Gentlemen:
Early in March 1969 the City of Renton Utility twpartment will begin
aaestrualon of now wgterlines in the West Hill area as shown on the enclosed
plans. This will include installrtion of two new pressure reducing stations,
aM at intersection of 88th Pl. S. 4 S. 124th Street, and ouo at the lnter-
soction of 88th Avenue S. 6 S. 128th Street.
The only suitable location for latter mentioned static% will involve re-
location of am* underground utilities including the ges main (see Detail 0
Sheet 2 of 3). 'rho City of Renton requests that this be taken c: a of before
constriction starts.
Our vault will be approximately 12' 10' A �i' 4" with 8" thick concrete
wcl/s. It will be located 10' South of centerline M. 128th Street and 71 most

North side of the vault but would appreciate a larger clearance. on the East

To improve the seroice for water and fire protection in ,.our
area, several new mains have been installed, and a new Fressure
Reducing Station will be installed in the intersection of Talbot
Place N.W. end Stevens Avenue K.W. October 21, 1969. The same date
the old static.. in South 124th will he removed.
This will increase the static pressure :.t your hou.e to appr.xi-
matelw P.S.I. and we advise you to take the necessary precaution
by installing a pressure reducer on your plumbing system or adjust
the existing if any to prevent damage to the hot water tank and/or
other appliances operating with water.

3-206: FEE; ORIGINA1. INSTALLATION: No service connection less than
three-fourths inch 0/4 ") in size shall be installed. The fee for the
original installation of water service as hereinbefore provided shall be
as follows:
(A) The sum of one hundred fifteen dollars (SI15.00) for a three-fourths inch (3/4")
connection.
(8) For a one inch (1") connection the fee therefore shall be determined by the actual
cost of labor, equipment and material plus fifteen percent (15%) thereof; and the
applicant for such connection shall deposit with the Cft;, the sum of one hundred
fifty dollar ($150.00) which payment shall be made to the City Treasurer or his
duly authorized agent or representative honding collection for the Water Depart-
ment. Such payment shall be mode before the work of connecting the main line
with the property is initiated; provided further, that whenever said deposit is in- t
suffivent to cover tl,e total fee as herein specified then the deficiency shall be
charged to the property for which such installation was made and such charge shall -
constitute a lien thereon; in case the cost of such installation is less than the
amount of deposit, then any such difference shall be promptly refunded to the
owner who applied for such installation and made the deposit.
(C) In all cases where the service connection is larger than one inch (I"), the fee
therefore shall be d<termined as provided for in Subsection (8) her?inobove and
the applicant for such connection shall, at the time of application pay unto the
City a deposit of two hundred dollars ($200.00) which shall be applied as se+ forth
in Subsection (B) hPreinabove. (Ord. 2127; 12-14-64)
(D) Whenever it is desire(' to have a meter removed or reinstalled the owner of the
premise; supplied, or to be supplied, by such meter shall file an application at
the office of the Superintenden' of Utilities and shall pay the cost in full for such
removal or reinstallation. (Ord. 1864; 12-6-60) AF
3-207: CONFORMING PIPES: Bebre water will be turned on to any premises —,
connected with tho City's mains, the service pipes upon such, premises
must be made to conform to the followi-g regulations: The service pipes must be so locuted
hot the supply for each separate house or premises shall be controlled by separate stop and
waste cocks of the pest standard make, approved by the Superinrendent, with extension hondie,
properly protected from frost and so placed within the premises that all service pipes and fi:-
tures may be the )ughly drained during f.eezing weather. Where sags or depression occur in ,--i
the pipe and the stop ano waste cock is not sufficient to fully drain all the pipes and fixtures j
within the premises, additional stop and waste cocks with extension handles must be so placed
as to fully drain them.

In cases where no fixtures are placed between the property line and the basement the
stop and waste cocks may be placed in the basement, provided said basement is not less than s
six feet (6') in height and is provided with stairway' or other means cf access thereto; provided 4
further, that whete bosemen:s are enclosed in wooden walls the stop and waste cocks shall be
placed at least twelve inches (12") be!%w the surface of the ground and shall be provided with
an extension hondee. The connection between the City's pipes at the property line and the
service pipes on the premises must be made with a union.

main, and the buildings so supplied will not be allowed to supply water to other
buildings, except temporarily where there are no mains located in the streets; provided,
that when two (2) or more houses, buildings or other premises occupied by separate
consumers ore usppiied from a single service connection, the owner shall immediately,
upon notice from the Water Department, separate each customer's line and apply for
and connect up individually to meters at the property line; if separate services are not
established within a reasonable time, not more than sixty (60) days after such initial
notice, the Department reserves the right to shut off the water and refuse further service
to all such consumers. Such joint service may, however, be continued at the option of
the Department; providing, one ( 1) owner has agreed in writing to assume and be rr+pon -

Computation of the total bill will be based on multiplying the quantity in etch classifi-
cation of the rate schedule by the number of consumers h:oked up to one ( 1 ) meter. The

consumers served; provided further, that multiple cl i,d ing units, duplexes,triplexes
motels and apartment houses under the some ownership and located on the. some or adjoining

pay the minimum nwnthly charge for the first unit and the sum of fifty cents (50C) for each

3-205: PRIVATE PIPE REQUIREMENTS, Ail pipe to be used for connection
to the City Water System shall be new pipe, either gaivnnized ;ion,
cast ;ran or c,)pper tubing. The Superintendent may, at his discretion, permit the use of
nonmetallic pipe where soil conditions may cause a deterioration of metallic pipe.
Water supply lines other than metered service connections shall be not less than
six inch (6") diameter pipe. Pipes of smolle size may be used when the Superintendent
determines that maximum fire rating is mainlpined or the line in question cannot be
extended.
If it has been determined that it would ve to the best interests of the City and
the general locality to be benefited thereby to install a larger size main than one then
neaded or considered by the subdivider, owners or developers immediately abutting upon -..rt,,

All pipes shall be laid not less than two feet (2') below the surface of the ground,
except that in ungraded streets the pipe spoil be laid two feet (2') below the established
street grade.
All pipe shall be designed to withstand internal water pressure of one hundrea fifty
( 150) pounds per square inch, and shall conform to the lutes; adopted standards of the
Ameri-on Waterworks Arociation. Pipe shall be sterilized in accordance wi' the regu-
lations of the State Health Department.
The Superintendent will maintain private ser-vies in streets which are being graded
or regroded and will have such access on pr;vote property as shall be necessary to maintain
such pipe- during the work, and shall as soon as , acticable upon completion of the work
relay sa;d pipes in the streets. (Ord, 1725)

3-201: DEFINITION: The word "Superintendent" wherever used in
this Chapter shall be held and construed to mean the Super-
intendent of Water and any act in this Chanter required or authorized to be done by
him, may be done on his behalf by any authorized employee of the :Voter Department.
3-202: APPLICATION: Any person desiring to have premises connected
with the water supply system of the City shall make application
therefor at the office of the Water Department.
Application mere` r shall be made upon a printed form furnished for that purpose,
which application shall contain a description of the premises where such water supply is
desired and shall fully state all of the purposes for which the water is to De used, the
r size of the service pipe and the nur,,ber and kind of fixtures to be connected thereto
and shall be signed by the owner of the premises to be served or by his duly authorized
agent.
At the time of Filing such application the applicant shall pay to the Treasu,er
or the person appointed by him for the purpose of collecting water rates, the fee for
installation of water service hereinafter provided.
3-203: CONTRACT OF INDIVIDUAL: The application provided for in
the preceding section shall contain a contract on the part of the
person making the some to pay for the water applied for at the rate and in the manner

specified in such contract and shall reserve to the City the rigl t to charge and collect
the rates and enforce the penalties provided, to change the rates at any time W thout
notice to the consumer and shall sprcify that said contract is subject to all the provi-
sions of this Chapter and of any las s of the City relating to the subject hereoiter passed,
and shall provide drat the City sho.l not be held responsible for any damage by water or
7ther cause resulting from defective plumbing or appliances on the premises supplied with
water, installed by the owner or occupant of said premises and shall provide that in case
the supply of water shall be interrupted or fail by any reason, the City shall not be held
liable for damages for such interrui ion or failure, nor shall such interruptions or failures
for any reasonable period of time b%- held to constitute a breach of contract on the part
of the City or in any way relieve ti a consumer from performing the obligations of his
contract.
All contracts shall take effect from the day they are signed and rates shall be
charged from the day the premises are connected with the City's water supply. _
3-204: CONNECTION TO WATER MAIN: Upon the presentation at the
office of the Luperintendent, the Treasurer's receipt for the installs-
tior, fees, the Superintendent snall couse the premise- described in the application, to Le
connected witl, the City's water r,,ain by a service pipe extending at right angles from the
main to the property line and includi.,g a stopcock placed within the lines of the street r_
curic, which connection shall thereafter be maintained and kept within the exclusive con-

trol of the City.
A separate service connection with the City water main must be installed by every
