Q 800 Mill Avenue South Renton, Washington 98055 y 0 T Attention: Mr. Jack Wilson Z Re: Victoria Park, Z Water-Mains s Gentlemen: The existing water supply provided to Victoria Park by Puget Western was installed according to my records so as to be satis- factory to the City of Renton. It has now been brought to my attention that this water supply is not adequate and that a re- vised or supplemental supply must be provided. Undoubtedly, the rate of development, the kind of development, and other unresolved issues at this time concerning the municipal distribution system will make a considerable difference as to how this area may be temporarily and/or permanently supplied. I would appreciate it if your department would prepare a plan chat would show how this area may be supplied from existing municipal mains and my modifications of that supply from any prc;,osed ultimate d ribution system. The time element associated with the ultimat osed municipal system should be included if pos- sible. I have had several recent conversations which indicate that there is an urgency in this matter, and I will appreciate your coopera- tion in expediting this request. A check was -ude on so,:e fire hydrants in the area and the pressure was found to be too low for normal service. As an example, at the hydrant located in Victoria Park /2 by Lot 32 the pressure was only 20 PSI and at the hydrant in Victoria Park 13 at Lot 24 only 25 PSI . In peak hour use this could easily drop another 5 to 10 PSI. For nornol service and fire protection the pressure should not be below 35 PSI. The service pressure and water distribution to Victoria Park i; based on completion of Victoria Paris 97. and as Joni, as there is no completion Jate set for this plat in the near future, we would advise that some action must be taken, either on a terporary or a permanent basis to provide adequate water supply and pressure to those homes now in use having pressure problem. Northeast corner of Talbot Park, 2. North entrance road to Talbot Crest. 3. South entrance road to Talbot Crest. It appears these are sufficient, provided that an adequate network is constructed in and around the platted area. Your concurrence with this assumption is respectfully requested. When Renton City Water Department constructs the proposed reservoir in the Victoria Park area there will no longer be any water supply problem in Victoria Park. A proposal which appears to be in the immediate best interest of everyone, including the city, the homeowners and the developer is a modified version to the one we arbitrarily conceived during our meeting. I propose that the following solution prepared by Mr. Walter D. Banks, of the Corinth Company be considered and be quickly implemented. This work in no way would circumvent our committment to the city of Renton in furnishing acequate water connections to the plat under considera- tion. `The water system within the plat was designed and installed p perly. The pipe sizing is sufficient to carry n :cessary fire flows with a small drop in pressure. f There are several methods of correcting the problem. After an investigation of all alternatives it would be my recom- mendation to have the following work accomplished: I. Install a 6 inch pressure reducing valve at the , aton City meter station located at intersection nf Shattuck St. South and 14th Ave. South, This valve would be in- stalled to maintain existing pressure in the TUibot Hill area while the pressure to Victoria Park could be increas- ed utilizing the existing ;resslue reducing valve. 2. Set the pressure or, existing pressure reducing valve to 96 p.s.i.g. This would provide sufficient volume and pressure to have a 20 p.s. i.,. residual pressure at George Court in Victoria Park with a 1000 g.p.m. 'ire flow. The computed dynamic piessure loss during a 1000 g.p.m. fire flow impressed on projected peak hourly household usage is 46 p.s.i.q. oevreippsre of ANOOVEa PARK 6 , 1 ' e - Tl t TA6BCT PA K EM 1 i n EIEnrE1. By supplying the "74lbot Park with a Pump- ing System for the Into, sprinklers. 2. Paget Western would be requested to design and install a pressure reduction station to reduce the existing 132 psi pressure to 65 psi thus •nereasinq the pressure in the Plat by approximately 20 psi. 3. Puget Western would be requested to design and install an 9 incl. water main from South 23rd Street to South 27th Street in or along the proposed State Highway location of the benson Road relocation. Puget Western Inc. , is making preparations for the installation to meet those requirements. In order to proceed as quickly as possible we would like to have a committment from the City covering the following 3 points: 1) That the City will furnish a design and stake the field location for the installation of the required pressure reducing valve and vault on the existing 8" line near the intersection of S.W. 23rd Street and Talbot Road. 2) That the A ty of Renton will furnish a schematic line drawing, including fittings, for the install- ation of the 8" pipe line from the east end of S.W. 23rd Street to the east end of S.W. 27th Street. Grady Nay - Aanton, Washington 38055 Re: Victoria Park water System Dear Byron: I have read and discussed your modified solution to [he Victoria Park pressure problem with J-,ck Wilson as well as with our Consulting Engineer. It is our feeling that it would not be in the beat interest of the City or the humemners to adopt your modified solution to thin pressure problem. 1. The pressure reducing station would not be located in an area which would facilitate the installation of a future tie main on the east side of Talbot Park without extensive plumbing. 2. The preferable solution would be for a tie main into the area for ciiculation, eiditlonal volume, as We 11 as the safety of a second feed into the area in case the existing feed main had to be closed don. 3. The pressure adiustment in your solution Would require individual pressure reducers installed in approximately 28 residents, which can cause additional problems if a failure occurred, as well as individual pre lure reducers in most of the homes in the proposed plate of Vicc..[ia Park 04, 05, and M. Because of the above reasons the City's requlremunts wi11 be re follows' 1. The iaeediate installation of a new pressure reducing station in in B.N. 23rd St. between Shattuck Avenue S. and Talbot Road S. sat at an adjusted pressure of algros-imately 66 P.S.I. 2. A proposal which appears to be in the immediate best +.nterest of everyone, including the city, the homeowners and the developer is a modifiad version to the one we arbitrarily conceived during our meeting. I propose that the following solution prepared by Mr, Walter D. Banks, of the Corinth Company be considered and be quicrly implemented. This work in no way would circumvent our committment to the city of Renton in furnishing adequate water connections to the plat under considera- tion. "The water system within the plat was designed and installed properly. The pipe sizing is ,sufficient to carry necessary fire flows with a small drop in pressure. There are several methods of correcting the problem. After an investigation of all alternatives it would be my recom- mendation to have the following work accomplished: 1. Install a 6 inch pressure reducing valve at the Renton City meter station Located at intersection of Shattuck St. South and 14th Ave. South. This valve would be in- st:,lled to maintain existing pres^ure in the Talbot Hill area while the pressure to Victoria Park could be increas- ed utilizing the existing pressure reducing valve. 2. Set the pressure on existing pressure redid ,lve to 96 p.s.i_.q. This would provide sufficient aad pressure to have a 20 p.s.i.g. residual e^ IL George Court in Victoria Park with a 100r, re flow. I would like to have a further consultation with you ds far as placement or the pump, with regard to the existing pit and stoel covering, is concerned. it would be our recocrrerdation that this pump and back-flow preventer be placed above ground in a mall enclosure of some type. Possibly, we could rezove the steel plates from the top of the .xisting pit, substituting a wooden floor of some kind and a small enclosure; or perhaps you would want this pump to be mounted in a little enclosure to one side, ae that is a valve box . We further reconmenu that the back-flow preventer device be mounted directly on the meter, on the suction side of the pump, " that nothing can be injected between the meter and the pump, aid any injection to be done, would have to be done on the discharge side of the pump--such as fertilizer or pesticides, or whatever. '"his is part of the State Cade, per my understanding and should be done in this method. Installation of this would run in the $175.00 to $300.00 category, depending upon location, time involved, the scope of work needed by the City, from our people, plus fittings; this, again, to he decided at a future meeting. Snevas Res 1210 Watermain Crossing of Cedar River Pipeline 4 In reply to your letter of August 31, our pipe, which is about 72 inches O.D., is centered in our 30 foot easement. The pipe is reinforced concrete. We do not know the depth of earth cover over the pipe at 100th Avenue S.E., the proposed point of crossing. We recommend that this be determined by hand digging. It is requested that the clearance between the 12 inch main and the pipeline be at least 6 inches. , We request hat, if it is practical to do so, the thrust blocks for the two 45 bends be located outside the 30 foot easement, or as far from the pipeline as possible- Please notify our Operations Division at Ju 3-5875 twenty- four hours prior to starting work, so that we may have someone there to observe the progress of work near our pipeline. We will appreciate receiving an as-built plan of the crossing. Sincerely, r_ SWM 17i M. LOWTHIAN 1. o Superintendent of Water > By of Leif H. B3o seth Associate Engineer LHBsec cos J. C. Ramey ec/p.
