AG E N D A I T E M # 1 . a ) What is in our Transportation Element update? Mapped inventories of existing facilities Travel forecasting and land use assumptions Multiyear Financing Plan Mode split goals for regional growth center and citywide Ensure mobility choices for people with special needs, youth, older adults, lower incomes and disabilities Level of service analysis for WSDOT facilities and local roads  Multimodal Level of Service policy** Incorporate principles of Complete Streets on WSDOT facilities AG E N D A I T E M # 1 . a ) 2044 Forecasting – Land Use and Travel Land Use Assumptions •Developed a refined travel model to develop vehicle travel forecasts in 2044 based on planned & projected future land use growth •This assumes about 24,800 new households and 28,400 new jobs citywide. •Areas with substantial growth: •Renton Regional Growth Center (Downtown, Renton Landing, Sunset) •Rainier/Grady TOD Subarea •Longacres area/Valley •All other areas MU/Commercial areas remain as is 0 100,000 200,000 Households Jobs Renton Land Use Totals 2024 2044 AG E N D A I T E M # 1 . a ) 2044 Transportation Modeling – Network Assumptions & Priorities •I-405 Stride BRT •Metro I-line •New Renton Transit Center •Bus Access Transit lanes •I-405 Toll Lanes, 8th Ave access ramps •Lind Ave/I-405 ramps •S. 2nd St/S.3rd St One way streets •Grady Way BAT lanes •Rainier Ave Phase 5 •SW 7th Improvements •Strander Blvd ext •Lake to Sound Trail (KC Parks Levy) •East Rail Trail •Sunset Trail •More walkable Rainier-Grady TOD subarea •Local Bike & Multiuse trail gaps AG E N D A I T E M # 1 . a ) 2044 Transportation Modeling – Network Assumptions & Priorities Bike & Ped Network •Prioritized sidewalk projects •Half of annual Transportation Benefit District funds collected is dedicated to enhancing sidewalk network •Five projects prioritized though the 2026- 2031 six-year TIP 1.Talbot Rd S (new Cleaveland Richardson Park) 2.Talbot Rd S (Teasdale Park/Talbot Hill Elementary) 3.SE 164 St (Neilsen Middle to Lindbergh HS) 4.Aberdeen Ave NE (Kennydale Lions Park) 5.Taylor Ave NW (along Rt. 107) AG E N D A I T E M # 1 . a ) 2044 Transportation Findings •Up to a 26% increase in vehicle trips expected in the PM peak period, which results in additional congestion on City streets. •With regional investment in transit, increased land use mix and density, and expanded walk/bike networks, the Single Occupancy Vehicle (SOV) mode share is expected to decrease by 3%. •About 20,000 new daily transit trips are expected in 2044. •Increased trips in Regional Growth Center such as on Logan Ave N, NE Sunset Blvd, N 8th Street, SW Grady St •Changes in traffic circulation with conversion to two-way operations on 2nd/3rd St in Downtown – slight increase in delay in the AM •Increased volumes along Oaksdale Ave SW, SW 27th St, and S 43rd St near Longacres site AG E N D A I T E M # 1 . a ) Mitigation in the Future •2044 assumes that signals would operating at highest level of performance, no further signal enhancements improve poor performance •5 intersections fall below acceptable Level of Service in 2044 and further mitigation is proposed •2 of the 5 locations involve collaboration with WSDOT in their ROW •Continue to implement longstanding planned projects: •Intelligent Transportation Systems •Missing sidewalks •Renton Connector, Lake to Sound Trail, Eastrail Trail •Study the Strander Blvd extension Improve the east-west operations and transit’s speed & reliability. Average intersection delay may not meet LOS E- mitigated standard AG E N D A I T E M # 1 . a ) Discussion from Planning Commission •Reduction in Single Occupancy Vehicle trips relative to increase in vehicle trips by 2044 •Investment in Bike and Trails network for increased nonmotorized commuting + general trip-making •Continued prioritization of transit and transit level of service •Affordability of access & mobility for general trip-making •Additional work needed to revise City’s transportation concurrency policy and traffic impact fee methodology (staff to begin in 2025) •Forthcoming agenda item in November AG E N D A I T E M # 1 . a ) Thank you! Questions AG E N D A I T E M # 1 . a )
