EG36339 CASE# 25-8172 OF COLLISION 09/20/25 00:43 OF CbLLI510N NARRATIVE CC 25-8172 On 9/20/2025 at 0047 hours I was dispatched to a motor vehicle collision at the intersection of S 27th St and Morris Ave S in the City of Renton, King County, Washington. Pre-Collision Driver 2's vehicle was parked facing South on the East side of Morris Ave S just South of S 27th St. Unit 2 was unoccupied at the time of the collision. Driver 1 stated that she was traveling North on Morris Ave S approaching S 27th St in the #1 lane. Collision Driver 1 stated that her passenger informed her that there was an animal in the roadway in front of her, to which she stated that she also saw and then swerved to avoid the animal. Driver 1 stated that in the process of doing so, she swerved to the right and the front passenger side bumper and tire of Unit 1 collided with the front passenger side bumper and tire of Unit 2. Driver 1 was unable to provide me with valid proof of insurance at the time of the collision. Driver 1 also prolonged this incident by intentionally blocking the tow truck that was there to remove Unit 1 from the roadway pursuant to RCW 46.55.113, as she wanted her own tow truck to come to the scene but was unable to provide a timeframe in which their tow would arrive. Injuries None reported. Vehicle Disposition Unit 1 was towed from the scene as it was blocking and no longer operational. Proximate Cause I determined that Driver 1 is the proximate cause of this collision because it shall be a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require.
