C it Jack: Following our discussion on 7 November, we have considered the possibility of assisting the City with certain aspects of the design and construction of the proposed Rolling Hills elevated tank, instead of performing all design work and supervision of construction. It is the intention to eventually construct the elevated tank, a booster pump station, and a 3-million-gallon ground level reservoir on the land presently owned by the City. A topographical survey has been made and a plan prepared by your staff. There is a possibility that tl,e pumps could be housed within the central pillar of a pedestal type tank, but a preliminary layout of the facilities should be made assuming a separate pump station. The elevated tank should complement the maximum water surface of the nearby Water District tank in case the two systems are combined at some future date. With the height of the tank fixed, hydraulic computations can be made to check the pump performance required by referring to water use projections we have previously made for the area. The possibility of using one or both of the existing Tiffany Park pumps should he reviewed, and all these matters have a bearing on the capacity of the elevated tank. We recommend and assume that a standby engine will be provided in the pump station to guard against a com- olete power failure because the area supplied from the tank will have no other source of supply. It is necessary to perform a soils investigation before designing the elevated tank and foundations, and a local testing laboratory with the necessary drilling equipment would be called in and the results evaluated to determine lesion criteria. We would suggest alternate bids be taken on a standard elevated tank and one of a more pleasing appearance such as the pillar type that is provided by more than one manufacturer. Mr. Jack Wilson City Engineer City of Renton 4 December 1968 Page -2- Special specifications relating to the tanks and to the painting systems are necessary and must be carefully written. Our recent experierce has been that evaluation of bids is becoming more complex due to new construction procedures and consideration of alternate paint systems and their application. Field inspection of painting is essential and its importan:e cannot be over- emphasized. It is our normal practice to furnish complete contract documents, including legal portions in addition to the special specifications and drawings. However, we can provide only the special specifications and drawings for the City to make up the complete contract documents for obtaining bids and executing a contract with the successful bidder. After award of the contract, shop drawings are required for approval as conforming to local codes, including that for earthquake resistance. We would anticipate approving the shor lrawings, but that the City conduct all written and other communications wit ;he contractor. Our part in supervision of construction could be limlte, to instructing your personnel or could extend to whatever degree you desire. It would, however, be necessary to have a clear understanding as to the division of responsibility to fairness to the contractor And all others concerned. On the basis discussed above, we would estimate the extent of our work to be as follows! I. Prepare preliminary sketch layout of all future facilities at reservoir site, including elevated tank, 3-million-gallon reservoir, booster pump station, and Piping. 2. Determine height of elevated tan' , review future water use it elevated tank and ground level reservoir areas; review characteristics of existing ; Iffany Park Ooo!ter pumps; and determine capacity of proposed elevated tank. 3. Vrite brief report describing conclusions reached in 1 and 2 above; reproduce in six (6) copies. 4. Advise the City in engagement of testing laboratory for soils investi- gation; supervise field work; analyze and report on soil samples. 5. Prepare special specifications, drawings, and form of proposal for two alternate types of elevated tank; reproduce in fifty (50) copies. 6. Estimate cost of construction; analyze bids received by the City and recommend award. 7. Review shop drawings and return to City with comments. In this event, we would propose a lump sin fee of S8,000.00 to perform Items 1 through 3 and 5 to the expanded degree for all design ano preparation of contract documents. The cost of Item 4, including the outside services, would be additional and is estimated at $1,000. Items 5 through 9 for the contract award and supervision of construction phases would then cost approxi- mately the same as shown, assuming the City personnel performed as much inspection as possible. In this regard, we should point out that an inspector must be prepared to fully inspect the internal and external paint system of the tank bowl ail painting of the tank supports. Not all personnel can work at the necessary heioht above the nrcurd. If you are able to authorize the work to proceed in the near future on any of the three bases described, the tank could be fabricated in the next few months and painted on site under the most favorable weather conditinns with regard to temperature and rainfall. We would be able to start work within three weeks of your order to proceed. We will be happy to discuss any part of this letter at your convenience. WiTNESSEIH: Article I. CITY hereby agrees to employ ENGINEER and ENGINEER agrees to perform engineering services, as hereinafter more particularly described, relating to the design and construction of an elevated water storage tank on City property at Rolling Hills to the CiTY OF RENTON to be known as Rolling Hills Elevated Tank, all as more specifically described hereinbelow. Article 2. The specific services which the ENGINEER agrees to furnish are as follays: A. PRELIMINARY DESIGN 1. Prepare preliminary sketch layout of all future facilities at reservoir site, including elevated tank, 3-million-gallon reservoir, booster pump station, and piping. 2. Determine height of elevated tank; review future water use in elevated Lark and ground level reservoir areas; review character- istics of existing Tiffany Park booster pumps; and determine capacity of proposed elevated tank. 3. Prepare forms for construction proposals, advertisements, construction contracts and bonds, subject to the approval of the CITY. C. CO-ORDINATION OF CONSTRUCTION 1. Furnish sufficient copies of `ans and specifications for obtaining bids and for the cc truction. 2. Receive and tabulate construction and/or materials proposals; report the results to the CITY; and assist in awarding the contracts for construction and/or materials. 3. Meet with representatives of the CITY when requested and necessary for consolation or conferences. 4. Furnish general co-ordination of the contractor (s) work by making periodic visits to the site to observe the progress and qualihy of the executrd work and to determine in general if the work is proceeding in accordance with the Contract Documents. On the basis of the on-site observations, the ENGINEER will inform the CITY against defects and deficiencies in the work of the contractor, and may disapprove work as failing to conform to the Contract Documents. This general co-ordination of the construction will not relieve the construction contractor from main- taining full responsibility for the techniques and sequences of construction, the safety precautions incident thereto, and for performing the construction work to accordance with the Contract Documents (the general co-ordination by the ENGINEER 1s to ',e distinguished from and does not include supervision by a Resident Inspector). S. Supervise the work of inspection bureaus and laboratories in the inspection and tests of materials used in the construction; receive and pass upon all re, 's by such laboratories or bureaus on the materials testea for use in the construction. 6. Check and approve shop drawings, diagrams, illustrations, catalog data, schedules and samples, the results of tests and inspections and other data which the contractor is required to submit for conformance with the design concept of the project and compliance with the information given in the Contract Documents. 7, Prepare monthly progress pay estimates on the work, and submit same to the CITY for approval and payment. B. Make a final inspection of the construction jointly with representatives of the CITY and submit a final report to the CITY upon which `inal settlement and termination of the construction contracts can be based, -2- 9. Submit to the CITY, upon completion of the work, two complete sets of clans of the work as it is finally constructed. 10. Submit to the CiTY, upon completion of the elevated tank, a recommendation of acceptance of the construction. D. FIELD WORK 1. Furnish the personnel to supervise soils boring work by an Independent contractor and to perfor, tests of soil samples for design of the el�avated tank. 2. Inspect the construction of the elevated tank and application of the paint system. Provide miscellaneous services, not stipulated elsewhere in this Agreement, when requested by the CiTY. Article 3. As consideration for providing engineering services, the CITY agrees to pay the E',GiNECR as follows: For all services enunerated in the Agreement and authorized by the City Engineer, the amount of the ENGINEER'S Payroll Costs (as defined in Article 5-A) exoended for the services, plus sixty percent (CO') of such Payroll Costs for general overhead, plus twenty-five percent (25%) for fee, plus direct expenses in connection therewith, including mileage at the rate of ten cents ($0.10) per mile. It 1s estimated that the maximum fee for these services will not exceed For Design - Article 2A and 2B S6,000 For Co-ordination of Construction (Excluding Paint System) - Article 2C $2.000 For Inspection of Paint System - Article 2D S2,000 Article 4. Payment of the fees to the ENGINEER as provided for in Article 3 is to be made as follows: Within twenty-five (25) days after the last day of each month, during which engineering services have been in progress, the ENGINEER'S estimate of the value of the work accomplished by the ENGINEER during the month. Article S. It is further mutually agreed by the parties hereto: A. That the ENGiNEEP.'S Payroll Costs are defined as the amount of the wages or salaries of the ENGINEER'S employees working on the project, plus fifteen percent (15%) of such wages or salaries to cover all taxes, contributions, and insurance premiums measured by or applicele to such wages or salaries, such as, but not limited to, wov'!nen's compensation insurance, public liability and property dama,;e insurance, social security, State and Federal unemployment compensation insurance, medical-hospital insurance, salary continuation insurance, and pro rata allowances for vacation, sick leave, and holiday pay. 3- r B. That if payaent of said fees and charges or any portion thereof is not made within the period specified in Article 4 above, vithout cause to the CITY, interest on the unpaid balance thereof will accrue at the rate of six and one-half percent (6-1/25) per annuc, and become due and payable at the time said overdue payments are made. C. The CITY reserves the right to furnish the field survey personnel which may be required for design information or assistance in staking or inspection of construction. 0. That the CI.Y may at any time suspend or abandon any portion of the improvements designed or specified by the ENGINEER, and the CITY shall pay the ENGINEER for the servi,es rendered for such suspended or abandoned work up to the time of suspension or tbandonment, the Payment to be cased insofar as possible on the schedule of fees as established in this Agreement. or, where the Agreement cannot be applied, the basis shall be ai.wunt of the ENGINEER'S Payroll Costs (as defined in Article 5-A) expended for such services, plus one hundred percent (1000) thereof, plus out-of-pocket expenses. E. That the CITY shall pay for advertisements for bids, building or other permits, licenses, etc. , as may be required by local, State, or Federal authorities and shall secure the necessary land, easemerts, and rights-of-way. F. That insofar as the work under this Agreement may require, the CITY shall furnish the ENGINEER existing maps, field survey data, and other surveys presently available or required for the work, G. That if the engineering work covered in this agreement has not been completed on or after the expiration of a three-(3-) year period iron the date of execution of this Agreement, the CiTY or ENGINEER may, at the option of either, on written notice, request a renegotiation of Article 3 to allow for changes in the cost of services. Such new schedule of compensation is to apply only to work performed by the ENGINEEP after delivery date of Such written notice, in the event the CiTY and ENGINEER cannot agreo on a revised schedule of compensa- tion, each shall select an arbitrator for that purpose, and the two so selected shall cho,>e a third arbitrator. The compensation as determined by the three arbitrators or a majority of them shalt then become the basis of compensation to be paid the ENGINEER for work performed after the delivery of the notice herein provided. H. That this Agreement is subject to revision by the ENGINEER if it has not been executed by the CiTY by March 1, 1969. I. That this Agreement is to be binding on the heirs, successors, and assigns of the parties hereto and is not to be assigned by either party without first ibtaining the written consent of the other, .4- Article 6. The lump sum design fee of $8,000.00 quoted on the last page of the letter was computed from he 1967 W Curve of ASCE Manual No. 45, which is a guide for the engagement of engineering services. On an estimated construction cost of $110,100.00 the total design and supervision of construe ' ,n fee would be 7.5% of $170,000.00 or $12,700. Design was estimated dt 63� .rr $8,000. and supervision at 371 or $4.700. In this particular instance additional prelim- inary work 'Is included prior to actual design so 'hat the design fee perhaps should have been higher. The ASCE curves of course indicate median fees with a range either side. We feel that the $8,000 fee on the above basis is reasonable. It is understood that you are now considering the proposal at the bottom of page 3 of our letter that we perform all design and supervision on the payroll plus expenses basis that has previously been employed for miscellaneous services. Our estimated fee for design and supervision was $8,000 and this still holds good. However, we should point out that this does not include continuous site inspection during the critical painting operation which would normally be classed as resident inspection. This inspection of prepared metal surface and paint thickness is essential and will have to be provided either by a City-appointed inspector or by a member of our staff. It is not included under the occasional visits covered by supervision. We estimate painting to extend over a three-week period. The agreement has been drafted on the lines of our nrevious contracts with the City, but in this instance all work is to he performed on a payroll plus expenses basis as spelled out in Article 3 which has previously applied to miscellaneous services. You will note that the estimated costs for each phase of the work are given and we feel they are realistic. Should i' appear that they will be exCNded for any reason we will immediately inform you. The estimate for inspection of the paint system assumes continuous attendance of one of our Staff during a three week period and this may not be necessary. Our letter of 2 January 1969 referred to this painting operation. Dear Jack: we have looked over the proposed Contract as above captioned pertaining to the elevated water storage tank at Rollin$ Hills. We would suggest that in Article 3, under the compensation to he paid, reference be to "DESIGN A AND V and that "FOR COORDINATION OF CONSTRUCTION" reference be made to Paragraph C of Article 2 and possibly sub-paragraph D "FIELD WORK" which should be changed in the present copy from C, since the two sub-paragraph C's are undoubtedly a typographical error. We would also suggest that if there is any excess over the esti- mated cost, that the City be given prior notice and to approve same. Hamilton MEH/uw Enclosure: Contract Documents (Copy No. 54) cc: Mr. Jack Wilson' 1 PROPOSED WATER SYSTEM FACILITIES ROLLING HILLS PUTHORIZATION The work recorded herein was authorized under Contract CAG 1432-69, dated 7 February 1969, between the City of Renton and the writers. PURPOSE The purpose of the report was to layout and describe the immediate and future facilities at the Rolling Hills site and to recommend criteria for elevated and ground level storage. The possibility of transferring the two existing vertical turbine can booster pumps, presently located adjacent to the large Seattle trunk pipelines, to the future pump station at the base of the elevated tank was to be investigated. PREVIOUS INVESTIGATION The writers' report on the Renton water system dated October 1965 has been refe-red to in this investigation. FUTURL PRESSURE ZONES IN POLLING HILLS AREA It is the intention to supply all the Rolling Hills, Tiffany Park, Renton Hill and Talbot Hill areas from City of Renton supply sources instead of continuing to distrib; te water purchased from the City of Seattlr . _T_ The future basic facilities will be: Talbot Grou..I Level Storage Talbot Pump ftation to Rolling Hills 16-inch Pipeline - Talbot to Rolling Hills Rolling Hills Ground Level Storage Rolling Hills Elevated Tank Rolling Hills Pump Station - ground storage to elevated tank Distribution Mains and Pressure Reducing Valves These facilities are shown on Figure 1 with the following future pressure zones: Elevated Tank (MZ 590) Elevated Tank Reduced Rolling Hills Reservoir (MWS 490) Rolling Hills Reservoir Reduced The range of ground elevations each zone will supply is shown on Figure 1. MAXIMUM DAY SYSTEM DEMANDS Reference to Appendices 4 and 5 of the writers' 1965 report on the Renton water system gives the basis for computing system demands. In a developing area such as Rolling Hills and Tiffany Park, the maximum day demand is computed on either an area basis or a population basis. The criteria for the area basis is a rate of 100 gallons per day per 1,000 square feet of total area, with a reduction of 30' for paved areas. In the particular areas under consideration a further reduction of 5% has been applied because of power line easements, Seattle pipeline casements, open space and land which is too steep to develop. -y. Far the population basis a density of 8 persons per gross acre is assumed, with a maximum day consumption of 350 gallons per capita. it is appreciated that much of the area is being developed as high density apartment dwellings, but the maximum day water demand will be approximately the same as on a single family area basis because the latter includes water for garden sprinkling which is not sn great a factor in apartment developnents. PRESSURE ZONES The area under review is supplied from the Rolling Hills elevated tank or the ground level reservoir, and the pressure reduced zones which are supplied from each. There are therefore only two basic zones to consider. The total area served by both the tank and the reservoir is computed to require for the maximum day when fully developed: Area basis 3.70 million gallons Population basis 3.50 million gallons All this water must be pumped at Talbot through the lu-inch pipeline to Rolling Hills ground level reservoir where a proportion is repumped to the elevated tank. TALBOT PUMP STATION - MAXIMUM DAY DEKAND These pumps must provide for the above maximum day demand, and it is preferable to assume a 16-huur operation rather than 24-hour to give some reserve. Total capacity n quired 3.900 gpm (16-hour) Average day will be 50% or 1,950 gpm (16-hour) -3- • Three pumps are recommended with provision for a fourth at a future date. Recommended capacities arc 1,000 gpm; 1,500 gpm; 1,750 gpm; for a total of 4,250 gpm, or 6 ragd if all are running. The 16-inch pipeline would take th,, flow and have capability for more if necessary. This pump selection will give flexibility and stand-by in event of mechanical failure and meet the range of system demand experienced from the winter lou to summer high. No consider+.tion is given here to the pumps necessary for the area immediately surrounding and to the south of Talbot reservoirs which will require addiJ onal pumps and mai,.s. i To this point fire requirements have not been considered. STORAGE REQUIREI'TNTS Reservoir storage is normally based upon the sum of three requirements: a. Operating storage necessary to make up the difference between the peak demand, usually occurring between 6:00 a.m. and 10:00 p.m., and the 24-hour supply capability; b. Water rr ;uired to fight a major fire; and C. Storage sufficient to meet the average daily demand during an outage of the largest single supply source (worst major breakdown). OPERATING STORAGE This is the depletion of storage to be expected during the period of greatest demand on the maximum day. It will be dependent upon pumping capacity and setting of the supervisory controls selecting the pumps. -4- FiRE STORAGE The Rolling Hills ground level reservoir area will contain 4,20o persons when fully built up and the Rating Bureau requirereent for this population is 2,250 gpm for 9 hours or 1.20 million gallons. The elevated tank area will contain 5,WO persons with a fire fighting requirement of 2,500 gpm for 9 hours or 1.35 million gallons. It should be realized that it is nut always economically feasible to provide the storage capacity indicated by Rating Bureau standards. WORST MAJOR BREAM14N For the gound level area the worst major breakdown would be a failure of the 16-inch rain from Talbot pump station to Rolling Hills. It is assumed that this could be repaired within twenty-four hours and storage at Rolling Hills would have to be sufficient to meet the average day demand for both the reservoir and the tank areas or 1.85 million gallons, For th tank area alone failure of the pumps to the tank would be 'ne worst Major brea'.down. Two pwnps are recoinended, of capacities detenninid below, with a staniby driver on the larger in the event of an electrical parer outage. A mechanical failure of the larger pump would leave the smaller in service. CAPACITY OF ROLL P;G HILLS OROMD LEVEL RESERVOIR The capacity of this reservoir should have regard to the following: Operating - ground level reservoir say 0.40 mg - elevated tank say 0.05 mg Total average day demand IAA mg Fire in elevated tank area 1;35 mg (reservoir area is less at 1.20 ng) TOTAL STORAGE 3.65 mg -'S- The ground level reservoir and elevated tank will both contribute to this "ideal" capacity. ROLLING HILLS PUMP STATION The maximum day demand in the elevated tank area is ccxnputed to be 2.16 mg. For a 16-hour operation pump capacity will be 2,250 gpm and the average day would require 1,125 gpm for 16-hour operation. It is recommended that two pumps be installed with provision for a third, and tkat the larger have a standby engine for use in the event of electrical power failure. Subject to reviewing fire fighting requirements, the pumps would be 7,000 gpm and 1,500 gpm respec'ively. FIRE STORM With a population of 5,800 persons iu the elevated tank area fire flm� of 2,500 gpm for 9 hours or a total volume of 1.35 mg is required. By normal standards operating storage of, say, 0.05 mg and average day dema.! d of 1.08 mg is also required for a total of 2.48 mg, It is not economically feasible to provide thi; volume of elevated storage. ELEVATED IV' CAPACITY Assuming an elevated tank capacity of 300,000 gallons with two pumps at 2,500 gpm total and no breakdown, the total volume of water available over a 9-hour period would be 1.65 mg with no storage remaining. Storage of 300,000 gallons represents a flow of 2,500 gpm for two hours, and this should ", sufficient to fight a major fire in apartment blocks or houses in tb- sated tank area. -6- Even with the smaller pump out of service due to an electric power failure, the larger would provide over 1,500 gpm at the lower head against which it would operate. This pump would have to be manually started because a fully automatic ,system is believed not justified. The average 24-hour rate of demand for the average day in the elevated tank area is 750 gpm so additional water would be available for fire fighting beyond the volume stored in the tank. It is recummended that tha elevated tank be 300,000 gallons capacity. SLOMRY The following recommendations are made: Talbot Pumps to Rolling Hills One each at 1,000 gpm; 1,500 gpm; 1,750 gpm. Capacity of fourth pump to be determined when needed. Ground Level Reservoir at Rolling Hills Capacity 3 million gallons. Layout for second of same capacity. Rolling Hills Pumps to Elevated Tank One each at 1,000 gpm; 1,500 gpm. Capacity of third pump to be determined whet needed. Elevated Tank Capacity 300,000 gallons. Height to complement existing Water District tank. Layout for second tank of same capacity. EXISTING TIFFANY PARK PU14PS The Tiffany Park pump station was provided by the developer in 1963 and was taken over by the City of Renton. The two pumps presently take water from the City of Seattle Cedar River pipelines and boost it to a closed system. The smaller pump runs continuously and the larger comes in on low discharge pressure and cuts out en low flow. It is oelieved that two impellers were taken off the smaller pump and the equipment now consists of: One 5-stage, 12 AC, 1,160 rpm pump with 25 hp electric motor One 4-stage, 14 AC, 1,175 rpm pump with 40 hp electric motor The performance curves of both pumps are on file, but the one for the smaller must be interpolated to allow for removal of two impellers. The nominal duty of the smaller is 350 gpm and the larger 700 gpm. A field test was attempted on 23 `larch 19G9, but a malfunction of the control equipment did not allow correct data to be uutained. The highest pressure in the Seattle pipelines is about 41 psi at pump station elevation of about 400. This pressure was recorded at 1:00 p.m. in cold, dry wea_her and lower pressure can be expected in sunmer. It is believed that the aydraulic level in the Seattle lines cannot drop below 455 or there would be no pressure in the lines over the highest ground at Tiffany. The maximum water surface of the proposed Rolling Hills elevated tank is 590 elevation. Pumping lift, excluding friction, would then be 135 feet under the worst conditions. The performance curve for the smaller pump, assuming only five impellers, indicates it should provide 300 gpm at 150 feet total head. The larger should give 700 gpm at the same head. -8- It appears therefore that the existing Tiffany Park pumps will pump water to the proposed elevated tank. However, it is recommended that the City write Pump, Pipe 6 Power in Portland to confirm the duty of these pumps. It is believed that firm installed the pumps and modified the smaller. Their records are excellent and the data should be readily available. RELOCATION OF EXISTING TIFFANY PARK PUMPS TO ROLLING HILLS ELEVATED TANK The ground level tank is not yet scheduled for construction, and the practical difficulties of maintaining the supply during relocation of the pumps would be considerable. In any event, the pumps would r�yuire overhaul before reinstallation. It has been shown that the existing pumps are too small to meet the system demands and fire requirements in the fully developed are;., but they will serve for some time to come in their present location although the area is developing quite rapidly. It is recommended that new pumps be purchased for Rolling Hills elevated tank and that the existing pumps be utilized in the proposed Talbot pump station to supply the south area if the duty is compatible. In view of the bids, we recommend that a 300,000-qallon tank be constructed. The tank will act as a pressure control for the area and the future ground storage as the fire protection, thus elimi- nating the necessity of a larger elevated tank. it is recommended that the low bidder, Pittsburgh-Ups Moines Steel Company of 6ellevue, Washington, be awarded the contract in the amount of One Hundred Forty-Five Thousand Eight Hundred Forty-Nine Dollars ($145,849.CO) plus state sales tax of $6,563.21, making a total award of One Hundred Fifty-Two Thousand Four Hundred Twelve Dollars and Twenty-One Cents ($152,412.21). The government manual sets forth an az:e7table method of computing deflection due to earthquake. our re"c3 is conservative in rela- tion to it since we consider only deflection of the reds in the tower. In looking over the 1962 CBaI paper, we find that they agree with our approach in many ways: 1) the period of vibration (formula 3) , 2) horizontal components of rod loads (formula 4) , 3) deflection of the tower (formula 5) and 4) the highest stressed panel is parallel to the direction of force and the force in this panel is the total load divided by half the number of co?•_.ns (appendix 2) . Where we disagree is the assumption t:-.at moment resistance of the column connection to the shell upsets zhe deflection. Design is based upon all connections being pinre°. If CB&I follows their procedure, then they must design their columns for combined axial and bending, which complicates the tcr�er design. It also follows, if columns are resisting horizontal r_:enent, that the rods and struts will be carrying less. Therefore they will be s�mallcr and Castigliano's deflection will increase •:hich will change everything. Our method of tower calculation has b=en used and accepted by the trade over many years. It is our contention that the design cmputations should reflect as nearly as possible the conditions that will apply in the field. The columns supoortinc the tank will absorb a portion of the lotoral earthquake load in bending due to the imposed and restraints at the tank shell and culwn footings which will change the period of oscillation of the tank from the idealized structure assuminq all pinned connection. Before we can approve the shop drawings, we must be satisfied that the tank and its supporting stricture has been desioned to meet the conditions which will anpiy in service. Encl^cad is a set of stamped shop drawings whim indicates only two changes. One Is that weld inspection is to be by radiograph and the other is that the welding rod designation on the valuing table for column splices should be changed to conform to the note an the tower column drawing. The stamped drawings are baing returned to yuu wader General Conditions Article C-7. It is the Contractors responsibility to schedule and proceed with the work after the shop drawings have beer, dwecked and returned to the Contractor. A problem w1%v the tower legs still h•s to be resolved prior td erection of the tank. Mr, wenolandt indicated that the tower legs were manufactured to AN 5L A52 specification but were rejected for some unknown reason. We "Ill approve the tower legs if we receive certification that the rejection aces not effect the structural capacity of the column and it exceeds the requirements set forth in AWWA D-1D0. We call to your attentior the following information and data regarding your statement that our claims are unfounded. 1. We received, August 25, 1969. your letter of August 22. 1969 stating Cornell, Howland, Hayes and Merryfleid could not approve drawings of the tower. The tower demon also affected the foundation design as you stated the steel column to concrete foundation pedestal must also include moment resistance. On August 25, 1969 we checked the progress of foundation construction and on August 29, 1969 talked with your Mr. Michael F. Hamilton br phone. Mr. Hamilton stated foundation approval was based on future rH?" tower design acceptance. Later, On August 26, 1060 we tr :ked further with your Mr. Hamilton and Mr. Frickson who stated that design with moment resistance by the foundations wan the only approach.
