THIS AGRED"ENT made and entered into by and betveen the CITY OF RENTON
Washington, hereinafter referred to as "CITY" and CORNELL, 11041Ltii0, HAYES d
WERRYFIELO, Ii.C., a professional engineering corporation, hereinafter re-
ferred to as "EMINEER".

Article 1. CITY hereby agrees to emI :EER and ENGINEER agrees to
perforce engineering services, as hereinafter „ •a particularly described,
relating to the design and construction of a %cater pmap station in Ure City
Para adjacent to Maple Valley High:aay in the CITY OF REW103 to be knee as
City Well rw.ip Station Ilo. 8, all as more specifically described hereinbeloer.
Article 2. The specific services enrich the EIICIAFR agrees to furnish
are as follows:
A. QESI66
1. Prepare caapleix general and detailed plans and specificaticns
for construction and detailed estimates of cost.
2. Obtain a;:pr•oval of Lire plans and specifications frw.: the Nash-
ington state Ocptrt_c;;t. of Health, and other State agencies
as may have jurisdiction.
3. Prepare forms for construction proposals, advertiscmuts, ccn-
struetioa eoniraeis and bends, subject to the approval V. the
CITY.

1. Furnish sufficient cnpi.:s of ,tans and specificaticns for cJ-

Article 4. PW.ant of the fees to the ENGINEER as provided for in
Article 3 is to be made as follows:
A. Within ttrenty-five (25) days after the last dap of each month,
during whlch engineer4S services as prascr%L in Articles 2-A,
2-B-1, and 2-8-2 have bean in progress, the ELCIUER's estiunte
of the value of the park acca,aplished by the ERGI�:EER durir.

excaed ninety percent (SOH) of the applicablelunp sun amount
prescribed in Article 3-A.
Within thirty (33) days after mippletion of all services

estimate of the value of the services rendered during the month.
Article 5. It is further mutually agreed by the parties hereto:
A. That the ERMUR'S Payroll Costs are defined as the ar.ount of
the wages or salaries of the E;SGI EER'S employacs working on the project,
plus fifteen percent (l S) of such wages or salaries to cover all taxes,
contributions, and insurance pre Awas emasured by or applicable to such
wages or salaries, such as, but not lir.:ited to, workcaeo's eorV1,.nsation
insurance, public liability and property damage insurance, social security.
State and federal uncspytloy,ient eoslpens0ion insurance, medical-hospital
insurance, salary continuation insurance, and pro rota allowances for

Gentlemen:
In accordance with your verbal directions we have completed
certain electrical modifications on the subject project. Our price
proposed to accomplish these changes is as follows:
1. Furnish and install additional heater.
Lump Sum $214.00
2. Furnish and install additional conduit to transformer.
Lump Som $171.00
Reference is made to our letter dated October 29, 19C8 cnn-
cerning availability of discharge piping. :t <9 mir understanding
that due to system design mooifications the discharge water line size
is being increased and will be installed by others at a later date.
S,nce the installation of this line does prevent the final completion
of the contract it seems reasonable that we ,lake certain adjustments
to allow us to complete our contract. Our Proposal to acccmplish this
would be as follows:
1. Venture Construction, Inc,- will credit the city $250.00 to
delete the gravel surfacing from the contract. This should
be deleted because it wil' be torn up when the water line is
installed.
2. Venture Construction, Inc. will accept either of the following
two alternates for closing out the contract.
A. Continue to allow the city to withhold our retainer pro-
viding they pay 33 interest on the retainer beginning
December 1, 1966 through until the pump can be tested
and accepted. This cost would be approximately $25.00
to $35.00 Per month.
B. Provide a performance bond of an adequate amount guaran-
teeing the testing of the pump after the water line is
installed. This would cost approximately $25.00 to $35.00
depending on bond amount.

Lontrdct Documents
The contract documents for the above well are scheduled for reproduction on
13 May with bid advertisement on 16 May. It is our intention to include our
standard (blue) General Conditions as they appeared in the documents for drilling
the well and for Mount Olivet pump station if we do not receive word to the
contrary. You will recall that the City ,attorney raised certain natters to Which
our letter of 22 January 1568 referred.
We are preparing the drawings and specifications on the assunptior that the
appearance of the building illustrate.l in the sketch I left with you recently
will be acceptable to the City. If there is to be any change, we should be
notified as soon as possible.
It is suggested that Council approval to advertise for bids be obtained,
A copy o� the advertisement for insertion in the official City paper will be
forwarded shortly. Bid opening is scheduled at 8 p.m. Pacific Daylight Time
on 10 June unless there is a requirement for a bidding period longer than
three (3) weeks. We have examined the construction rime required in recent
contracts involving electrical equipment and feel that a period of 120 days will
have to be allowed for construction of this pump station. Assuming the contract
is awarded and signeo by 1 July, it appears it will not be in use before 30
September which unfortunately will be beyond the peak demand period.

As I mentioned In our whom conversation May 22. 1966, we find the
proposed ststlor generally acceptable from the standpoint of what
we now know of .no design concept for the Cedar give- Park, however,
It Is our opinion that aesthetically the vertical shadow lines would
took better If the depth of the recess were reduced from 6 Inches
to 3 inches. We feeI that It would also be wise to hew the Contractor
put a slight bevel on the sides of the recess to show the forms to be
removed sore easily.

It is understood from the letter dated 22 May 1968 from Olson, Richert, and
Bignold that the general appearance of the proposed pump station is acceptable.
Reduction of the vertical recesses from 6-inches to 3-inches might facilitate
construction work, and therefore reduce the cost, and apparently is preferable
aesthetically.
If you are in agreement with this slight modification, we will issue an
addendum to all planholders within the next few days. Please call if this is your
decision.

Dear Jack:
Well Na.B Pumn Station
We enclose a tabulation of bids received by the City Council on 10 June
1968 with a notation indicating that the low bidder, Venture Construction,had a
discrepancy between the written words for the Lump Sum Bid of $30,275. 00
and the writter figures of $32,275.00. a difference of $2.000.00. Using either
of these amounts Venture Construction is the low bidder.
A Byron-Jackson pump was submitted as the low equipment bid by all
bidders, although K.K.Larsen also bid Western. Johnston, and Worthington,
and Austin Construction also bid Johnston. Fairbanks-Morse, and Worthington.
All pumps appear to meet the specifications but Byron-Jackson has beer examined
in detail as being the basis for the low bid. Examination of the head.capacity
curve, the horsepower curve, and the efficiency curve for this pump; suitability

to the cone...sion that a Byron Jackson pump should be accepted.
Venture Construction were the contractors for the Mount Olivet booster
pump station built for the City in 1967 and, although there were problems with
that contract, in our opinion they were related to the equipment rather than to
the general contractor's performance. We recommend that Venture Construction
of Auburn be awarded the contract. We have contacted Venture with regard to
the discrepancy between the written lump sum bid and the amount shown in figures.
We have been informed that $32,275.00 was intended rather than $30.275.f/0 and
that estimating sheets are available to substantiate this if required. The documents
state in Information for .3idders page 2, Item 5 that, in the event of discrepancy,
written amounts shall govern. Examination of the total entered in the bid
breakdown leads us to the opinion that Venture made an honest error and intended
the higher figure, The Council may decide to accept the irregularity and permit
$32, 275.00 in whi::h event the total bid, including pumping equipment, is
$40,760.23. In the event the Council does not accept the error the total bid is
$38. 760.23 as noted on the bid tabulation. Venture complied with all other
requirements of the documents. Other bide contained minor irregularities which

the Council would have the power to waive at its discretion but these do not
appear to be at issue.
It is our recommendation that Venture Construction be awarded the
contract in the amount of $40, 760. 23 inclusive of State Sales Tax. In the
event the Council do not accept the irregularity Venture should be informed
and we would assist in determining the procedure to be adopted.

In accordance with our Agreement to furnish engineering services to
the City of Renton, we have not provided supervisory control for the
reference pump station.
It is suggested that the City contact Service Controls Company of
Portland, Oregon and make arrangements with them to add well No. 8
to the existing supervisory system. The operation should be similar to
well Nos. 1•2, and 3.
Further, it is recommended tnat CH2M be authoriz,d to negotiate an
expansion of the motor control center to allow sufficient space for installation
of the supervisory equipment. Installing this equipment in a cubicle that
matches the motor control center would .ertainly enhance the interior
appearence of the station. We would also make certain that the cubicle
was completely r,atisfactory to Service Controls C•,mpany,
Please let us know your wishes regarding the incorporation of the
supervisory equipment in the motor control center.

Dear Mr. Wilson:
Pursuant to your request for a quotation for the installation of an
Electrical Control System for your new Well #8.
The Control System for this pomp will consist of a pw,p control located
at the pump station which will have a built-in Time Delay to prevent back
spins and to prevent the pump frou starting after a momentary power failure.
The start and atop of this pump will be actuated by ,.he water level of the
storage facility which it is serving.
All signals from the pump station will oe sent by a Transmitter to the Main
Water Dispatch Office.
The Transmitter, including the necessary wirin;;, will be instal'^d in the
pumphouse for your new dell No, 8 and will trana+dt signals and information to
the- 'Bain Dater Dispatch Office.
At he Main hater Dispatch Office the following instruments will be installed
on your Control Panel:
1. Pining Meter to show the minutes of pmmp operation.
2. Gallons Meter to show the gallons of water delivered by
the pump through your mainline water meter.
3. Operating Lights tc g1ow at 100% brilliancy when pump is
in operation and at 10% brilliancy at all other times.
4. Alarm Lights to glow at 100' brilliancy in evert of grounds,
shorts or opens on the leased telephone wire or, in event of
punY failure to start by reason of blown fuse,
5. Provision will be made on your present Parch loard for this
new pump to enable the operator to operate it against any
one of the storage facilities.

Gentlemen:
We enclose a copy of the letter dated 20 March 1969 received from Venture
Construction regardino payment for extra work accomplished during construction
of the above pump station.
The additional heater was installed in the chlorination room to combat
condensation and dampness at our verbal request and with your approval. '.de
have discussed with the Contractor the breakdown of the lump sum price of
$214.uo and find t1lit the labor charge reflects the cost of obtaining and
installing the heater after the other electrical work 'yd been completed.
Under these circumstances we recommend oayment.
The charge for additional conductor and conduit was made necessary by
relocation of the transformers by the Power Company and we recommend payment
of $171.00.
We agree with the Contractor's proposal to delete the qravel surfacing
from the contract and recommend the credit of b250.01) be accepted. It is
not possible tc operate the station until the discharge pipeline is constructed
by the City and it would appear desirable to negotiate an alternate to closing
rm
out the contract. The Pump station construction is essentially complete and
we recaend payment of all money outstanding except the retained percentage.s e
A check 'ist of items requiring correction has not been prepared because th
equipment has not yet been operated. However, we anticipate that the set tie
shoulL' cover expenses which may occur.

Gentlemen:
The contractor for the above work, Venture Construction of Auburn, has
requested final payment on the contract having completed the items listed
in our letter of 28 April of which you received a copy. It is understood
that Ctange Order No. 1. which was enclosed with our letter to you dated
1 April 1909, will be forrarded to the Contractor for signature and return
to you for final execution.
We recommend that the contract be accepted as of 31 May 1960, on which
date the station would have been operable had the discharge pipeline been
laid, and that the I,'-month guaranty period operate from that date.
The Contractcr is due payi*nt as set out in our letter of 1 April 1969,
including retainage after the requirements of the General Conditions of
Contract with regard to release of liens and other statutory requirements
have been u:at.
