SUBJECT: "On Hold" Notice

Dear Mr. Gestoso,
The Planning Division of the City of Renton accepted the above master application for review on October 2, 2025.
During our review, staff has determined that additional information is necessary in order to proceed further.
The following information will need to be addressed and resubmitted before January 13, 2026 so that we may
continue the review of the above subject application:
• The City’s landscape regulations (Renton Municipal Code (RMC) 4-4-070) requires a 10-foot landscape
strip along all public street frontages. The site plan does not show a 10-foot-wide landscape strip. Either
the proposal must be redesigned showing a 10-foot wide landscape strip along SE Petrovitsky Rd or a
variance must be submitted and approved pursuant to RMC 4-9-250B5.
• Parking requirements are determined by the number of seats being provided within an
auditorium or main prayer hall. Can you please provide a preliminary seating layout? If seating for
attendees will not be provided, please state the expected average and maximum number of attendees
at one time.
• Will the site provide bicycle parking? If so, where is bicycle parking located and for how many bicycles?
• A Tree Retention Plan was provided, but not all trees present on-site were accounted for. In addition, an
older version of a tree worksheet was submitted and does not list any trees being removed from the site
or added to the site.
The project must meet a minimum tree credit requirement of 30 credits per net acre. To determine
the project’s compliance, please provide the following:
o Updated Tree Retention Plan showing all trees to remain on the site; and
o Updated Tree Retention and Credit Worksheet detailing all trees that will be added,
retained, and/or removed from the site.

• It appears the property lines shown on the site plan do not accurately reflect the information
presented in the title report. The city’s right-of-way extend further north than what is shown. As a
result, the proposed parking lot is encroaching into the city’s right-of-way and must be relocated to
remain entirely on the subject property.
New paved surface area is being added to the site. To determine the project’s compliance, the
following documents are required:
o Preliminary civil engineering plans, including drainage analysis; and
o Preliminary Technical Information Report in accordance with the current Surface Water
Design Manual adopted by the City.
The required documents must be prepared by a licensed engineer. To learn more about what is

At this time, your project has been placed “on hold” pending receipt of the requested information. The maximum
