LLEVATED WATER TANK

Sealed bids for the construction of an elevated steel water tank
will be received by the City Clerk until 5:0 P.M. and by the
City Council until 8r00 P.N., October 27, 1c59, at the City ball,
Renton, Washington. At this time the bids will be puolicly
opened and read.
The tank is to be of 750,000 gallon capacity on a tower 100 ft.
to bottom capacity level. The work includes painting, but foundation
and site preparation will be by separate contract.
Plans and specifications my be obtained from the office of the
Superintendent of Utilities, City Mall, Renton, Washington, or from
A. E. Wolff, 1506 S*ith Tower, Seattle, Washington, on deposit of
$10.00 per set. Plan deposits will be refueled to bidders if plans
and specifications are returned prior to November 6, 1059.
A certified check, or bid bond, payable to the City Treasurer in
the amount of 5% of the total bid mist accompany each bid. The
bid deposit will be forfeited to the City of Renton if the successful
bidder fails to enter into a contract and provide a 101r% performance
bond within 10 days after notice of award. The City reserves the
right to reject any or all bids.

1. Sealed bids for the construction of an elevated steel water tank will be
received by tie City Council, Renton, Washington, at the City Fill until
8:00 P.M., October 27, 1959.
The envelope containing the bid shall be plainly marked en the outside as
"Ad on Elevated Tank" sal with the come and address of the bidder.
2. Each bid shall be accompanied by a certified check, or bid bond by a reliable
surety co:spuy, made Payable to the City Treasurer, Renton, Washington,
:n en amount not lass than 5% of the amuunt of the bid. Checks will be
returned to the unsuccessful bidders immediately after decision as to award
of the contract.
The check of the S, ce ldul bidder will be returned provided he enters
Into a contract and provides a satisfactory performance bond for the full
&nuunt of the contract within ten days &fist ratification of award.
3. Bids shall be submitted on the forms enclosed herewith. The work to be
dome is shown on the plans and described in the specifications.
It will be noted that selection of the type of tank is left open, with
certain limitatio,s, in order that the individual manufacturers ally select
their most economical design. Appearance, however, will be a consideration
in deciding on the award. A sketch of the proposed structure is required
with the bid.
4. Bid proposals shall state the time of beginning work and the time of
completion. Completion Is desired by June 15, 1960, This will be a
consideration in the award of the contract.
5. The State Sales Tax of 4.% of the amounts bid shall be stated separately.
0. Payment for the work will be In cash and will be based on monthly estimates
Of the work completed.
7. The right is reserved to reject VV or all bids am to waive informalities

SPECIFICATIOIS
ELEVATED STEEL WAT%R TAM+
1.0 Scope of Stork
The work to be performed under this contract cofalstr of the furnishing of all
the labor,equlpment and materials for the constriction of a 150,000 gallon
elevates steel water storage tank, including accessories as specified herein,
and painting. The location and details of the site are shown on the drawing
accompanying these specifications.
1.1 Furnished by the City
The City will furnish the site, water for testing and the foundations. Sufficient
area is available at the site for storage of material and equipment. The site
is adjacent to an existing reservoir and wood stave elevated tank. It is mildl,
Sloping* Sixty cycle current at 110, 220, 440 volts is available.
1.2 Foundations mnuisshh
The Tank Contractor shall/fo= Ion plans required for tt,e tank. The soil
at the site is a fairly clean sand overlying a cemented sand and gravel at
about 4 ft. depth. Permissible bearing pressure shall not exceed 5,000 pounds
per square foot. the Tank Contractor shall furnish the anchor bolt- for the
columns and riser. Construction of the foundations will be by others.
1.) Information to bs furnished by the Bidder
The bidder shall submit with his bid a drawing showing the structure he proposes
to furnish. :his drawing stall show all major dimensions and the site of all
male structural sections and the thickness if all plates.
Shortly af, twrd of the contract, the Clty will furnish plans showing the
desired orientation of the specified accessories. Within four weeks thereafter,
the Contractor shall submit to the Engineer three sets of prints showing the
details of the proposed construction.
2.0 Design and Materials
2.1 Basic Requirements
The tank shall have a capacity of 750,000 gallons between the overflow and tye
bottom usable level. The type of tank stall be optional with the bidder provided
the rage of head between bottom capacity level and overflow shall not exceed
Lon-0".
The tower height from top of the footings to the bottom capacity level shall
be 100 f, .L.
The materials, design, welding, shop fabrication, erection, inspection ail
testing of this tank shall conform to all applicable portions of the American
Water Work Association specification D 100-59 for Elevated Steel Water Tanks,
Standpipes and Reservoirs. The thickness of plates need not be increased for
corrosion allowance. The design stresses used for the tank, tower, and
foundations shall Include earthquake loads in accordance with the requirements
of the Pacific Coast Building Officials Conference Uniform Building Code for

Zone 3 intensity,
2.2 Design
The tank shall be of butt welded construction for all water bearing plates, and
either lap or butt welded joints for non-water bearing plates. Comex or concave
surfaces shall be formed with double curved plates to secure a smooth, true
curved surface. The columns shall be vertical and tubular in shape. After
erection but before painting the colians shall be tested for air tightness by
applying at least five pounds per square inch air pressure. Any leaks shall be
located arel repaired before paint is applied.
Column bases and riser base shall be granted after erection.
3.0 Accessories to be Provided
3,l Riser Pile
The riser pipe siull be 48" In diameter, and equipped with a removable safety
grating over the top, a 16" minimum diameter manhole near the bottom, and a 16"
Inlet-Outlet connection. The bottom eormection shall be a flanged by plain
end Schedule 40 steel pipe welded to the riser bottom sheet and coated with
Situsastic 5o after weldin-., The top of the inlet-outlet connection shall be
protected from objects fa, ne from above by a steel plate not less than 24
inches in diameter, supported by adequate bracluts or other suitable means at
a distance of 18 inches above the top of the outlet pipe.
The inlet-outlet connection shall be provided with a Class 15o cast Iron 900
flanged foot elbow, Piping Beyond the foot elbow will be provided kv others.
3.2 Roof Hatch
A 24" square rocf hatch with padlock hasp shall be provided.

An inside ladder extending from the roof hatch to the tank bottom, and if the
bottom is Inclined, to the riser pipe, Shall be provided.
Ili Overflow
A weir type Overflow capable of passing 2,000 We shall in provided. It shall
be connected to an 8" overflow pipe outside of the tank extending to 14 inches
above the top of the footing. The Overflow pipe shall end with a standard
flange fitting. The pipe shall be securely supported on the tank column by
suitable brackets and clasps. Piping beyond the end flange will be by others.

3,5 Roof Vent
A roof vent shall be provided capable of passing not less than 650 cubic feet
of air per minute, The vent shall be so constructed and screened as to prevent
the ingress �_ oirds or animals,
4.0 Painting
4,1 In general, the preparation of surface for painting and the application a
pa nt shall conform to the requirement€ of AWWA Specification D 102-55T,
except as modified in the specifications which follow,
2 A" steel surfaces (except the Interior of tubular columns) shall be
roughly cleaned and all mill scale removed before fabrication by pickling,
or by shop sand or grit blaiting. All surfaces cleaned shall be given a shop
prima coat that same day.
4_3 Toe shop prime coat and two subsequent field coats on the interior of the
tank, and including the riser, shall :e done with a zinc dust-tine oxide phenolic
paint, DuPont 373-8015, or acceptable rqual. The formulation of the paint stall
be:
Pigment 74% (by weight)
Zinc dust 90%
Zinc oxide. 20%
Vehicle 26%
Phenolic rashi 15%
Chinawood oil 29%
Thinner 51%
Drier 5%
jLfter the tank has been completely erected and tested, all welds, unpainted
rs
areas, and abided areas stall be field-sand blasted to "Witte" metal and
painted shortly after with the same primer as used in the shop cost. After
completion of the spot coat, two more full coats of the Same paint shall be
applied; the first of which shall be tinted sufficiently to make it apparent
that full coverage has beer secured.
4-;I As an alternate to that specified in paragraph 4.3 above, a vlrryl systems
Amercoat 86/33, as manufactured by the. Amercoat Corp„ South date, California,
of accepted equal, may be used on interior surface. In this case, the steel
suriaces shall be prepared by shop or field sandblasting to "white" meta:
folloued by the proper prime coat and subsequent coats of viIWl top coat,
.4ariclent to give a total protective costing of at least 5 mils thicimess.
All work stall be performed in strict accordance with the manufacturer's
Instructions and in a safe workmanlike manner. All phases of the work shall
be available to inspection by a representative of the coating manufacturer as
well as the Resident &vineer,
Exterior surfaces shall be spot-Sandblasted and primed in the same manner
as specified for interior surfaces in paragraph 4.3. They ahall then be
Painted with two coats of first grade exterior enamel, DuPont Corp„ or approved
equal. The first exterior coat stall be tinted t, rake full coverage readily
apparent. The color to be used shall be as Selected by the Owner,

Following collation of the eyterior painting, the words "Renton Water Departasnt"
are to be painted on the tank. The Contractor shall submit plans showing
dimensions, style, and arrangement. of the sign for approval.
4.6 After completion of the interior paintinp and sfter it has tLoroughly dried,
thv tank and riser interior shall be sterilised by washing down an: spray:np with
a solution containing at least 50 ppm of available chlorine.

!t.e Contractor shall guarantee this structure, including the painting, against
iefective materials and workmanship for a period of one year after completion.
Arley defects appearing within this period shall be ^epaired or replaced without
cost to the Owner.

for the well site improvement.

3.2 Reinforced concrete
Portland cement concrete shall be proportioned with not less than 5•IRQ
sacks of cement per cubic yard. Aggregate stall be clean, hard and free of

weak or deleterious particles. Coarse and fine aggregate shall be proportianed
to Secure a plastic workable six with 4-inch slump msnimum. The concrete shall
have a compressive Strength of not lees than 3,000 psi at 2e days.
The reinforcing steel shall be intermediate or hard grade bars deformed
in accordance with ASTM-A 305. Minimum Imp for reinforcing bars shall ��e 24
diameters but not less than 12 inches. Bars Shall be Securely fastened in
place and at the designated spacing. placing of the reinforcing steel shall
be in accordance with the A.C.I. Code.
Forms shell be of strong material firmly braced and supported, true to Sine

that will be permanently exposed shall be formed with 3/4-inch plywood. Any

surance Company to cover the work we are to perform for you in
the tabrication and construction of the 750,000 gallon elevated
steel water tank which you awarded to us.
We are pleased to advise that the work has been assigned
to our Salt Lake City, Utah fabricating plant for preparing the
necessary engineering drawings and fabrication of the material
for your elevated tank and the construction at the site will be
handled by our Torrance, California erection office, Our Operat-
ing Department has assigned our contract number 8-0381 to this
work and, if cohvenient to you, we would appreciate your referring
to this number in any correspondence concerning your tank for ease
of identtficatioh.
It would be appreciated if you would direct any correspondence
to our Seattle office so that your Questions can be promptly an-

This will confirm our verbal request concerning the changing
of the exterior shop primer from zinc dust - zinc oxide paints to

red lead paint conforming to Federal Specification TT-P-86a, Type
I1 .
This request is made since we believe that the red lead primer
for exterior expexure will provide ■ better protection for this tank
than the zinc dust - zinc oxide Phenolic material, The use of red
lead prlmeru on the exterior of water tanks has been a proven ma-
terial for a long period of time. We would propose to use a red
lead primer manufactured by the DuPont Company, their code number
1067-8007,wbtch meet@ the Federal Specification.
We would appreciate your approval for changing the exterior
shop primer and field patch coat to the DuPont Red Lead Paint. Your
consideration of our request will be very such appreciated,

The list of subcontractors and suppliers proposed for the Renton tank job
in your letter of January 21. 1960 is approved except as noted below.
I have no knowledge of the L1 Dorado Fence Company (Item M. 3). 1 woulf:.
like catalog information from t1Lem, and if convenient the names an9 locat-
ions of some recent installations in this vicinity.
The F i P pumps, item No. 10, are not approved. The data received from
them this morning shows that the NPSH required on the No. 1 and 2 pumps
is 10.5 - 12 feet RnJ on the No. 3 pump is 14.5 - 16 feet at probable aper-
ating fates. This meats that with the pump setting cottemplated, the
pumps Would not operate without cavitation, and possibly vibration, if thw
reservoir was dram dorm below elevation 433 for No. 3 pump or 429 for Nos.
1 and 2. When the reservoir is cleaned the water level necessarily is
425 - 426.
The alternative of lowering the pump barrel and bowls sufficiently to se-
cure the required NPSH Would be expensive and would not be considered satis-
factory.

This will confirm our telephone agreement concerning the
shipment of the foot elbow required for connecting the elevated
tank to the water distribution syetea for the City of Renton,
Washington elevated tank.
We have requested our fabricating plant to ship the neces-
sary 16" foot elbow from Salt lake City, Utah mad they believe
that this shipment ■hnuld reach Seattle by Monday, February 1,
1990. They are shipping this foot elbow to Chicago Bridge k
Iron Company, c/o O.R. Laischner Construction Company, High-
lands Reservoir Site, Renton, Washington. The papers covering
this shipmwnt will be forwarded to the G.R. lsischaer Coce-
truction Company, 9701 - 19th R.W., Seattle, Washington with
copies to your office.
It 14 imp>rtsut that this foot elbow be Installed accurately
in accordance with the information shown on the foundation draw-
ing we supplied for this tank, our drawing FB, since an error in
the setting of this foot elbow would create difficulties in making
the connection of the vertical run of piping from the foot elbow

Por%man D. L. Macom. The material for this tank has been
shipped from our Salt Lake City Fabricating Plant and our Fare-
Meow plans to start erection at the jot, site Febres ry 23.
It is our understanding that the foundation work is now entirely
completed, includi.ug the back filling and is ready i0r this
erection.
Our P-reman uacoi: has handled the erection of many tanks such as
yours, along with all other types of steel structures which our
Company erects. As a matter of fact, Foreman Macon; erected one
of the largest elevated tanks in the City of Seattle,oamely a
two million gallon spheroidal elevated tank for the City located
in the Beverly Park area.

My previous letter which gave approval of the al Dorado Pence Company
as fencing subcontractor and of the P k p Noway pumps with U.S.
Motors for the booster pump installation apparently was lost somehow.
Such approvals are hereby confirmed.
It has been decided that a 121, two leaf entrance gate will be re-
quired at the southeast corner of the existing reservoir fence.
Construction should be equal and conform to the present fence. A
Concrete center atop,and gate holders for each leaf should be provided.
Will you please secure a price fros the Fence company and direct them
to install it as soon as possible.

Gentlemen:
We are pleased to submit the following quotation covering the
furnishing and installing of a doubles obstruction light on the
750,000 gallon elevated tank we are constructing for the City of
Renton, Washington
We would propose to furnish, deliver and install a double
obstruction light for the top of the 750,000 gallon elevated
tank including the necessary wiring brought to a fuse box at
the base of the tower for the sum of SEVEN HUNDRED & FIFTY DOL-
LARS ($750.00).
The system we propose t furnish would include a photo elec-
tric cell to turn on the obstruction light in the evening and turn
it off in the morning without any personnel having to go to the
site. The following items are included in our quotation:
1. Double obstruction light - Crouse Hinds VAW 43961 with
red globes.
2. Photo electric cell - Crouse Hinds #44870.
1. A secondary rack.
1, motel, socket
y, Weather,,roofed safety switch.
6. 1 2 '. galvanized rigid conduit with coupling.
The conduit will be attached to the ladder brackets on one
column leg and attached to the ladder brackets on the fixed ladder
on the tank and the obstruction light will be mounted on a vertical
angle.

Dear Mr. Wolff:
As discussed with you, we do not believe that any change in
the tower rods on the elevated tank we have constructed for the
City of Renton, Washington is required since the condition of the
tank is quite acceptable from an engineering standpoint.
The amount of bow to the tower rods represents a change in
length of only 1/8" over the theoretical length to produce a 51,
gap between the rods. For earthquake design the required size of
the diagonals prevents the use of turnbuckles thereby eliminating
the control for removal of small amounts of length which would be
required to completely eliminate the gap between rods.
Although some movement of the tank will occur prior to the
rods acting, the amount of movement required to bring the rods into
action is not sufficient to cause difficulty from an engineering
standpoint. Should an attempt be wade to eliminate the small amount
of length from these rods, it would be possible to produce sufficient
tensioning of the rods so that the column load would be too great.
To summarize, we believe that we should not shrink the rods on
this elevated tank to remove the gap between rods. If there is some
objection from an appearance or noise due to slapping of the rods to-
Mother, we could clamp the rods together at their intersections with
U-bolts.

1 made up the July 1 progress estimate for the CO a 1 tank on the assumption
that the tank people Were going to attempt to tighten the diagonal bracing
which as you know became slack VOWS the tank Was loaded. On inquiring as
to how end when this Was to be done, Louis Hollmeyer inform.'d at he had
just received a report from their Chicago engineering departnamt on the
biect. It is auwmariae., in his letter to me which is enclosed,
While I rather unwillingly give up my idea that the rods should be tightened,
1 must admit it is boxed more on appearsace than on technical considerations.
For one thing, there is the but,: problem of a rigid structure "soma a
flexible structurx, It has heen found in design of bridge piers and tall
buildings for instance that design for rigidity was impossible whereas is
NOW,- flexibility "S perwitted, damage from wevement was negligible.
Considering the earthquake problem of this tank, 4 rigid supporting structure
WOukt impart greater movement in the tank itself And, therefore, a greater
womeutun of the mama whl,a, would in turn ha" to be restated. As nollmew r

started acting is quite small and of 4 magnitude that could not put any

Herewith Is final progress estimate for Project W-16, together with
Leisehner-a bills for extras.
I'he detailed breakdown of Lindberg's bill indicates St covers the 2}"
power conduits to the building and the }" conduit for Teeson's control
system.
The necessity for the extra depth excavation "a discovered when the lob
was staked for construction. Apparently a one-foot error was made in
the contour map furnished us by the City. She tower footings were
raised one foot from the elevations on the original plans, bu: the pipe
lines, pump barrels and pump house had to remain At the elevation
governed by the ea+.sting reservoir. The extra height of the driveway
wall was also due to the error in ground level. Although the unit cost
claimed seemed high, the 9xtra excavation was in tough hardpan.
I questioned the extra coat for connecting mechanical joint pipe, but
on checking a job I had three jeers ago when we had taken alternate bids
on 16" cast Iron, I found that there was a difference of 39 to 45 cents
per foot bid, This msl:es Leischner's price of 24 cents sew reasonable.
I believe the responsibility of connecting the tank foot elbow to the
pipe line was rightfully CBhlls. The charge of $53.25 should be repaid
by than.
Although we are not certain whether the two pumps are without fault,
the pump supplier has committed himself to repair any defect. I believe
the City should accent this job as completed.
I an also sending a progress estimate on the reservoir showing 100%
aaepLtlan. Ib thinking at the present in that the cost of repairing
any provable defective workmanship will not exceed $1,000. The retained
percentage should amply cover thin. I will discuss the repair problem
with you when I have cost figures on alternate methods within a few days.
