Ron Olson Engineering Department City Hal' Renton, Washington 98055 RE: EXTENSION OF 87TH AVENUE SOUTH Dear Mr. Clson: in accordance with your request, we have reviewed the outlined fill pro- cedures tc be used over Olympic's existing facilities during the construction of the 87t Avenue South extension with water main installation and have arrived at the following conclusions and points for your consideration in cost estimation purposes: 1. The additional load applied by filling the road bed to the +18' elevation and temporary overburden elevation of +73' to achieve compaction does not exceed the external stress limits of the affected pipe. 2. Based on observation during recent line construction in this area at similar pipe elevation it is our opinion the existing lines will not be endangered by settlement due to soil compaction. 3. Future maintenance problems which would require excavation of the pipe are considered unlikely and the expense of raising the pipe to higher elevations during road construction would not be justified. As we discussed, the horizontal location of the water main 5' to 8' west- erly of the existing 12" pipeline would be of benefit if unanticipated excavation of the line was required. 4. Olympic's facilities arP under cathodic protection and our surveys have shown the natural soil in this area to be of low resistance, approximately 3000 ohms per cubic centimeter. 5. The proposed road elevation of +13' is in conflict with the elevations of Olympic's existing entrance road from East Valley Road and will require grade adjustments to a permanent nature. We recommend that this water main be reinstalled as a 12" D.I. water ma'n in the propertj allocated for the future road S.W. 25th Street. As your plant operations are expanding this main can appropriately be extender' subject to a service improvement. On January 16, 1971 , the new Washington State Health Department regu?ations governing water supplies became effective (copy of regulations enclosed). These regulations require a cross connection control device on all services considered hazardous to puolic health. Your Installation falls into this category. for this reason, the City is requiring you to have a cross connection control device on Your foamite fire protection system as well as on your service connection.
