Project Summary: The applicant is requesting an Administrative Conditional Use Permit and
Environmental (SEPA) Review to operate an automotive detailing business
(Iden’s Dealer Services) on the project site. The project site is comprised of
one (1) parcel totaling approximately 20,947 square feet (0.48 acres) in area
and is located within the Commercial Arterial (CA) zone, Urban Design
District D overlay zone, and Commercial Mixed Use (CMU) Comprehensive
Plan land use designation. The proposal includes tenant improvements to
house office space, warehouse space, wash/install/detail bays, and a
customer reception area. The applicant has also proposed several planter
and parking stall revisions, a screened refuse and recycling area, and a new
black chain link fence along the east and south property lines. Access to the
site would be provided via the existing driveway off Lake Ave S. A second
driveway off the improved ROW to the north of the side (S Victoria St) would
also remain. City of Renton (COR) Maps indicate the presence of a high
seismic hazard area and the Downtown Wellhead Protection Area Zone 2 on
the site. No trees or vegetation is proposed for removal.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant is requesting an Administrative Conditional Use Permit and Environmental (SEPA) Review to
operate an automotive detailing business at 102 Lake Ave S, Renton, WA 98057 (APN 3806000045).
Development of the 0.48-acre site was completed in 1982 with the construction of the existing 8,100 square foot
one story pre-engineered metal building along with associated landscaping and parking improvements (Exhibits
2 and 3). The site was previously used as a mixed-use paint store, bakery, and office facility.
The site and surrounding areas are flat, with slopes of less than five percent (5%). Site soils are identified as
Urban Land (Ur) by the USDA Soils Conservation Service which typically consists of a gravelly sandy loam texture
soil. No changes are proposed to the existing storm system. Approximately 88 percent (88%) of the site is
proposed as impervious surface area. Additional site work would include 537 square feet of new landscaping to
screen areas such as the refuse and recycling enclosure (Exhibits 3 and 5).
Interior and exterior building modifications would include the addition of several exterior doors and realignment
of interior offices (Exhibits 13-15). Exterior doors on the east and south elevations of the building would be used
for detailing services. The overhead door on the north elevation would not include detailing services but would
include limited delivery use with an estimated two (2) deliveries per day between the hours of 8:00 am and 6:00
pm. Other building improvements include an interior wash bay for vehicle washing with an oil/water separator.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental
regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have
the following probable impacts:
1. Earth
Impacts: The project site is located within a high seismic hazard area. A Geotechnical Report was
not included with the land use application materials as no new structures or significant structural
changes to the existing building are proposed. The proposed project is limited to a change of use and
minor site improvements. Approximately 1,255 square feet of paving and landscaped area will be
disturbed with an estimated 10 cubic yards of cut and 20 cubic yards of fill (Exhibit 17).
It is anticipated that the City’s adopted building code and construction standards would adequately
mitigate any impacts of the proposed tenant improvements on the ground of the project site;
therefore, no further mitigation is recommended.

2. Air
Impacts: It is anticipated that some minor temporary adverse air quality impacts associated with
the outdoor paving and landscaping work, exterior building improvement work, and interior
improvement work would occur during construction. Emissions from the heavy equipment and large
vehicles needed to construct and transport material would be a source of temporary and localized
air pollution. Dust and exhaust emission controls would be mitigated by temporary erosion control
measures, watering or other best management practices. No further site-specific mitigation for the
identified impacts from typical vehicle and construction exhaust is required.

Impacts: The project location has a limited amount of vegetation in addition to a single tree of
landmark size on the southwest corner of the site (Exhibit 6). The tree is proposed for preservation.
In addition, most existing landscaping would be retained, with some being relocated to new planters
on-site. Landscaping would be reviewed for compliance at the time of building permit submittal;
therefore, no mitigation is recommended.

4. Environmental Health
a. Noise
Impacts: Temporary short-term noise impacts are anticipated due to the outdoor paving and
landscaping work, exterior building improvement work, and interior improvement work, along
with associated construction vehicles utilized. Based on the proposal, work would be conducted
during the allowed daytime hours in compliance with the City of Renton’s noise level regulations.
Mitigation Measures: None recommended.
Nexus: Not applicable.
5. Light and Glare
Impacts: Security lighting at night would be placed on the exterior of the building along the west
façade. Because this façade faces the public street and does not border a neighboring property, no
additional mitigation is recommended.

Nexus: Not applicable.
6. Historic and Cultural Preservation
Impacts: According to the SEPA Environmental Checklist (Exhibit 2), the applicant indicates there
are no buildings, structures or sites on the subject property that are currently listed on the national,
state, or local preservation registers.
A comment letter provided by a representative of the Washington Department of Archaeological and
Historic Preservation (DAHP) (Exhibit 9) was submitted to City staff on September 18, 2025 regarding
the project’s proximity to known archaeological sites. The DAHP recommends professional
archaeological monitoring of all ground disturbing activities. The project scope does not include any
groundbreaking work and the existing buildings are proposed to remain; therefore, no additional
mitigation measures are proposed.

7. Transportation
Impacts: A Trip Generation Memorandum, prepared by TENW, dated August 5, 2025 (Exhibit 8) was
submitted with the project application materials. The project proposal was subjected to the
Transportation Concurrency Test (Exhibit 16). The proposed development is anticipated to generate
an increase of approximately 75 weekday daily trips. During the weekday AM peak hour, the project
is anticipated to generate an increase of approximately eight (8) weekday AM peak hour trips (6 in, 2
out). During the weekday PM peak hour, the project would generate an increase of approximately
zero (0) net new trips (-1 in, 1 out). The proposed project passes the City of Renton Traffic
Concurrency Test. A Traffic Impact Analysis was not required to be submitted with the application

materials as the proposal would not generate 20 new AM or PM peak hour trips. The proposal is not
anticipated to result in new transportation impacts to the city’s transportation system, therefore, no
further mitigation is recommended.

8. Utilities
Impacts: Staff received comments from the King County Wastewater Treatment Division (KCWTD)
(Exhibit 11). The comments received from the Environmental Planner note that a capacity charge is
to be applied to any project that results in a new connection to the sewer system or any change in
use of a building that includes an increase in plumbing fixtures. King County requested that their
comments be provided to the sewer department to ensure that proper fees were collected in the
event that the proposed work falls within the scope of work noted above. These comments were
provided to the city’s Development Engineering Division for consideration (Exhibit 12).

The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report and/or “Advisory Notes” to the applicant.

The Environmental Determination decision will become final if the decision is not appealed within the 14-
day appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed
in writing on or before 5:00 p.m. on October 27, 2025. Appeals must be submitted electronically to the City
Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal
fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process
may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
