AND OLYMJIC PIPELINE PROPERTY This is in response to your memo of March 7, 1975, requesting advice on the status of the subject matter. „te City's Utilities Division of the Public Works Department had been in the process of negotiating with Burlington Northern as early as 1908 for the necessary rights to construct the Lind Avenue water main project. As a result of these negotiations the City obtained the right to fill the subject area by letter from the Burlington Northern Railroad in January, 1973. This property was subsequently sold to Olympic Pipeline by the Burlington Northern Railroad. The intent of the Lind Avenue SW project was to provide fire protection service to the Mobil Oil and Olympic Pipeline sites . The filling of this 30- foot strip was necessary in order to make the fire hydrants (spaced along the easterly margin of Lind Avenue) available to fire department crews at either site. The existence of a 30-Foot trench between the oil companies ' sites and the street right-of-way would have created a barrier to firefighting equipment and personnel . We have reviewed the agreement and covenants entered into in connection with the ulympic Pipeline Company franchise. These stipulations were made subsequent to the acquisition of right to till and perhaps were not completely coordinated in that regard. The franchise agreement provides that Olympic Pipeline shall provide the easterly 10 feet of the 30- foot strip for trail purposes and the remaining 20 feet shall remain anj continue in its natural vegetation, or, if disturbed in such natural growth, be restored at Olympic's expense with appropriate landscaping as may be determined by the City'3 Planning Department. In view of the fact that this 20-Foot natural strip has been disturbed and filled, it .,nuld be appropriate at this time for this Department to determine the appropriate landscaping for this. 20-foot strip and we will advise Olympic of their obligation to accomplish the landscaping. Since that time, your Mr. Bergstrom has been in contact with our Mr. Jack Herold regarding certain proposed modifica- tions to the project. Your proposed fill over our pipeline, as indicated Dy a 8� x 11 inch sketch apparently given to Mr. Herold by Mr. R. Olsen of your department, would cause considerable distress to our pipeline. This is referred to in para- graph 2 of my letter of. October 31, 1974. In our opinion, it would probably be most desirable for you to carry your pipeline over our right of way by a bridge structure as being more feasible and economical than attempting to stabilize the unsuitable soil condition. Depending on the elevation of the existing 12" waterline, it may be more practical for the new Line to cross under Olympic's 12" line. Shea- No. 9 (Attached)! s Beginning at your station 15+60 our 12" line is approximately 7' center to center from your proposed line. This is the area where we request that you provide more clearance. We have no objection to the fill being placed on our line as long as our ability to maintain t..e line is not affected. Sheet No. 10 (Attached): Top of pipe elevation of our 20" line is 14.1'. The new 24" line wo-ild have to be raised approximately 3' in order to avoid interference and provide 1' clearance. This will, in all likelihood, also salve the long term problem of crossing the P-9 channel. Placing of the fill over the existing road requires that you construct a ramp, at a suitable slope, in order to keep the road usable. IC is not possible to place overburden on the road bed, however. Sheet No. 14 (Attached): The two 1.2" delivery lines to Mobil Oil Terminal are shown on the plan, but are omitted on the profile. These lines have approximately 4' cover, which indicates interference at the point of crossing with the 16" waterline. Please adjust your plans to provide a 1' minimum clearance. Shaer No, 15 (Attached): We ask that the 8" line be layed in the shoulder of the road as much as possible in order to avoid obstruction of traffic resulting from cutting the pavement, and retain the stability of the road bed. This letter will also serve as your authority to proceed with the construction of the 8" waterline (Sche,'ule 5), based on the bid from Tri-State. We ask chat you furnish Olympic Pipe Line Company approved invoices covering material used on this portion. In the event Lind Avenue is extended along this waterline, certain adjustments to our lines will be required prior to the extension, the cost of which will have to be borne by the City of Renton. The following comments pertain to those plans as they affect our existing facilities: Sheet No. 5: the 30' strip, that you propose to fill, directly east of our property belongs to Olympic Pipe Line Company, rather than to the railroad. We have no object- ion to the City of Rento.i filling this strip in connection with the proposed construction. We would point out, however, that our present fill adjoins the 10' drip only part of the way along our frontage, which will require you to slightly extend your fill along the south side of our frontage in order to prevent entrapment of standiug water. It is imperative that flew of traffic across our roadway will not be interrupted during placement of the Bill or construction of the waterlines. We assume that the existing road will be restored to it's existing condition after con- struction, and that any temporary interruptions in traffic will be coordinated with tLis office. Sheet No. 6 - Embankment Type 2: You indicate a distance of 12' from your easterly right-of-way line to the center line of your pipe. We believe this is in error and should have been 22'. We recommend that this distance be increased to at least 25' in order to provide the lateral stability to the waterline, in the event we have to excavate our 12" line, which is considerably deeper than the waterline. Sheet No. 7: This drawing indicates a ditch at the property line. Under date of April 22, 1975, we issued a Deed to the City covering the location of this water line. T'6at Deed made reference to a point which bears south 10 50' 13" t 2102.78 feet from the north- west corner thereof. Since we are talking about a point on the east line of the northwest quarter of Section 30, it was obvious that the word "northwest" should have been "northeast". We have therefore prepared a correction deed which is enclosed herewith. In 1971 increased attention was given to the required fire flows by the Fire Department, especially with Mobil's tank farm there-at*,. The required main size was changed from 12" to 16" - the railroad then over sized it to a 24" water main. ,i, fie is correct in my letter dated November 18, 1974. I had shown an extra $6_10.00 more than necessary which increased the estimated cost. / He is also correct in that there front footage is 577 instead of 585. The total footage of 7112 is correct and the additional 8 foot should be charged to Mobil Oil Co. 'Their original property survey by Horton Dennis and Asso:. did not show the parcel B subdivision and apparently was originally calculated at S85 and then we subsegnelty changed it to 577.01 without showing an increase in property connection to Mcbil. 3. The original discussion of road widtt in 1967 was for a 20 foot wide road. This was then changed inthe area of Olympic and Mobil after discussions with the Fire Department. They felt thd� they needed better access to the Mobil and Olympic Properties in case of fire. The intent of the Lind Ave. S.W. water project was to provide fire protection service to Olympic Pipeline and Mobil oil sites. The filling of this additional 60 feet of right-of-way and the 30 foot strip of Olympic Pipeline property was necessary in order to make the fire hydrants (spaced along the easterly margin of Lind Ave.) available to Fire Department crews at either site. The exis- tence of this 90 foot trench b^tween the oil companies' sites and the 20 foot water main road would have created a barrier to firefighting equipment and personnel. Olympic Pipeline Co. did review and accept the plans as shown in their letter dated November 26, 1974, copy of which is attached. In closing, I recommend that the assessment for latecomers fee be adjusted by 8 ft. less which would be $57.320254/ft, x 8 ft. = S458.56 less or a latecomer charge of $3$,073.79 ,,Ius $503.07 which is additional monies due on Schedule V. In this connection we wish to restate as we have on a number of occasions to Mr. Olsen, that the blacktopping done on the road was inferior due to settlement and cracking. When this pipeline w' ; con- structed in 1954, it was laid at standard depth below the valley floor which at that time was : tly undeveloped or farm land. During the intervening 20 years, the only sub- stantial developments along the pipeline have been southcerter- Andover Park and I-5, both of which necessitat?d a substantial raising of the grade, and an expensive relocation of this pipeline. The proposed grade for Lind Avenue South is an indication of probable near-term land development in this vicinity, and the eventual raising of the grade above the flood plain, prior to development, of most or all of the land along the pipeline east of the Green River. Some test holes were bored prior to the construction of this pipeline. The soil and penetration logs indicate that the soil has a very limited bearing strength, although it has been adequate to support our pipeline. However, any change from the existing condition, such as the fill for Lind Avenue South, could impose soil loads which would endanger the pipeline. In our opinion, the pipe could net safely sustain this added load. Therefore, bridging or some other protective measure will be needed. The information we have received regarding :he Soil Conversation Service's proposed P- 9 Channel is sketchy. When it is built, a bridge will be required for Lind Avenue South. The following comments pertain to those plans as they affect our existing facilities: Sheet No. 5: The 3U' strip, that you propose to fill, directly east of our property belongs to Olympic Pipe Line Company, rather than to the railroad. We have no object- ion to the City of Renton filling this strip in connection with the proposed construction. We would point out, however, that our present fill adjoins the 30' strip only part of the way along our frontage, which will require you to slightly extend your fill along the south side of our frontage in order to prevent entrapment of standing water. It 1s imperative that flow of traffic across our roadway will not ba interrupte.i during placement of the fill or construction of the wat-clines. We assume that the existing road will be restored to it's existing condition after cun- structios, and that any temporary interruptions in traffic will be coordinated Wit)' this office. Sheet No. 6 - Embankment Type 2: on indicate a distance of 12' from your easterly right-of-way line to the center line of your pipe. We believe this is in error and should have been 12'. We recommend that this distance be increased to at least 25' in order to provide the lateral stac'.lity to the waterline, in the event w^ have to excavate our 12" line, which is considerably deeper than the waterline.
