EG38125 CASE# 25-8858 DATE OF COLLI r�510NN + 10/13/25 12:09 L1 NARRATIVE On October 13, at 1209 hours Officer Watson reported he witnessed a single vehicle collision at the intersection of Sunset Blvd N and N 3rd St, in the city of Renton, county of King, and state of Washington. Upon my arrival I spoke with Officer Watson, and he explained that prior to the collision he activated his lights and sirens as he responded to a CPR in progress at 308 Taylor Ave NW. Reference incident number RP250054164. Officer Watson was traveling westbound on NE 3rd St and approaching the intersection of Sunset Blvd N and N 3rd St. He brought his vehicle to a crawl so he could check north and southbound traffic. Officer Watson said vehicular traffic came to a stop, so he proceeded forward. As he approached the number 1 southbound lane, he observed Unit 1 traveling through the intersection at a high rate of speed. Unit 1 swerved right to avoid a collision and struck the traffic signal post#2676. Officer Watson and I reviewed his in-car Axon camera footage which confirmed his story. Refer to his supplemental report for further information. Unit 1 sustained severe damage to the front of the vehicle with airbag deployment. The driver, identified as Oliver Mangala, was medically checked as a precaution. Oliver told me later that he did not sustain any injuries. I spoke with Oliver, and he summarized a similar story as Officer Watson. Oliver stated he was traveling southbound on Sunset Blvd N and approaching the intersection of N 3rd St. He intended to continue straight through the intersection, but did not see Officer Watson's patrol vehicle until the intersection. He swerved right to avoid a collision but struck the traffic pole instead. The pole was located on the southwest corner of the intersection. The traffic pole sustained minor damage such as scuff marks. Based on the above statements, I determined that the Driver of Unit#1 (Oliver) is the proximate cause for the cause of collision as he failed to yield to an emergency vehicle. Oliver violated RCW 46.61.210(1) as the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the roadway clear of any intersection and shall stop and remain in such position until the authorized emergency vehicle or organ transport vehicle has passed, except when otherwise directed by a police officer. Based on the Axon camera footage recorded on Officer Watson's patrol vehicle, Oliver should have noticed that vehicular traffic had stopped. Oliver was in the lane closest to Officer Watson and had plenty of time to stop. I cited Oliver via mail for Failing to Yield for an emergency vehicle at an intersection causing a collision.
