Subject: Saleh Foundation Center – Trip Generation and Parking Analysis The purpose of this memorandum is to summarize the initial findings related to trip generation and parking demand for the proposed Saleh Foundation Center. This memorandum includes the following sections: - Project Description - Trip Generation - Parking Analysis - Summary and Conclusions
Project Description The proposed Saleh Foundation Center will be located at 4108 Jones Ave NE in the City of Renton. The Foundation is a religious, social, and charitable organization. Figure 1 shows the project site and its surroundings. Figure 2 presents the proposed site plan. The project consists of a five-story building with approximately 35,000 square feet of space. On-site parking will include approximately 20 stalls, including two accessible stalls. Vehicular access is proposed from Jones Ave NE. Appendix A includes the facility’s floor plans. Table 1 summarizes the anticipated use of each floor: Table 1. Floor Usage Summary

Note: Except for the prayer rooms and residential units, most spaces will primarily support the facility’s main religious use or weekend activities and are not expected to generate weekday traffic.

Background The proposed prayer space on the second floor is a Masjid (prayer house), distinct from Mosque or larger Islamic Centers, such as the Muslim Association of Puget Sound (MAPS) and Islamic Center of Eastside (ICOE). An Islamic Center is a larger facility that attract a larger regional congregation and holds other types of activities and meetings after the prayers. A prayer house (Masjed) will serve a localized congregation and would not support the same level of activities as an Islamic Center. Below is a brief description of the main activities that Muslims perform and anticipated to take place in the prayer space:
• Daily Prayers: Muslims perform prayers five times a day. Based on the Islamic beliefs, there is no restriction on attending these prayers at mosque. These prayers can be performed at work or at home. The time of prayers varies between summer and winter. Table 2 illustrates the approximate time of each prayer during winter and summer. The duration of each prayer is 15min-30min.
• Friday Assembly: It is a congregational prayer that Muslims hold every Friday. The Friday assembly consists of a lecture and a prayer. It typically attracts more people. It is held 12:30pm during winter and 1:30pm during summer time. The duration of the Friday Assembly is approximately 1hr-1.5hrs.
Study Scope The scope of this study is to assess the trip generation and parking impacts associated with the proposed uses at the Saleh Foundation Center during weekday AM and PM peak hours. The analysis includes traffic counts at comparable local mosques, application of ITE trip generation rates, and evaluation of parking requirements and available supply in compliance with City of Renton regulations.
Program and Activities
First Floor Includes lobby, restrooms, and a small retail space (200 sq ft). This space is intended to serve building users and residents. Due to its limited size and internal function, it is not expected to generate significant external traffic.
Second Floor Contains the Masjid and a multi-purpose room (MPR). The Masjid will follow the traditional Muslim prayer schedules, which includes the five daily prayers and the Friday assembly that are described in the Background section. The daily prayers attract a limited number of members, given that most people pray at
home or their place of employment. The Friday assembly typically attracts more people as this is the religious day of significance for the Muslim community and praying in congregation is encouraged.
Third and Fourth Floors These floors include administrative offices and classrooms for educational programs, including scripture studies, youth development, and adult education. The purpose of these programs is to provide educational and social services that promote harmony and mutual support within the neighborhood. The proposed space on these floors will be used exclusively on weekends for educational purposes. Since this memo is limited to weekday AM and PM peak hours of adjacent street traffic, the classroom and other spaces use within these floors do not contribute vehicle trips during the analyzed periods and have been excluded from the trip calculations.
Fifth Floor Includes five residential units (four 1-bedroom and one 2-bedroom), a fitness room for tenants, and a lounge for the Masjid attendees. These units are expected to generate trips during weekday peak hours and are included in trip generation estimates.
Prayer Area & Seating Practical Capacity Unlike churches or auditoriums, Islamic prayer halls do not use fixed chairs or benches. Instead, worshippers perform a series of movements—standing, bowing, prostrating, and sitting—on prayer rugs arranged in straight rows. Each worshipper requires a defined area of floor space to allow these movements without obstruction. A standard personal prayer space measures approximately 2.25 feet by 4.5 feet, or 10 square feet per person. This dimension is commonly accepted in mosque planning and is used in lieu of "seats" to assess assembly capacity and parking requirements. During prayer, the following principles influence spatial layout:
• The first rows behind the Imam (prayer leader) must be filled before others.
• It is not permissible to walk in front of someone actively praying.
• Dedicated aisles are necessary to allow latecomers to reach available prayer spots without disrupting those already engaged in prayer. Figure 3 illustrates Muslims prayer movements.

For the Saleh Foundation Center:
• The total prayer hall area accommodates 189 prayer spaces "rugs":
o Men’s section: 126 rugs
o Women’s section: 63 rugs This total count of 189 serves as the functional seating equivalent for purposes of:
• Calculating parking requirements (at 1 stall per 5 seats per City of Renton code)
• Estimating assembly capacity for events like the Friday congregational prayer This conservative, space-based approach offers a more accurate assessment of prayer room capacity than applying general occupancy formulas based on gross floor area. Figure 4 shows second floor including the ladies and men prayer assembly’s.

Trip Generation Trip generation characteristics are typically estimated using rates from the ITE Trip Generation Manual, 11th Edition, which provides average weekday vehicle trip rates for various land uses based on empirical studies. As noted earlier, the classrooms and administrative spaces on the third and fourth floors will be used only on weekends. Since this analysis focuses on weekday AM and PM peak hours, those uses are excluded from trip generation estimates. The primary weekday trip-generating uses are:
• The prayer assembly areas on the second floor (Masjid)
• The five residential units on the fifth floor
• A small retail component on the first floor According to the ITE Manual, Land Use Code (LUC) 562 represents a Mosque. The manual provides a trip generation rate for the PM peak hour only, reflecting the fact that mosques do not typically generate significant weekday AM traffic. This aligns with typical usage patterns: weekday daily prayers generally draw few attendees, while the Friday assembly prayer is the primary generator of trips. To ensure local relevance, PM peak hour traffic counts were collected from three comparable mosques:
• Sammamish Mosque
• Omar Bin Al-Khattab Mosque
• Al-Rahman Mosque Counts were conducted during the winter between 4:00 PM and 6:00 PM on weekdays. Trip generation data from these mosques are shown in Appendix B. Results are summarized in Table 3. AM peak counts were not conducted, as the morning prayer occurs outside the standard AM peak and is not expected to contribute meaningfully to traffic volumes. Table 3. Average Trip Rate: 3.03 trips per 1,000 sq ft of prayer area during PM peak hour The Saleh Foundation Center prayer hall is approximately 2,613 sq ft. Based on the average rate: The estimated PM peak trips for the proposed Masjid will be 2.613 × 3.03 = ~8 trips Trip generation estimates for the residential units and retail space are based on the following ITE land use codes:
• LUC 221 – Mid-Rise Multifamily Housing

Total New Trips 1 1 2 6 5 11 As shown, the proposed facility is expected to generate approximately 2 new off-site vehicle trips during the weekday AM peak hour and 11 trips during the weekday PM peak hour.
Parking Analysis This section evaluates the parking supply and demand associated with the proposed project, based on City of Renton zoning requirements and anticipated usage patterns.
Proposed Parking Supply The proposed development will provide:
• 20 on-site parking stalls, including 2 accessible stalls, located within a parking garage.
• Off-site shared parking: A preliminary agreement has been reached with the adjacent self-storage facility to provide 42 additional parking stalls during high-demand periods, such as the Friday assembly prayer or other events. A signed agreement and a layout of the off-site parking are included in Appendix C.
• On-street parking:
o 6 stalls along the site frontage on Jones Ave NE
o Approximately 15 additional on-street stalls available on the east side of Jones Ave NE
o Additional parking on NE 43rd Pl within 1,000 feet walking distance, considered acceptable under common planning standards. NE 43rd Pl can accommodate over 20 on-street stalls Although on-street parking is permitted, it is not be included in this analysis.
Parking Code Requirements Parking requirements are defined in Renton Municipal Code Section 4-4-080, Subsection F10e:
• Religious Institutions: 1 stall per 5 seats in the main assembly area
• Residential Units: 1 stall per 1-bedroom dwelling unit and 2 stalls per 2-bedroom dwelling unit Based on the functional prayer space accommodating 189 rugs (seating equivalents) and
5 residential units, the parking requirement is: Table 5: Required Parking per Renton Code

Total 44 stalls 1. Assumes full capacity usage during Friday assembly, representing the conservative/highest demand scenario Based on Table 5, the parking peak demand would require 44 stalls.
Parking Demand Analysis The masjid and residential components of this project have distinctly different peak parking demand periods allowing efficient shared use of spaces. Mosque parking peak during midday Friday prayer. 12:30-1:30 PM and 1:30-2:30 PM during winter and summer, respectively. While residential demand occurs primarily on weekday evening 6:00 to 10:00 PM when the residents returning from work or school. ITE data confirms minimal temporal overlap between these uses. This offset justifies a shared parking reduction as the same spaces can serve both user groups without conflict.

Parking Surplus +18 As shown in Table 6, the total on-site parking supply will exceed the projected peak demand by 18 stalls, ensuring adequate capacity during peak use periods.
Summary and Conclusions This memorandum presents the projected trip generation and parking demand analysis for the proposed Saleh Foundation Center located at 4108 Jones Ave NE in the City of Renton. The analysis considered weekday AM and PM peak hour conditions, in accordance with ITE and City of Renton guidelines.
Trip Generation Summary
• Weekday AM Peak Hour: The proposed development is expected to generate approximately 2 new vehicle trips.
• Weekday PM Peak Hour: The project is expected to generate approximately 11 new vehicle trips.
• The primary generator of PM peak trips is the prayer assembly space on the second floor. Weekday AM traffic is minimal due to the limited use of other floors during that time.
Parking Analysis Summary
• The total required parking for the project is 44 stalls, based on Renton’s zoning code:
o 38 stalls for the prayer space (1 per 5 seats/rugs)
o 6 stalls for the five residential units
• The total available parking supply is 62 stalls, consisting of:
o 20 on-site parking stalls
o 42 off-site stalls provided through a shared parking agreement with the adjacent self-storage facility
• Additional on-street parking is available and falls within acceptable walking distance (1,000 feet).
• The parking demand is expected to peak on Friday afternoons during the weekly assembly prayer.
• Residential parking demand peaks in the evening, which does not conflict with the mosque’s peak period. This temporal separation supports the case for shared parking without operational conflicts.
• The project will have a parking surplus of 18 stalls, ensuring sufficient supply even under peak demand conditions.
Conclusion The proposed Saleh Foundation Center is expected to operate well within the transportation capacity of the surrounding street network and provide sufficient parking supply to meet the anticipated demand. No significant adverse impacts to traffic operations or neighborhood parking availability are anticipated as a result of this development.
