Dear Jack:
We enclose for your review four (4) copies of Drawing No. C.4563-1 and specifi-
cations for steel pipe for the above work. The drawing and specifications are for
requesting bids on the necessary steel pipe and fittings. The drawing also covers
construction and will be supplemented later with brief notes for the City crew.
In our opinion the pipe could be fabricated by several manufacturers. However,
the steel headers recently supplied by American Pipe and Construction of Portland,
Oregon to the contractor for the pump station are of high quality and, unless there
Is a City requirement that competitive bids be taken, we recommend that an inquiry
for this important work be sent only to that firm. It should not be revealed that
only one bid is being solicited. If you agree to this prose-•cre, we would then
evaluate the bid and approve the working drawings prior to fabrication. The estimated -1
cost of material to he supplied by the pipe fabricator, Including the mechanical
couplings and all thrust tie rods, is $6,000, exclusive of transportation charges.

special precautions are ne^essary to ensure its siatiliry under normal oper.ting
conditions. The steepness of the bank. nature of the soil, and hlgh discharge
pressare all affect the design.
We understand that you wish Gs to take full responsibility for the design and
construction of the pipeline and are proceeding accordingly. A drawing fa being
prepared for your approval whick will enable the City to call for bids on the steel
pipes and will al,o guide City pera<mnel during construction. Brief apecificationr
are being prepared for manufact•Irp of the steel pipes and addItIcInal notes for
cone:ruction.

Backfill around the coupling shall not be placed until the pressure
teat is completed and the c,,uplings havw been checked for leaks.
Backfill around the thrust blocks shall De pit run gravel or crushed
rock. If, due to extraordinary circumstances, the thrust blocks are not
poured against undisturbed ground, the "action side" of the block shall be
backftlled in 6-inch lifts compacted by hand to density of adjacent undis-
turbed earth.
C-4. Thrust Blocks. Concrete for the thrust blocks shall develop a
minimum of 2500 psi at 28 days (5 sack mix). The concrete shall be poured
against undisturbed earth on the "action side" of the block and against
wooden forms or earth on all other sides. The concrete shall be thoroughly
compacted around the pipe. The reinforcing bar shall be placed and held ii.
position by metal stakes L•. the upper thrust block.
The pipe shall be wrapped with roofi.ig felt throughout the entire length
of each thrust block.
C-5. Pine. Coupling, and Harness Installation. The pipe shall be
carefully lowerea inte the trench by canvas sling in such a manner as to
revent da:aage to the protective coating, and lining. Any damaged area of
the coating shall he brushed with a stiff wire brush to remove all dirt and
then shall receive one coat of hot coal-tar enamel. Care shall be taken to
align the narness bolt holes when laying. The pipe shall be laid on wooden
blocks to the proper grade. The blocks shall be removed as the backfill
progresses up the slope_.
Before coupling, each pipe end shall be thoroughly cleaned for 8 inches
back from the pipe end. Care shall be, taken that the gaskets are wiped clean
before they are installed. Coupling bolts shall be tightened progressively,
drawing up bolts on noposite sides a little at a time until all bolts have a
uniform tightness. The recommended torque shall be 65 foot pounds for 5/8"
bolts and 75 foot pounds for 3/4" bolts. The couplings shall remain loose
until the concrete thrust blocks are poured.
The harness bolts shall remain loose until the thrust blocks are poured
and then shall be tightened uniformly to 15 foot pounds of torque.
C-6. Joint Protection_ After the couplings and harnesses have been
tightened, they shall be cleaned of dirt with a stiff wire brush. Hot coal-tar
enamel shall he applied completely over the coupling and harness ma}ing sure
to cover all cracks and openings.
C-7. Hydrostatic Test. After the pipe has been laid, thrust blocks
poured, test heads installed, and the trench partially backfilled, the line
shall be subjected to a hydrostatic pressure test of 375 psi ror a period of
30 minutes. Ary . L,fble leakage at the couplings shall be corrected and
the tee: repeat✓i.
C-8. Sterilization. The line shall be sterilized before being put
into service by the City's current method.

SPECIFICATION FOR INSTALLATION OF STEEL PIPE
A. SCOPE. This specification covers the work necessary to insta L. the
fabricated steel pipe, complete.
B. MATERIALS. Tue fabricated Steel pipe will be delivered to the site by
American Pipe and Construction Co. complete with all bolts, couplings, and
test heads.
9-1. Coal-Tar Enamel_ Coating shall be hot-applied to all damaged
areas of the pipe coating, the harness bolts and couplings. The coating
shall conform in all respects to AWWA C 203.
B-2. Crushed Rock Backfill shall. be 1-1/2-inch minus unifom ly graded
from coarse to fine. The crushed rock backfill is to be used from the coupling
at the bottom of the hill to the first thrust block at the top of the hill.
B-3. : Run Backfill shall. be 3-inch minus free from mud balls, roots,
and other _,4anic matter. The pit run backfill is to be used at all other
places not indicated for crushed rock backfill.
C. WORKMANSHIP. The following is intended as a guide for scheduling the
work sequence.
1. Survey and stake alignment and grade.
2. Excavate trench and thrust blocks.
3. Instal steel pipe on blocking with coupling and harness bolts left
loose.
4. Pour thrust blocks. .',
5. Tighter couplings and harnesses.
5. Backfill trench except for couplings.
7. Test pipe.
8. Backfill couplings.
9. Sterilize and connect to system.
C-l. Trench Excavation. Excavate the trench to one foot_ below they
bottom of the pipe from the coupling at the bottom of the hill to r . thrust
block at the top. The width of the trench on the hillside is crit, 1 and
should be kept to a minimum. The maximum allowable width is 3 feet.
C-2. Thrust Block Excavation. Caution should be used whet, excavating to make sure the "action side" of the thrust block is poured against undis-
turbed soil.
C-3. Backfill. Crushed rock backfill shall he placed around the pipe
and hand compacted in one-foot lifts. The backfilling shall. start at the "At`
bottom and proceed uv the hill. Care &:;all be taken to prevent undue load
on the pipe during backfill. Pit run backfill shall be placed the same as
the crushed rock backfill..

Mt. Olivet Pipeline
Dear Jack.: Installation Speciffcations and Field Supervision
Enclose' herewith is a guide specification for installation of the steel
pipe at the Mt. Olivet tank. In order for the pipeline to perform its function
as deslg..ad, it will be necessar,, that the Installation spec`fications be
followed closely by the City crew.
As stated in our letter dated 27 March 1967, "wo- understand that you wish
us to take full responsibility for the design and construction of the pipeline
and are proceeding accordingly." During construction we are planning to
Inspect the installation at critical periods. Tentatively, these are:
(1) Inspection of the completed trench; (2) laying the pipe in the trenl. ,
(3) nouring the thrust blocks; (4) tightening the couplings and harnesses;
(5) backfilling the trench; and (6) pressure testing the pipeline. To keep
the inspection time to a minimum, the City should co-operate Fy alerting us
when the shove operations are to take place.
Both the alignment and grade are critical for the easy installation of the
pipeline. We are assum Mg that the City survey crew IiII stake the alignment
and set grade stakes.
