Street Pump Stati all as more specifically described hereinhelo:a, un, Article 2. The specific services which the ENGINEER agrees to furnish'* are as follo.as: A. DCSiC!;s I. Prepare complete general and detailed plans and srecifications for construction and detailed estimates of cost. 2. Obtain approval of the plans and r•.e cations from the ash- specifi 'e' ingten State Departrt of Health, and agencies as may have J•irisdiction, other State 3. Prepare fours for construction Propasals, advertise!ents CITY. ,con- ion -Intracts and bonds, subject to tha approval of the CITY, B. SUPERViS!0#1 OF CO!!STPUCTiON I. Furnish sufficient copies of plans and specifications for ob- taining bids and for the construction, 2, Receive and tabulate construction arelor materials proposals; report the results to the CITY; and assist to a,.-ardtng the contracts fer construction and/or materials. 3. Peet with representatives of the CITY when requested and necessary for consulation or conferences. 4. Furnish general supervision of the contractor (s) work by making periodic visits to the site to observe the progress and quality of the executed work and to detenine in general if the work is proceeding it accordance with the Contract Documents. On the basis of the on-site obser- vations, the EtIGINEEP, will infom the CITY against defects and deficiencies in the work, of the contractor, and may disapprove work as failing to conform to the Contract Documents. This general supervision of the construction will not relieve the construction contractor from nain- taining full responsibility for the techniques and se- quences of construction, the safety precautions incident thereto, and for performing the construction work in accordance with the Contract Documents (the general sup- ervision by the EDGICEEP is to be distinguished from and does not include supervision by a Resident inspector). 5. Prepare monthly progress Pay estimates on the wow.., and submit same to the CITY for approval and payment, 6. Make a final inspection of the construction jointly with representatives Of the CITY and submit a final report to the CITY upon which final settlement and termination of the construction contracts can be based. 7. Submit to the CITY, upon co�•Pletion of the work, two complete sets of plans of the work as it is finally constructed. 8. Submit to the CiTY, upon completion of the Pump station, a recommendation of acceptance of the construction. C. FIELD WORK I. Supervise the construction of the pump station and furnisn the personnel and equipment required to obtain fielu in- formation necessary to recommend acceptance of the mechanical and electrical equipment. 2. Provide miscellaneous services, not stipulated elsewhere in this Agreement, when requested by the CiTY. Article 3. As consideration for providing engineering services, the CITY agrees to pay the r1:GidEEP as follcrs: A. For the services enumerated in Articles 2-A, 2-6-1, and 2-8-2, a fixed lump sum fee of 54,500.CO. B. For the services enumerated in Articles 2-11-3 through 2-13-9 and Article C, the amount of the ENGINEER'S Payroll Costs (as defined in Article 5-A) expended for the services, plus sixty percent of such Payroll Costs for general overhead, plus twenty-five. percent (25%) for fee, Plus direct expenses in connection therewith, including mileage at the rate of ten cents (S0.10) per mile. It is estimates that the maximum fee for these services will not exceed S4,000.00. Article 4. Payment of the fees to the EfIGiIIEER as provided for in Article 3 is to be r i as follows: A. Within twenty-five (25) days after the last day of each month, during which engineering services as prescribed in Articles 2-A, 2-B-1, and 2-B-2 have been in progress, the ENGINEER's estimate of the value of the work accomplished by the ENGINEER during the month, except the total of such monthly payments shall not exceed ninety percent (90P;) of the applicable lump sum amount prescribed in Article 3-A. Within thirty (30) days after co-,pletion of all services provided under Articles 2-A, 2-11-1, and 2-B-2, the applicable lump sum amount logs the monthly payments previously made to the ENGiREER. D. VI:thin twenty-five, (25) days after toe last day of each month during which engineering services eseribcd in Articles 2-8-3 through 2-B-0. and Article C save bc, irovided, the ENGINEER'S estimate of the value of the services rendered during the month. Article S. It is further mutually agreed by the parties hereto: A. That the ENGINEER'S Payroll Costs are defined as the amount of the wages or salaries of the ENGINEER'S employees working on the project, plus fifteen percent (154") of such wages or salaries to cover all taxes, contributions, and insurance premiums measured by or applicable to such wages or salaries, such as, but not limited to, workmen's compensation insurance, public liability and property damage insurance, social security, Stan and federal unemployment compensation insurance, medical-hospital insurance, salary continuation insurance, and pro rata allot,ances for vacation, sick leave, and holiday pay. B. That if payment of said fees and charges or any portion thereof is not made within the period specified in Article 4 above, without cause to the City interest on the unpaid balance thereof will accrue at the rate of six and one-half percent (6-1/21) per annum and becase due and payable at the time said overdue payments are made. C. The CITY reserves the right to furnish the field survey personnel which oay be required for design information or assistance in staking or inspection of construction. D. That the C1IY may at any time suspend or abandon any portion of the improvements designed or specified by the ENGINEER, and the CITY shall pay the ENGINEER for the services rendered for such suspended or abandoned work up to the time of suspension or abandonr)ent, the payment to be based insofar as possible on the schedule of fees as established in this Agreement, or, where the Agreement cannot be applied, the basis shall be the amount of the ENGINEER'S Payroll Costs (as defined in Article S-A) expended for such services, plus one hundred percent (100,S) thereof, plus out-of-pocket expenses, E. That the CITY shall pay for advertisements for bids, building or other perm;ts, licenses, etc., as may be required by local, State, or Federal authorities and shall secure the necessary land, easements, and rights-of-way. F. That insofar as the work under this Agreement may rLqui- e, thr CITY shall Furnish the EMBER existing maps, field survey data, and Other surveys presently available or required for the work. G. That if the enoineering wort: coverer.' in this agreement has not been tompleted on or after the expiration of a three-(3) year period from the date of execution of this Agreement, the CITY or ENGINEER may, at the option of either, on written notice, request a renegotiation of Article 3 to allot for changes in the cost of services. Such new schedule Of toaponsation is to apply only to work performed by the ENGINEER after delivery date of such written notice. In the event the CITY and ENGINEER cannot agree on a revised schedule of compensation, each shall select an arbitrator for that purpose, and the two so selected shall choose a third arbitrator. The compensation as determined by the three arbitrators or a majority of them shall then tocon•.e the basis of compensation to be paid the ENGINEER for work performed after the delivery of the notice herein provided. 11. That this Agreement is subject to revision by the ENGINEER if it has not been executed by the CITY by March 1, 19C9. 1. That this Agreement is to be binding on the heirs, successors, and assigns of the parties hereto and is not to be assigned by either party without first obtaining the written consent of the nther. Article 6. The ENGINEER agrees to commence work on the design and contract documents within two r.-eeks after authorization to proceed and said design and documents shall be completed within eight (8) weeks thereafter. We propose a station with two pumps installed immediately to assist the Hiqhlands pump station, with provision for a third pump at a future date if development in the area requires it. Pump performance criteria would assume all elevated tank at 4th N. and 132nd S. L. as proposed under construction Item No. 10 of our 1965 water report. The station would be brick, to match the lame building near the site, with a flat concrtte roof and no overhang. A decision to match the trim of the existing building can be made later. Brick pilasters would be included to improve the appearance of the station. The contrefa floor would be on grade with piping above the floor slab. A small room partitioned off from the pump room would be included to house the electrical transformers and other Power Company equipment. Supervisory control equipment would be handled as for Well No, 8 and Mt. Olivet Station, with space only provided under our contract. The proposed en0 neenl,9 contract is modelled on the current one for Well No. 8 Pump Station and specifies a lump sum fee of S4,500,00 for design with supervision of construction on a payroll and expenses basis not to exceed $4,000.00. We feel the design fee is reasonable for a station of the type contemplated, based on experience with Mt. Olivet and Well No. 8 at Renton and others we have designed for other clients. We estimate that the supervision of construction charges for Well No. 8 Pump Station will be approximately $3,000.00 by the time field tests are run, as-built drawings are prepared, and an operation manual compiled. It should therefore be possible to complete supervision of 'M' Street Station for S4,000.00 for a more complex station. There are three alternate methods by which service can be provided to the site: 1. Primary service to a customer-owned inside transformer vault. (Vault specifications attached.) Installation cost, excluding transfn, :rs $1,500 Transformer purchase price 2,000 2. Primary service to a ped,nounted transformer including a switch for fusing. Installation cost, excluding transformer $2,600 Transformer purchase price 2.500 3. Primary service to a total under ground transforr.:cr vault. Installation cost, excluding transformers $3,000 Transformer purchase price 2,000 The above cost figures are opprroxlmate and are not to be used as eAact quotations. Based upon these cost figures, we would recommend utilizing the total underground vault and transformers, The City may take service under the terms and conditions of either our Primary Rate Schedule 40 or our Secondary Rate Schedule 30. (Copies attached,) Rate Schedule 40 generally provides a considerable rate advantage to the cust- omer. The rate difference can be determined if the pump hours cen be esti- mated. Under the terms and conditions of Primary Rate Schedule 40 the City may provide their own transformers or lease them from Puget. The metering should be accomplished by secondary metering located at the building. In this case, for the projected 225 kva transformer capacity, the amount of loss added would be 5 kilowatts demand and 3,650 kilowatt hours per month. If the City takes service under our Rate Schedule 30, Puget provides the above mentioned transformer at no charge, Metering must Sc accomplished secondarily and transformer losses would not be added. It appears that a total underground transformer vault will be the least expensife method of providing electric service to the station and should be most acceptable aesthetically. We, therefore, reconrend Alternate No. 3. The pump station has been located in the northwest corner of the area owned by the City and the transformer vault will be close to the east side of the building which is 18 feet wide. We are planning for the meterino facilities to be outside and at the east end of the north wall of the building. In order to select the most favorable power schedule for the station it is suggested that reference be made to the operating hours of the Highlands elevated tank Pumps. The new station will be sharing the duty of that station and the total volume of water pumped is not expected to increase rapidly but should show a gradual increase. The existing pumps at Highlands are 1,500 gpm, 600 gpm and 600 gpm capacity and the "M" Street pump will be 1,500 gpm, and 1,000 gpm for the initial construction. It is suggested that further negotiations with ,ne Power Company be con- ducted by your staff, but we will be happy to assist `f you so desire. The instruments now serving this reservoir (which was installed in 1960) will be updated and the necessary installations will be made to receive 1-11e signals at the Water Shop from the new pumps. Transmission of signals from the water Shop to the PW Station to start and stop one (1) to three j3) pumpa. The four water level points of the Highlands ground level reservoir will be correlated into the transmission signals and will be added to your present Patchboard located at the Water Shop. Pump submittal data were received from each of the manufacturers whose pumps were bid. Signed addenda and bid bonds were received from all bidders. The low bid for the complete project, including the two pumps and motors, was submitted by Venture Construction Company of Auburn based on Byron-Jackson pumps which are acceptable. Their proposal included only pumps by Byron-Jackson aria not those of any other manufacturer. In our view this might legally be con- strued as an informality which, in any event, we feel the City has the discretion to waive under the terms of the contract documents, both by referer,e to the Advertisement for Bids and Paragraph 13 of the Information for B1u,.ers. Venture Construction Compan,• was the contractor for Mt. Olivet Pump Station and Well No. 8 Pump Station, and is capable of performing the proposed work. We recommend that the contract be awarded to Venture Construction Company in the amount of Forty-One Thousand Twent,,-Six and iU/100 Dollars !S41,026.;0) inclusive of State Sales Tax. Per your request, we have instructed the contractor to install additional wires to the existing meter from the existing control equipment which has been completed. The cost on the installation of the wires mentioned above was S125.00, which also inCILaed moving the heater. The letter from Hersey-Sparling Meter Company indir.ates that the price change for the additional transmitting meter head is $150. This also includes changing the totalizer head from a range of zero to 6,000 gPrr to a range of zero to 4,500 gpm+ This change will be done at no additional cost. Therefore, we recommend that the pump station be accepted as of 2 December 1969 and that the one-year guarantee (G« anal Condi.ions Article D-14) cormence as of that date. The Contract completion date of the project was 15 July 1969. The Pump station was first tested on 23 Auaast 196o and equipment problems were discovered. The City had use of the station as of that time. The Contractor wrote a letter dated 21 July 1963 indicatinq that a delay in valve delivery wou'd delay the completion. A further delay from 26 August to 2 December was caused ty the delay in acquiring the necessary electrical equipment to correct the equipment foblems. Since the first delay was caused at no fault of the Contractor and the City had use of the pump station durtn❑ the second delay, we are reconmendin, that the 550.00 per day penalty be waived. 6, have prepared below 'he final pay estimate for the fur'p station and have included Change 0^der No. 1 in the estimate.
