Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Valerie Porter, 425-430-7288, vporter@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single-family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant will be required to submit a Final Stream Mitigation Report and Maintenance and Monitoring proposal. In addition, the applicant will be required to comply with all the code requirements of RMC 4-3-050, Critical Areas. This includes, but is not limited to, placing the critical area within a Native Growth Protection Easement, providing fencing and signage, and providing the City with a site restoration surety device and, later, a maintenance and monitoring surety device. 6. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 7. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. See attached Building Memorandum dated September 12th, 2025 Docusign Envelope ID: 8DD87892-722F-49FA-8E66-152B78710C96 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: September 12th, 2025 June 20, 2011 TO: Valerie Porter, Senior Planner FROM: Yong Qi, Civil Engineer III SUBJECT: Al-Mahdi Society of Washington 200 SW 41st St, Renton, WA LUA25-000270 I have reviewed the application for Al-Mahdi Society of Washington located at 200 SW 41st St and have the following comments: EXISTING CONDITONS: The site is approximately 0.8 acres and contains a medical/dental office building. It is fronted by private property to the north, east, and west and SW 41st St to the south. It is comprised of one king county parcel, number 1253600050. WATER: The proposed development is within the City’s water service area and in the Valley 196 Pressure Zone. The static water pressure is approximately 75 psi at ground elevation of 22 feet. There is an existing 12-inch water main located in SW 41st St that can deliver a maximum flow capacity of 4,500 GPM (see record drawing W-199707). There is an existing 12-inch water main located in the access driveway to the east of the project site that can deliver a maximum flow capacity of 4,900 GPM (Record Dwg: W-227401). There is an existing 8-inch water main connected to the existing 12-inch water main within the access driveway located in the northeast corner of the site that can deliver a maximum flow capacity of 1,250 GPM (Record Dwg: W-227401). There is an existing 6-inch water main connected to the existing 12-inch water main within SW 41st St located in the southwest corner of the site that can deliver a maximum flow capacity of 700 GPM (Record Dwg: W-326400). There is an existing 2-inch domestic water meter (Facility ID No. MTR-016491) located within the landscaping area to the south of the building equipped with a 2-inch RPBA in an above-ground heated enclosure. There is an existing 6-inch fire water service with a DDCVA of back flow prevention system (Facility ID No. MTR- 016492) to the south of the building. There is an existing 1-1/2-inch irrigation water meter (Facility ID No. MTR-016490) with a DCVA of back flow prevention system located within the landscaping area to the south of the building. There is an existing 8-inch gravity wastewater main located in SW 41st Street (Record Dwg: S-177401). There is an existing 6-inch side sewer serving the existing building, which is connecting to the 8-inch sewer main SW 41st Street (side sewer card). STORM: There is an existing private 8-inch conveyance system on site (Record Dwg: R-326404). STREETS: The proposed development front SW 41st St along the south property line and private property on all other sides. SW 41st St is classified as a Collector Arterial street. Existing right-of-way (ROW) width according to the King County Assessor map is 80 feet, consisting of an approximate 56 foot paved road, and on the project side, a 0.5 foot curb, 5 foot landscape strip, 6 foot sidewalk and 4 foot clear space. WATER COMMENTS 1. Based on the submittal documents there are no proposed changes to the water system. The following developer’s installed water system improvements will be required to provide domestic and fire protection service to the development including but not limited to the items that follow. a. Prior to completion of the building permit, submission of an up-to-date test assembly report for all existing backflow prevention devices indicating a PASS, or proof that one has been conducted within the last 365 days. b. No other improvements are required if the existing water meters serving the site are unchanged. 2. Based on the review of project information submitted, Renton Regional Fire Authority has indicated that the fire flow demand for the proposed rebuilt may be unchanged, and the fire sprinkler and fire alarm systems may need to be modified depending on exact building changes and floor area to be changed. 3. The development is not subject to water System Development Charges (SDC) unless the size of the water meter changes. a. The current water fee for a 1-inch meter is $5,025.00 per meter, $25,125 per 1-1/2- inch meter. SEWER COMMENTS 1. Based on the submittal documents there are no proposed impacts to the sewer system. 2. The development will be subject to a wastewater System Development Charge (SDC) fee if upgrading or adding domestic water meters. SDC fee for sewer is based on the size of the new domestic water to serve the project. Current fees can be found in the 2025 Development Fees Document on the City’s website. Fees will be charged based on the rate at the time of construction permit issuance. a. The current sewer fee for a 1-inch meter is $4,025.00 per meter and 1-1/2-inch meter is $20,125.00. Based on the submittal documents there is no proposed exterior work or impact to the surface water utility. If exterior work is required or proposed then a drainage report complying with the current 2022 Renton Surface Water Design Manual (RSWDM) will be required. 2. The development is not subject to a surface water system development charge (SDC) fees unless new impervious surface is proposed. Fees will be charged based on the rate at the time of construction permit issuance. a. The current SDC fee is $0.94 per square foot of new impervious surface but not less than $2,350. b. The full fee schedule can be found at here. TRANSPORTATION 1. Street improvements in accordance with RMC 4-6-060 are required for all projects obtaining a building permit. However, as the proposed project is an interior remodel not involving a building addition the project is exempt. 2. An accessible route of travel meeting American’s With Disabilities Act’s requirements (ADA) from the public right of way to the working facilities is required and will be reviewed in conjunction with the building permit submittal. The existing onsite ADA parking and landings will also be reviewed. Additional parking spaces, restriping and ramps may be required. 3. Sites that generate 20 or more net new peak hour trips (either in the AM peak or PM peak) are required to do a traffic impact analysis. The trips should be calculated based on the guidelines of the current ITE Trip Generation Manual. Refer to the attached policy guidelines for traffic impact analysis for guidelines. If the site generates 20 or more new peak hour trips in either AM peak or PM peak, then applicant should contact the City to get information of the locations where traffic analysis is required. a. The proposal includes a letter of justification for not including a trip generation memo. Staff has independently calculated the AM and PM peak trip counts based on the ITE manual (LUC 495 assumed) and found that the proposed project does not result in 20 or more net new AM or PM peak hour trips. 4. Paving and trench restoration within the City of Renton right of way shall comply with the City’s Trench Restoration and Street Overlay Requirements. 5. The development is subject to transportation impact fees. Fees will be charged based on the rate at the time of building permit issuance. a. Unless noted otherwise in the Fee Schedule, the 2025 transportation impact fee is $8,031.94 per net new PM peak Hour Vehicle Trip per PM Peak Hour Vehicle Trip. i. A credit for the existing trips (LUC 720) will be given if it can be shown that the building was occupied within the 3 years prior to issuance of the building permit. Applicant shall include justification with the building permit application. GENERAL COMMENTS 1. If frontage improvements are required, all existing and proposed utility lines (i.e. electrical, phone, and cable services, etc.) along property frontage or within the site must be Docusign Envelope ID: 8DD87892-722F-49FA-8E66-152B78710C96 Al-Mahdi Society of Washington, LUA25-000270 Page 4 of 4 September 12, 2025 4 underground as outlined in RMC 4-6-090. The construction of these franchise utilities must be inspected and approved by a City of Renton inspector. 2. Adequate separation between utilities as well as other features shall be provided in accordance with code requirements: a. 7-ft minimum horizontal and 1-ft vertical separation between storm and other utilities is required except for water lines which require 10-ft horizontal and 1.5-ft vertical. b. The stormwater line should be minimum 5 feet away from any other structure or wall or building. c. Trench of any utility should not be in the zone of influence of the retaining wall or of the building. 3. All civil construction permits for utility and street improvements will require separate plan submittals. All utility plans shall confirm to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans. Please visit the Development Engineering Forms page for the most up-to-date plan submittal requirements: 4. Additional Building Permit Applications will be required for the following: a. Any retaining walls that exceed 4 feet in height, as defined by RMC 4-4-040. b. Detention vaults for storm water flow control. c. Demo of any existing structures on the project site(s). 5. A landscaping plan shall be included with the civil plan submittal. Each plan shall be on separate sheets. 6. Fees quoted in this document reflect the fees applicable in the year 2025 only and will be assessed based on the fee that is current at the time of the permit application or issuance, as applicable to the permit type. The applicant did not specify the exact area/space of proposed use or square footage. A Change of Use will require a building permit and may require an annual Place of Assembly permit from the fire department. Also depending on any building changes, the existing fire sprinkler and fire alarm systems may need modifications. Separate plans and permits would be required to be submitted to and reviewed and approved by the fire department for any required changes to the fire sprinkler and fire alarm systems. 2. Fire impact fees for a church use are less than that for medical office use, so no fire impact fees would apply in this case. This will require building plans prepared by a professional designer or architect showing the existing floorplan of the building and additionally showing the proposed floorplan and how the building will conform with the Washington State Existing Building Code sections 306.5 and 1001.2.2 for the change of occupancy.
