of 2" Water line to .le into a 2" meter at
the Renton water ma n on 153rd Street, This
will furnish us a temporary water supply,
2. in the future, when th, area is more industrialised,
we understand the City 0: Renton plans to lay a 12"
water line down the proposed '570, Street adjacent
to our property, At this time, the 200 feet of
2" will be ta'<en up or ahandoned and the 2" water
meter relocated off the 12" at our property. Olym-
pie will pay its fair share of the installation coat
Of the 12" water main.

The City of Renton is considering plans for installing a 24' water
main on Lind Avenue S.E. 1ne need for water by property owners
along Lind Avenue S.W. between S.W. lgtn Street and S.W. 2lth Street
has brought this water main installation into the near future. The
required water main size or the property owners now infolved would
be a 12" water main.
We understand the master plan of improvenents for the (;lacier Part-
Crillia ;ndustrial Cistrict is for a 24" water main to be installed.
In 1967 a disucssion was held with the railroad representatives
regarding railroad participation by paying cost of overs.cing this
Rain to provide 24" rather than 12". We would like the railroad's
participation in this pr.m.lect.
Enclosed are the original plans and estimates for this water main
installation, and a copy of a recent letter to Mobil oil Co. regarding
this main installation.
Please review these plane and advise us if the Burlington Northern
wants this main installec as a 24' water main or as a 12" water
,, in, and if they will pay the oversizing costs.

offer financial assistance for the oversiming of this line to S.W. 27th
Street. We are, however, prepared to as : available that certain 40-foot
strip of right of way extending from the mouth line of the City of
Seattle water line to the south line of S.W. 27th Street.

consist of a" 16" pipeline, one 12" pipeline, one 2" water line which
parallels the 12" and two lei" electrical conduit paralleling the 16"
main line.

side of Olympic's entrance road, it will be required to extend the
24" concrete culvert easterly past the point of road fill.

require vertical adjustment.

RE: EXTENSION OF 87TH
AVENUE SOUTH
Dear Mr. Clson:
in accordance with your request, we have reviewed the outlined fill pro-
cedures tc be used over Olympic's existing facilities during the construction
of the 87t Avenue South extension with water main installation and have
arrived at the following conclusions and points for your consideration in
cost estimation purposes:
1. The additional load applied by filling the road bed to the +18'
elevation and temporary overburden elevation of +73' to achieve
compaction does not exceed the external stress limits of the affected
pipe.
2. Based on observation during recent line construction in this area at
similar pipe elevation it is our opinion the existing lines will not
be endangered by settlement due to soil compaction.
3. Future maintenance problems which would require excavation of the
pipe are considered unlikely and the expense of raising the pipe to
higher elevations during road construction would not be justified. As
we discussed, the horizontal location of the water main 5' to 8' west-
erly of the existing 12" pipeline would be of benefit if unanticipated
excavation of the line was required.
4. Olympic's facilities arP under cathodic protection and our surveys have
shown the natural soil in this area to be of low resistance, approximately
3000 ohms per cubic centimeter.
5. The proposed road elevation of +13' is in conflict with the elevations
of Olympic's existing entrance road from East Valley Road and will require
grade adjustments to a permanent nature. Also 24 hour access during road
construction will be necessary.

The following is a cost estimate concerning the installation of a 12" D.I.
water main in the proposed road between the Mobil Oil Corporation property
and the Olympic Pipeline Company property. *he above mentioned road will
probably be called S.W. 25th Street.
It was noted in your plan, Renton Terminal plot plan, OW, `!a. 210-F-125,
last revision dated August 26. 1967, that you installed two fire hydrants
coating from a temporary 8" Stl, water main. This 8" Stl . water main does
not conform with the City of Renton material specifications and will have to
be reinstalled.
This amain is presently installed in the interior of your plant cn-nplex. We
recommend that this water main be reinstalled as a 12" D.I. water ma'n in the
propertj allocated for the future road S.W. 25th Street. As your plant
operations are expanding this main can appropriately be extender' subject to
a service improvement.
This main would also serve the Olympic Pipeline Company, property on the north
side of proposed S.W. 25th Street. For this reason, an agreement with Olympic
Pipeline Company should be prepared to share in the cost of this installation.
The proposed water main will have to be located on the property in such a way
that the City of Renton ,ias legal access to it. Therefore, robil Oil Corporation
dr;d Olympic Pipeline Company wilt have to either deed the proposed roadway to
the City, grant the City a utilit, easement for the proposed roadway, or grant
the City a right-cf-entry agreement for the proposed water utility improveraenc.
Attached is a copy of the proposed water main installation. This installation

for the installation of a 12" ductile iron water main, in Lind Avenue
S.M. with the City handling engineering and construction and Mobil Oil
supplying the funds for said construction. Also. It was requested that
the City shi:uld draft an estimate of cost for construction of said water
main,
The 12" water mein size has been based on a 3,000 GPM fin protection flow
requirement for your existing plant installation, tanks presently under
construction included.
Future exten!ions of your facility as well as expansion of the Olympic
Pipeline Comlany or any other adjacent property owners would require a
greater fire protection flow than can be delive.-ed through the originally
prol)osed dean end 12" water main. For this reason, the City 13 requiring
that a 16" D.I. water male be installed. Fu:u;•e expansion in the area
could also require an eventual 12" tie main to be installed between the
existing 12" sain In the Ea9t Valley Highway and the end of this proposed

These regulations require a cross connection control device on all servi,:es
considered hazardous to public health. Your installation falls into this
category. For this reason, the City is requiringg you to have a .ross connection
control device on your toamite fire protection system as well as on your service

Mobil C`il Company has agreed to install a 12" water main in Lind Avenue
S.N. frm S.N. 15th Street to S.N. 27th Street. The City will have a
revised cost estivate for o�ll Oil Company by July 1 , 1971 so they
can budget funs for construction in the spring of 1972.
The master plan of ioprovements for Glacier Park - Orillia Industrial
District requires that a 24" water main serve the area for fire pro-
tection. The City's Fire Protection Ordinance 02434 (copy enclosed)
specifies that the daveloper must comply with good engineering practices
.nd standards, the size, location, and construction to be in accordance
with the rules and regulations of the "American Insurance Association",
approved by the Fire Department and the City. This would imply that any
necessary oversizing required would also be at the cost of the developer.
The City's rfquest that Burlington Northern oversize this main is based
on ya.r fire protection requiremrents and would be similar to the over-

Recently I reviewed with Ron Olson our status concerning the agreement
to proceed with the installation of Lite 16 Inca water lip . to serve our
terminal in Renton.
The preliminary agreement submitted with your letter of .July 13, 1971, is
satisfactory except for updating to 1972 ant specifying a ten year period
for late-comers reimbursement rather than the five year period shown in
paragraph 11.
Final approval is, of course, subject to review by our New York Headquarters,
and their approval of the substantial Initial expenditure required.
We will appreciate your forwarding four copies of a final agreement so it
can be processed for execution along with the request to our Management For
the appropriation.
A marked up copy of the agreement is enclosed.

is a request for financial participation for the oversizing of a
proposed 16" G.I. water ;rain in Lind Avenue S.W. from S.W. 19th 5treat
to extended S.W. 27th Street. The proposed main size in your glacier
park development is 24", and the City feels that the main should be
oversized at this time to meet your pivposed water requirements.
Attached is an estimate of the cost for oversizing this main of the
present time which is $25,157.11, Also enc'iosed are copies of
previ .s correspondence with regards to the aforementioned oversizing.
The City at this time would else like to request the acquisition c! either
of the following: a quit Claim Dead (copies with legal description an-
cicsed), and Easement to, nr a Rignt-of-Entry Agreement, for a piece of
property awned by 5urlington Northerr, for the constriction of a rnad or
pipe bed, for the proposed water utility improvement on proposed Lane Avenue
extended.

The final costs that N,hil Oil Corporation should budget for are one connect+on
charges. These should be Mobil (111 Corporation costs only.
CNi the enc'osed drawing titled "Mobil Oil Corporation and Olympic Pipeline Company
Water Main Improvement", Detail "A", shows the proposed ser,ice connections to
your property. Also enclosed are standard details for detector check rester
installations, standard details for compound meter installations, recommended
instal ations for reduced pressure backflow prevention devices.
On January 16, 1971 , the new Washington State Health Department regu?ations
governing water supplies became effective (copy of regulations enclosed).
These regulations require a cross connection control device on all services
considered hazardous to puolic health. Your Installation falls into this
category. for this reason, the City is requiring you to have a cross connection
control device on Your foamite fire protection system as well as on your service
connection. The .stimated costs for your connections are as follows:

1 - 6" Detector check meter and vault ; 2,100,00
1 - 6" Reduce' pressure backflow preventer & vault 5.500.00
1 - 2" Compound meter 460.00
