NARRATIVE
25-8534
Unless otherwise stated, the following occurred in the City of Renton, County of King, State of
Washington.
On 10-01-2025 at approximately 2051 hours I was dispatched to a non-injury hit and run collision that
occurred in the 10200 block of SE 192nd ST. Dispatch advised the suspect vehicle was a green
Toyota Rav4 and that the vehicle was last seen northbound on 102nd AVE SE.
Upon arrival, I contacted the driver of Unit#2, (Lindsey). Lindsey said she was traveling eastbound in
the 10200 block of SE 192nd ST when the driver side of her vehicle was struck by Unit#1. The
vehicle spun in circles she estimates five times in the middle of the intersection. When it came to a
stop, she pulled to the south side of SE 192nd ST and parked in the shoulder. Her vehicle had heavy
damage to the driver side door, driver side rear door, and driver side rear of vehicle. The driver side
front and rear airbags were deployed. Lindsey said her left arm felt sore. Lindsey declined medical
attention.
A witness on scene, (Meghna), said she was traveling eastbound in the 10200 block of SE 192nd ST
and was behind Unit#2 at the time of the collision. She saw a green Toyota Rav4 fail to stop at the
stop sign headed southbound on 102nd AVE SE, and then collide with Unit#2 as it crossed the
intersection onto SE 192nd ST. Meghna says Unit#2 spun around several times in the intersection.
The Toyota Rav4 failed to stop and proceeded southbound through the intersection into a dead end.
Moments later, the Toyota Rav4 came back northbound on 102nd AVE SE and sped through the
intersection, again, failing to stop at the stop sign. Meghna last saw the Toyota Rav4 speeding
northbound on 102nd AVE SE from SE 192nd ST. Meghna said the driver of the Toyota Rav4 made
no attempt to stop after colliding with Unit#2 and she was unable to obtain a description of the driver.
A witness on scene, (Connor), said he was outside of his house located at 19045 102nd AVE SE
when he heard the collision. He saw a green Toyota Rav4 traveling northbound past his house at a
high rate of speed. Connor ran after the vehicle and tried yelling at the driver, but the vehicle did not
make any attempt to slow down or stop. Connor was able to take a picture of the vehicle, however, it
was too blurry to see anything of evidentiary value.
Washington license plate CLE0684 was recovered from the scene that Meghna said fell off the
suspect vehicle when it collided with Unit#2. 1 ran the license plate through WACIC/NCIC and it
returned on a dark green 2010 Toyota Rav4 to Josue Jonathan Ortiz-Ruiz DOB: 10-20-1995 at 10433
SE Kent Kangley RD, Apt 311, Kent 98030. 1 requested dispatch have Kent Police Department check
the parking lot of that address to see if the vehicle was there. Based on the witness statements and
the impact on Unit#2, 1 believe Unit#1 would have sustained front end damage.
I ran Josue through WACIC/NCIC and he returned with several misdemeanor warrants, a felony
warrant, and a no contact order.
An area check was performed for the Toyota Rav4 and it was not located. FLOCK was checked and
there were no hits on the license plate after the time of the collision. Kent Police Department
contacted Josue's ex-wife at the registered address. She said that she last saw Josue a few months
ago, had a no contact order with him, and that he no longer resided at the address. She did not have
a new address for him. Kent Police did not document that they identified who the ex-wife was. I called
King County Jail and SCORE Jail to see if they had any updated information on Josue and they did
not. I contacted Kent Police Records Department and they had no documented contact with Josue
since July 19th, 2025 when he violated the no contact order with his ex-wife. Kent Police did not have
any updated contact information for Josue. I checked a police database and the last contact was the
one from Kent on July 19th, 2025. In the police database I located a phone number for Josue and
when I called it, it said it was no longer valid. There was a phone number listed for Wendy, who was
named as his wife, and it was also disconnected.
My efforts to identify the driver of the vehicle were exhausted. On 10/03/2025 at approximately 0958
hours, Josue called 911 to report that his vehicle had been stolen sometime between 1800 hours on
10/01/2025 and 0930 hours on 10/02/2025 and was requesting contact at 4739 Burnett CT S. Officer
Nugent was the primary officer under case #25-8544. Officer Nugent collected a signed affidavit from

Josue and arrested him for his felony warrant for "DV FEL ASSAULT 4, DV RES BURGLARY, DV
FVNCO" (OCA#251035197) - $250,000 bail, out of King County Sheriff's Office.
The time frame that Josue says his vehicle was stolen was during the time of the collision. The
intersection the collision happened in is the most direct route out of Josue's neighborhood. At
approximately 1900 hours on 10/02/2025 1 conducted a follow-up at Josue's new address; 4739
Burnett CT S. I contacted the female homeowner who confirmed that Josue rents a room at that
residence. She did not know where Josue was or where his vehicle was and assumed he was still at
work. She was unaware Josue was booked into King County Jail and I did not tell her. I asked her if
he could have parked his car in the garage and she said the garage was empty. She also had two
other vehicles parked in the driveway blocking the garage entrance. I performed an extensive area
check in the neighborhood and streets surrounding this address and did not locate the Toyota Rav4. I
also checked FLOCK and there were no new hits on the license plate. Officer Nugent was able to
collect insurance information from Josue, which I provided to Lindsey.
I completed an urgent supplemental report for case 25-8544 to modify the vehicle theft WACIC/NCIC
entry to show only the rear plate was attached to the vehicle and there was no front plate. There was
no front plate because I recovered that from the scene of the collision.
If the driver of the Unit#1 can be identified, I have probable cause for RCW 46.52.020 hit and run.
The RCW states, "(3) Unless otherwise provided in subsection (7) of this section the driver of any
vehicle involved in an accident resulting in injury to or death of any person, or involving striking the
body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any
person or damage to other property shall give his or her name, address, insurance company,
insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's
license to any person struck or injured or the driver or any occupant of, or any person attending, any
such vehicle collided with and shall render to any person injured in such accident reasonable
assistance, including the carrying or the making of arrangements for the carrying of such person to a
physician or hospital for medical treatment if it is apparent that such treatment is necessary or if such
carrying is requested by the injured person or on his or her behalf." The driver of Unit#1 violated this
when they failed to remain at the scene of the collision and exchange information with the driver of
Unit#2.
