On 10-10-2025 at approximately 1633 hours I was dispatched to a two-vehicle collision that occurred at Rainier Ave S/S 3rd St. I arrived at approximately 1648 hours and met with the drivers in the nearby Safeway(200 S 3rd St) parking lot. Due to a language barrier, it is unclear exactly how this collision occurred. I gathered that Unit 2 exited the Walgreens (275 Rainier Ave S) parking lot, was given space by other drivers to enter the left-hand turn lane, and then unit 1 struck the passenger side of unit 2 while on S 3rd St just east of the intersection. Unit 1 may have taken a left turn from the same lane or was parallel to unit 2. It should be noted that there used to be two left-hand turn lanes in this same location, but there has since been a traffic revision to where now there is only one left hand turn lane.The damage on both vehicles matches this account. No one involved reported injury. There was no airbag deployment and neither vehicle needed towing. I provided both drivers with the case number. Neither driver could not provide insurance on scene. I asked them to both send me current insurance information before completing my report. At the time of writing this report, approximately five days later, I have not receive current insurance for either driver. The driver of unit 2/Sharon was cited under section citation number 5A0168929 for operating a vehicle without insurance (RCW 46.30.020) The driver of unit 1/Ismael was cited under sector citation number 5A0168928 for driving without a valid operator license with identification (RCW 46.20.015), driving a vehicle with registration expired over two months (RCW 46.16A.030.5.0) and operating a vehicle without insurance (RCW 46.30.020). During this incident it is likely my body-worn and/or in-car camera was recording audio and video.
