang was slowing for a yellow light in the #1 lane on westbound SW 43rd St. She said that as she was slowing down, she was struck from behind by Vehicle 1. Huixiang had a complaint of neck pain and was evaluated by RRFA on scene, she decided to go to VMC for further evaluation and was transported by a family member. There was damage to the rear bumper and trunk lid of the Tesla, it was drivable and able to leave the scene. There was damage to the front bumper and hood of the Porsche, the vehicle was not drivable and was removed from the roadway by Gene Meyers Towing. Based on Benjamin's lane change and failure to slow for the traffic in the lane he was changing to 1 cited Benjamin for Unsafe Lane Change RCW 46.61.305 under Sector citation #5A0723012. This citation should be mailed to Benjamin. RCW 46.61.305 states "(1) No person shall turn a vehicle or move right or left upon a roadway unless and until such movement can be made with reasonable safety nor without giving an appropriate signal in the manner hereinafter provided."
