On 10/17/2025 at approximately 1629 hours, I was dispatched to the Fortune Casino located at 111 S 3rd
St in the City of Renton, County of King, State of Washington for a recent hit and run with no injuries.
Upon arrival I contacted the driver of unit 2, Donia Antonio Irving(DOB 01/05/1962)who is the registered
owner of a silver 2019 Honda Accord (DP69855/WA) VIN/1HGCV1F34KA050971. Donia was identified by his
WADL.
Donia stated that he was backing out of his parking stall and viewed a silver truck approaching him. Donia
stopped his vehicle then was struck in the rear passenger side of his vehicle by the truck.The collision caused
minor damage to the passenger side rear bumper.
Donia exited his vehicle and tried to exchange information with the other driver.The driver of the silver 2007
Toyota Tacoma (B74596Z/WA)VIN/5TEJU62NX7Z352582, exited and told Donia that his insurance had
recently been renewed, and he did not want to lose it.The male then got back in his vehicle and left the
parking lot without providing any information. Donia described the driver as an older Asian male,
approximately 5-6 to 5-8,weighing between 120lbs and 140lbs.
Doni took a picture of the male driver and the vehicle license plate and would be able to identify the driver.
Rene Sanchez (DOB 07/23/1985)was a witness to the accident. Rene was pulling into the parking lot when he
viewed a silver Toyota heading towards the silver Honda. Rene stopped and honked his horn to warn them,
but the Toyota failed to stop in time. Rene was not able to see the driver.
The Toyota is registered to a SOMMAY PHITSANOUKANE (UNK DOB).A local records check did not have any
info on file for Sommay, but did have a second registered owner as SOMSANOUK PHITSANOUKANE (DOB
10/09/1964).
After reviewing the surveillance video from the Fortune Casino, you can clearly see at 1604 hours the Honda
begins backing out of the parking space.At the same time the Toyota backs out of his parking space and
begins driving forward making a wide right turn to exit the parking lot.The Toyota doesn't stop and collides
into the back of the Honda. Both drivers exit and are talking for a minute. At 1611 the Asian male driver of the

Toyota gets in his vehicle and drives off.
I sent Donia and Ben Brown who is a security officer at the Firtune Casino an Axon link to upload the video and
picture of the driver.
At the time of this report no evidence has been submitted by either party.
I provided the case number and business card to Donia and Ben Brown.
Unit#1 (SUSPECT)committed one (1)count of Hit-and-Run—Attended by being involved in an accident
with another vehicle,which is attended, and failing to stop and remain at the scene until fulfilling all
statutory duties(provide name, address, insurance company, policy,vehicle license, exhibit driver's
License and render reasonable assistance to any person injured).
This incident was captured on my body worn camera. This report is a summary of the events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized
