Dear Jack:
Pursuant to our telephone conversation, reTarding the above plat, I I
received the approval of Ir. Sheffels, the owner. to Propose to the City
of Renton that he be allowed to complete that Portion of the streets which 4
I have marked in red in the enclosed copy of the plat. He would also like
to delay the completion of the balance of the plat until the economic
conditions in the area would justify that investment in capital. At the
present time there is no market for new lots in the area and he feels that
the requirements of putting in new capital would be economically infeasible.
The proposal to complete that portion of the street would, of course,
surround the new Tiffany Park Elementary School with improved streets and
sidewalks and therefore comply with the requirements the City has placed
upon the school for issuing a permanent occu ancy permit. 'Ae would Propose
to accomplish these improvements within the next six weeks. As you are
aware, the water and sewer mains and a portion of the curbs have been completed
;a so that the remainder is basically surfacing.
We would appreciate a favorable response from your Department.

To meet State Department of Health bacte,iological standards a public water supply shall conform to
the following:
Of all the standard ten milliliter (10 ml,) portions examined per month, not more than ten (10) per
cent shall show the presence of organisms of the coliform group Occasionally three (3) or more of
the five (5) equal ten milliliter (10 mi.) pr,rti•,ns constituting a single standard sample may show the
presence of organisms of the coliform group, provided that this shall not be allowable if it occurs
in consecutive samples or fit more than
(a) Five (S) per cent of the standard samples when twenty (20) or more samples have been examined
per month.
(b) One (1) standard sample when less than twenty (20) samples have been examined per month.
The above examinations were made by the State. Department of Health Laboratories in accordance
with the latest edition of Standard Methods of Water Analysis.

adequate for the Citti as-builts once they are confirmed and re-
vised where neeC-d.
As for Sewer and Water plans we will as-built the s a's prov-
ided to us by the City and then have screened mylai,, made for
the City record.
We would appreciate a reply regarding this matter prior to our
schedulin; engineers for as-builts.

that water services to the following lots have not been completed:

Block 6 Lots 36 thru 46
Block 5 Lots 1 thru 3
Please arrange to have these installed immediately.
I have also noticed several trench failures of water services due to non-
compaction or improper backfill of trenches.

There were two major leaks which were repaired, bne was repaired by the ,A,S

At one time we had a comp_aint from TiP'Any Yark School c-s to dead

water. Bob Lwc and 1 went through all the valves and flushed the entire system.
hnre to a poor Valve plan in the system, we had to leuve the water circulate
through the system. This has resulted is a clean system. Recently the project
owner ties had a cartructor do a series of hydrostatic tests cn the loop o.,
the system. These were satisfactory vi.th only one questioruble urea. We
doterrLir.ed that this was due to a faulty valve.
It is V opinion that it is a goad main and the water is pure. We will
take a few samples and reflush the systam.
A a you know the valve boxes, have teen domugeeand the tops are mis_ing
on several of them.

It has come to our attention, that portions or all of the existing water
system i^ Tiffany Park, Division 2, Phase "E" is beingy used by ),he City
of Rentun for transmission of water. If this system is acceptable for
use of water in the domestic watet system for the City of Renton, it is

Regarding plat of Tiffany Park N3, Phase B, development for ;tub
services to the proposed 123 lots of the developMerlt, the cost will
' be $125.00 per stu', or a total of $15,375•00 ror th, develop-
ment.

I It should be understood that when application is made for the meters
I by [he various builders Lhey will have to pay the difference between
the Ordinance set price at that time the meter is requested.
In the City at this time the ordinance cost is $200 for a 3/4"
service. These services are presently costing the City approximately
$234.00, so the City is operating at a net loss on meter installa-
tion.
It should not be too long before this ordinance amount will change
so please remit the above amount as soon as possible.
