PROJECT DESCRIPTION: The applicant, the City of Renton, is requesting a Shoreline Exemption for a
security and access control improvement project at the Renton Municipal Airport site located at 616 W
Perimeter Rd (APNs 0723059007 and 0723059096). The airport site totals approximately 152.5 acres in area
and is located within the Medium Industrial (IM) and Heavy Industrial (HI) zones. The entire site is within the
Comprehensive Plan Employment Area land use designation. The proposed work is located at multiple
existing vehicular and pedestrian gates situated throughout the airport property.
Improvements proposed by the applicant include the repair or replacement of existing pedestrian and
vehicular gates, the installation of new automated gates, upgrades to electrical service, and the addition of
security features including card readers, cameras, and access control systems. To accommodate the new
infrastructure, the project involves trenching and excavation of asphalt areas at multiple gate locations,
installation of new conduit for electrical service, construction of new electrical panels, and replacement of
asphalt in disturbed areas. Surface-mounted conduit will also be utilized in certain locations.
The proposed project includes security and access control upgrades at multiple pedestrian and vehicular
gates throughout the Renton Municipal Airport. Work involves repairing or replacing existing gates; installing
automated gates; adding card readers, cameras, and access control systems; trenching and installing
conduit for new electrical service; and restoring asphalt surfaces.
• Gate P1 (Lake Washington shoreline jurisdiction) – Repair of the existing pedestrian gate; trenching
165 feet (165’) along the fence line to Gate V1 for new electrical; installation of card reader and
camera; fence skirt installation; and asphalt restoration. Work would occur within 10 feet (10’) of the
Lake Washington Ordinary High Water Mark (OHWM).

• Gate V1/P2 (Lake Washington shoreline jurisdiction) – Excavation of 2,500 square feet of asphalt
for installation of new electrical; replacement of P2 pedestrian gate; replacement of manual V1 gate
with new automated gate; installation of card readers, cameras, access system, and new electrical
panel; trenching to W Perimeter Rd; and asphalt restoration. Work would occur approximately 140
feet (140’) from the Lake Washington OHWM.
• Gate V2/P3 (850 W Perimeter Rd) – 65 feet (65’) of trenching for electrical; new security upgrades at
V2 automated gate; repair of P3 pedestrian gate; and asphalt restoration.
• Gate P4 (840 W Perimeter Rd) – 50 feet (50’) of trenching to electrical hand hole; replacement of
pedestrian gate; new card readers and cameras; and asphalt restoration.
• Gate V3/P5 (790 W Perimeter Rd) – 50 feet (50’) of trenching for V3 and 110 square feet of asphalt
removal at P5; upgrades to V3 automated gate; repair of P5 pedestrian gate; and asphalt restoration.
• Gate V4 (750 W Perimeter Rd) – 110 feet (110’) of trenching to electrical hand hole; security upgrades
to existing automated gate; and asphalt restoration.
• Gate V5 (650 W Perimeter Rd) – Installation of new locking mechanism only. No trenching.
• Gate P7 (616 W Perimeter Rd) – Surface-mounted conduit for new electrical and upgrades to existing
pedestrian gate.
• Gate V6/P8/P9 (600 W Perimeter Rd) – 70 feet (70’) of trenching for electrical; upgrades to V6
automated gate; installation of new security features at P8 pedestrian gate; replacement of P9
pedestrian gate; and asphalt restoration.
• Gate V7 (243 W Perimeter Rd) – Two (2) 13-square-foot electrical pads; upgrades to automated gate;
and asphalt restoration.
• Gate P10 (243 W Perimeter Rd) – 13 square feet of excavation; repair of existing pedestrian gate with
new security features; and asphalt restoration.
• Gate P11 (South Airport Entrance) – Surface-mounted conduit to electrical hand hole; upgrades to
pedestrian gate; and gate repair.
• Gate V8 (South Airport Entrance) – 1,900 square feet of asphalt excavation; replacement of
automated gate with new electrical panel and security features; and asphalt restoration.
• Gate V10 (300 E Perimeter Rd) (Cedar River shoreline jurisdiction) - E Perimeter Rd – 1,300 square
feet of asphalt excavation and 240 feet (240’) of trenching to electrical hand hole; replacement of
automated gate; installation of new electrical panel and security features; and asphalt restoration.
Work would occur within 10 feet (10’) of the Cedar River OHWM.
Overall, the project upgrades consist of repairing or replacing existing pedestrian and vehicular gates,
trenching or surface conduit installation to provide new electrical infrastructure, and adding security
features across the airport facility. Work is confined to existing paved and developed areas, with asphalt
replaced upon completion.
The Renton Municipal Airport site contains several mapped critical areas according to City of Renton (COR)

Maps, including a High Seismic Hazard Area, High Erosion Hazard Area, Regulated Slopes, and Downtown
Wellhead Protection Area Zones 1 and 2. A Flood Hazard Area pursuant to the FEMA Flood Insurance Rate
Maps (FIRM) is also located on the subject site. The hazard area on the site, a Special Flood Zone AE (base
flood elevation determined), is classified as a 100-year flood plain. The FIRM maps indicate the base flood
elevation to be 26 feet (26’) Mean Sea Level (MSL).
The project site is located along the western shore of the Cedar River and southern shore of Lake
Washington, both of which are Shorelines of the State. Reach A of the Cedar River shoreline is adjacent to
the site and is designated as High Intensity. Reach J of the Lake Washington shoreline is adjacent to the site
and is designated as High Intensity. Of the proposed improvements, only Gate P1 and Gate V1/P2 are
located within the Lake Washington shoreline jurisdiction, and Gate V10 is located within the Cedar River
shoreline jurisdiction. All other gates are located outside of shoreline jurisdictional areas.
No work proposed as part of the project would occur within 200 feet (200’) of the ordinary high water mark
(OHWM) of either the Cedar River or Lake Washington, except as noted above for Gates P1, V1/P2, and V10.
The proposed work is entirely within previously developed and paved areas of the airport and consists of
replacement or repair of existing gates and associated infrastructure. Given that all proposed work will occur
within the built environment and no in-water work, vegetation removal, or riparian disturbance is proposed,
the project will not result in a net loss of shoreline ecological functions. Disturbance to paved areas will be
temporary and restored following completion of the work.

EXEMPTION JUSTIFICATION/DECISION: An exemption from a Shoreline Management Substantial

Normal maintenance or repair of existing structures or developments, including damage by accident, fire or
elements. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a

lawfully established condition. "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration, location, and external
appearance, within a reasonable period after decay or partial destruction, except where repair causes
substantial adverse effects to shoreline resource or environment. Replacement of a structure or
development may be authorized as repair where such replacement is the common method of repair for the
type of structure or development and the replacement structure or development is comparable to the
original structure or development including but not limited to its size, shape, configuration, location and
external appearance and the replacement does not cause substantial adverse effects to shoreline resources
or environment.
Pursuant to the City of Renton's Environmental Ordinance and WAC 197-11-800(3), the Renton Municipal
Airport Security and Access Control Improvement project is classified as Repair, Remodeling, and
Maintenance Activities and as such, is exempt from SEPA (RCW 43.21C, 1971 as amended). The repair,
remodeling, maintenance, or minor alteration of existing private or public structures, facilities or equipment,
including utilities, recreation, and transportation facilities involving no material expansions or changes in use
beyond that previously existing; except that, where undertaken wholly or in part on lands covered by water,
only minor repair or replacement of structures may be exempt.
Staff Comment: The proposed security and access control improvements at the Renton Municipal Airport
qualify for an Exemption from a Shoreline Substantial Development Permit pursuant to RMC 4-9-190C. The
scope of work includes the repair and replacement of existing pedestrian and vehicular gates, installation of
new automated gates, and associated trenching and electrical conduit installation to support new security
features such as card readers, cameras, and access control systems. Disturbed asphalt areas will be
restored following construction. Of the gates included in the project, only Gate P1 and Gate V1/P2 are located
within the Lake Washington shoreline jurisdiction, while Gate V10 is located within the Cedar River shoreline
jurisdiction. All other gates are located outside of shoreline jurisdictional areas. No in-water work, vegetation
removal, or disturbance of riparian areas are proposed.
The project site is located within the Shoreline High Intensity environment of Reach A of the Cedar River and
Reach J of Lake Washington, both Shorelines of the State. The proposed activities meet the definition of
“normal maintenance and repair,” as they seek to restore or replace existing site features to a condition
comparable to their original function, size, and location. The proposed improvements will not result in
adverse impacts to shoreline ecological functions or processes and are consistent with the exemption
criteria for maintenance and repair under the Shoreline Management Act.
The proposal is categorically exempt from SEPA under WAC 197-11-800(3), as the activities constitute repair
and maintenance of an existing facility involving no material expansion or change of use. All proposed work
is within previously developed and paved areas of the airport and is not anticipated to result in any net loss
of shoreline ecological functions.
SHORELINE EXEMPTION FINDINGS:
The proposed development is consistent with the following findings:

Staff Comments: As discussed above, the proposal is consistent with the policies of the
Shoreline Management Act and the scope of work qualifies for a Shoreline Exemption.

has been finally approved or adopted by the Department.
Staff Comments: The project is subject to the City of Renton’s adopted Shoreline Master
Program.

Staff Comments: As discussed above, the proposal complies with the standards and
requirements of the Shoreline Master program and the scope of work qualifies for a
Shoreline Exemption.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After
review of the reconsideration request, if the approval body finds sufficient evidence to amend the original
decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
APPEALS: This administrative land use decision will become final if not appealed in writing to the
Hearing Examiner on or before 5:00 PM on October 30, 2025. An appeal of the decision must be filed
within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub
Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at
a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the
first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
EXPIRATION: Two (2) years from the date of decision (date signed).

Renton Municipal Airport(RNT)
243 W Perimeter RD, Renton, WA 98057
Starting at northwest corner of the property. We will begin with gate P1, this will be a repair of
the existing pedestrian gate that is currently in place. We will be adding electrical to this gate
for the card reader and camera that will be installed. To achieve this, we will be trenching 165’
along the fence line to the area of gate V1 to accommodate for the new electrical that will be
needed. Conduits will be installed for new electrical. While the trenching is being completed,
we are also added fence skirt to the fence underground. After completing we will replace
existing asphalt that was previously trenched.
In the area of gate V1/P2 we will be excavating 2,500 SF of asphalt to accommodate installation
of new electrical and new automated gate. Gate P2 will be replaced with a new pedestrian
using the same footprint as the previous gate. Electrical will be added to gate P2 for card
reader and camera. Conduits will be installed for new electrical. Existing manual V1 gate will be
replaced with a new automated gate using the same footprint. New electrical panel will be
added to accommodate for gate V1. V1 will have the new card readers, cameras and access
control system added to the new gate. From this area we will continue trenching west towards
w. perimeter road to an existing electrical hand hole. After completing we will replace existing
asphalt that was previously trenched/excavated.
Gate V2/P3 located near 850 W Perimeter Rd include 65’ of trenching to accommodate
installation of new electrical for the new card readers, cameras and access control system. Gate
V2 will have the new card readers, cameras and access control system added to the existing
automated gate. Conduits will be installed for new electrical. Gate P3 will have a repair done to
the existing pedestrian gate. After completing we will replace existing asphalt that was
previously trenched.
Gate P4 located on the north side of the building at 840 W Perimeter Rd will have 50’ of
trenching to an existing electrical hand hole to accommodate the electrical that will be needed
for the installation of the new card readers, and cameras. Conduits will be installed for new
electrical. Gate P4 will also be replaced with a new pedestrian gate that matches the existing.
After completing we will replace existing asphalt that was previously trenched.
In the area of gate V3/P5/ located at the east side of the building at 790 W Perimeter Rd we will
be trenching/excavating 50’ of trenching for V3 and 110 SF for P5 to be able to install new
electrical for the new card readers, cameras and access control systems. Conduits will be
installed for new electrical. Gate P5 will have a repair done to the existing pedestrian gate.
Gate V3 will have the new card readers, cameras and access control system added to the

existing automated gate. After completing we will replace existing asphalt that was previously
trenched.
Gate V4 located on the north side of building 750 W Perimeter Rd will have 110’ of trenching to
an existing electrical hand hole to accommodate the electrical that will be needed for the
installation of the new card readers, and cameras. Conduits will be installed for new electrical.
Gate V4 will have the new card readers, cameras and access control system added to the
existing automated gate. After completing we will replace existing asphalt that was previously
trenched.
Gate V5 located on the south side of 650 W Perimeter Rd will only have new locking mechanism
install to existing manual gate. No trenching
Gate P7 located at 616 W Perimeter Rd will have new electrical routed to it via new surface
mounted conduit. Gate P7 will have the new card readers, cameras and access control system
added to the existing pedestrian gate.
Gate V6/P8/P9 located on the south side of the building at 600 W Perimeter Rd will have 70’ of
trenching to an existing electrical hand hole to accommodate the electrical that will be needed
for the installation of the new card readers, and cameras. Conduits will be installed for new
electrical. Gate P8 will have new card readers, cameras and access control system added to the
existing pedestrian gate. Gate P9 will have new card readers, cameras and access control
system added to the new pedestrian gate that shares the same footprint as the existing
pedestrian gate it is replacing. Gate V6 will have the new card readers, cameras and access
control system added to the existing automated gate. After completing we will replace existing
asphalt that was previously trenched.
Gate V7 located on the east side of the building at 243 W Perimeter Rd will have two 13 SF pads
excavated for new electrical next to existing electrical junction boxes. Conduits will be installed
for new electrical. Gate V7 will have the new card readers, cameras and access control system
added to the existing automated gate. After completing we will replace existing asphalt that was
previously trenched.
Gate P10 located on the east side of the building at 243 W Perimeter Rd will have 13SF
excavated to accommodate new electrical. Conduits will be installed for new electrical. We will
be adding new card readers, cameras and access control system to the existing pedestrian gate
that is being repaired. After completing we will replace existing asphalt that was previously
trenched.

Gate P11 located near the south entrance to the airport will surface mounted conduit to an
existing electrical hand hole to accommodate the electrical that will be needed for the
installation of the new card readers, and cameras. Conduits will be installed for new electrical.
P11 will also have repairs completed to the existing pedestrian gate
In the area of gate V8 located near the south entrance to the airport we will be excavating
1,900SF of asphalt to accommodate installation of new electrical and new automated gate.
Existing automated V8 gate will be replaced with a new automated gate. New electrical panel
will be added to accommodate for gate. V8 will have the new card readers, cameras and access
control system added to the new gate. After completing we will replace existing asphalt that
was previously trenched/excavated.
In the area of gate V10 located 1,200ft north building at 300E Perimeter Rd we will be
excavating/trenching 1,300SF of asphalt to accommodate installation of new electrical and new
automated gate. Trenching will follow west side of E Perimeter rd. for 240’ to existing electrical
hand hole. Existing automated V10 gate will be replaced with a new automated gate. New
electrical panel will be added to accommodate for gate. V10 will have the new card readers,
cameras and access control system added to the new gate. After completing we will replace
existing asphalt and backfill dirt that was previously trenched/excavated.
