As a follow-up to our recent meeting, we had an
excellent discussion yesterday with the Mayor and *�I
Wyman Houk regarding the question of annexing our
property Into the City of Renton.
As a part of making a decision, we would formally
like to request from your department an estimate
of costs to tie into Renton City Water. As you will
recall , we made a rough approximation that we were
some 500+ feet from the end of the existing line.
We would like to have that confirmed, and an idea
of what our costs would be to extend the line. In
discussing the question further here, I find our meter
point of entry may be further up the hill than what
we indicated to you on the map.
We have asked for advice from our insurance, company
to determine whether or not the pressure differential
would be a problem. It has been suggested that we
cenduet some tests at Metro, which we will handle.

Dear Ron:
During the past months Container Corporation of America has
been involved in obtaining the necessary information and cost
estimates to connect our plant, located at 7000 South 143rd
St. , to the City of Renton, Water Sup�.ly.
Container Corporation of America now has the necessary capital
available to proceed with the tie in and requeste water service
from the City of Renton. Our present requirements for water
are a minimum of 1,840 gallons per minute at 68 psi residual
pressure at plant grade.
In _eference to your letter of August 15, 1972, the total cost e
for Late Comers Agreement is $11,215.00. An additiorna. sum of
$10,026.00 is to pay one half the cost of the main installation
in front of the South portion of our property. This is a total
sum of $9' ,241..00 due the City of Renton plus meter charges at
the time of tie in. There could be an additional sum due at
some future date to pay ne more than one half the cost of the
City of Reuton's mai❑ extension in front of the North portion of
our property if and when the main is extended.
We request your department, and tts City of Renton, to proceed
as fast as possible to be in a position to furnish us with our .
water requirements. We also request a response ',y November 15,
1972 as to when you will be in a position to meet our requirements.

5. 4 Scope Document Defined:
Scope Document - The drawings and specifications indicate the
general scope of the project in terms of architectural design concept, the
dimensions of the building, the major architectural elements and the
type of structural, mechanical and electrical systems. As scope documents
the drawings and specifications do not necessarily indicate or describe all
the work required for full performance and completion of the requirements of
the Contract Documents. On the basis of the general scope indicated or
described, the contractor shall furnish all items required r-.r the proper
execution and completion of the work. Decisions of the c.orportte architect
or his designated representative as to the items of work included within the
scope of this document shall be final and binding.
5. 5 Guarantee:
Upon completion of the work and acceptance by the Owner, the
contractor shall provide a writte-i guarantee for one year.

The site of the work is Lhe existing Folding Carton Plant, 7000 South
143rd Street, Renton, Washington.
5. 2 Scope, and Description of Work:
The contractor shall furnish all material, labor, tools, scaffolding,
transportation, equipment, plant, machinery, six, ilies, insurance, permits,
taxes, fees, supervision, contributions, and all ot, r facilities and services
necessary to replace the water mains at the Folding Carton Plait, 700 South
143rd Street, Renton, Washington, in accordance with the contract documents.

(2) The following coverages must be included for the Comprehensive
Central Liability limits set forth above:
a. Contractors Protective Liability Insurance.
b. Completed operations or Product Liability Coverage.

The ewner will procure and pay for fire insurance with extended coverage,
with the exception of those iten a referred to as construction equipment
which may be used on the sit• , the capital value of which is not included
in the work, i. e. , tools, apparatus, machinery, scaffolding, etc. , for

7. Performance Bond:
Simultaneously with the signing of the contract, the successful
bidder may be required to deliver to the Owner an executed bond
in the amount of one hundred per centum (1005o) of the contract
amount, as security for the faithful performance of the contract,
protection against liens, and the payment of all obligations arising
therefrom in such form as the Owner may prescribe. The Owner
will pay all premiums in connection therewith, separate from the
contract.
8. Form of Agreement:
The successful bidder will be required to execute a construction
contract in the form prescribed by CCA.

10. Financial Statement:

own investigation he has satisfied hirnself as to the nature and
location of the work, the general and local conditions, and all
matters which may in any way affect the work or its performance,
and that as a result of such examination and investigation he fully
understands the intent and purpose of the documents and conditions
of bidding. Claims for additional compensation and/or extensions
of time because of the Contractor's failure, to follow the foregoing
procedure and to familiarize himself with the Contract Documents

Should a bidder find discrepancies in, or omissions from the
drawings or specifications, or should he be in doubt as to their

4. Bidders Expense:
All costs and expense incurred by bidders in preparing and submitting
bids for this work are to be borne by them, with no expense incurring
to the Owner.
5. Permits, Fees, Taxes, Licenses:
All permits, fees, taxes, and licenses required for the work of tl+is
contract shall be obtained and paid for by the Contractor and pain
for by the Contractor and the cost for the same and all other fees shall
be included in the bid.
6. Escalation;
All prices quoted must represent the entire cost in accordance with
the building documents and no subsequent claim will be recognized for
any increase in wage scales, material prices, taxes, cost indexes, or
any other rates affecting the construction industry and/or this project.

3 . Container Corporation shall pay unto the City the sum of
Six Thousand Six Hundred and Eighty .wo Dollars and Fifty Cents,
1'$6,682 .10) , being the sum due unde• the aforementioned latecomer's

portion of the existing water main within Monster Road abutting the
property of Container Corporation, as shown in hlue on Exhibit "A"
attached.
4. Container Corporation shall pay unto the City the sum of
Four Thousand Four Hundred and S.-ty Eight Dollars, (54 ,468 .00) ,
being the sum due under the aforementioned latecomer's agreement with
the Municipality of Metropolitan Seattle . as to that portion of the
existing water main within Monster Road abutting the property of
"ontainer Corporation, as shown in green on Exhibit "A" attached. yT.
5. Payments due under the terms of paragraphs .3 and 4 above
shall be made to the City of Renton for cransmittal to the King County
Department of Public Works and the Municipality of Metropolitan Seattle
respectively, at such time as a physical tie in to the Penton water
system is effected and/or a meter application is submitted by Container t
Corporation to the City of Renton.
6. Container Corporation shall be obligated to pay a share
of the cost of future installation of the water line within Monster
Road as it abuts the northwesterly portion of the property of Container
Corporation, for a distance of some 335 feet, as -,hown in orange on
Exhibit "A" attached. Such share shall be in the sum of one-half,(1/2) ,
of the actual cost per lineal foot of such installation, and shall be
payable by Container Corporation to the City of Renton within thirty
(30) da,s from the date of its receipt from the City of Renton of a

WHEREAS, Container Corporation is unable to directly handle 1'=•

construction and installation of the water main extension; and it is �y
in the best interests of the City that such work be done under its roe {
direction and supervision; and
WHERFAS, the extension of said water main is in the public
interest and in furtherance of public he .lth and safety; and
WHEREAS, it is necessary that in the future he City's water

main be extended within Monster Road as it abuts the northwesterly
portion of the property of Container Corporation, as shown in orange
on Exhibit "A" attached;
NOW THEREFORE, it is hereby agreed and covenanted by and
between the aforesaid parties as follows :
1. The City shall cause to have installed a 12-inch cast
iron water main for a distance of 1,254 lineal feet within the right
of way of Monster Road as it abuts the property of Container Corpora-
tion, as shown in red on Exhibit "A" attached, which installation shall j
be completed on or before the Est day of C )jbb ,r , 1973.
2. Container Corporation shall pay unto the City the sum
of Eleven Thousand Two Hundred and Eighty Six Dollars , (S11 ,286.00) ,
being at the rate of Nine Dollars, ($9.00) , a lineal foot , as its full
share of the cost of such installation. Said sum shall be paid unto
the City within thirty (30) days from the date of its receipt from
the City of Renton of a copy of the written notice issued by the City
to it. contractor to proceed with commencement of the installation.
In addition, Container Corporation shall be responsible for the cost
of any and all meter installations and cross connection control device
by Container Corporation,
systems required,/both as to domestic use and for fire protection.

tion of the State of Washington, hereinafter referred to as "City" And
CONTAINER CORPORATION OF AMERICA, a corporation, hereinafter referred
to as "Container Corporation";
W I T N E S S E I H:
WHEREAS, Container Corporation is presently the owner and °
user of certain real property abutting Monster Road in the City of
Renton, which property is outlined in black on that certain map
attached hereto marked Exhibit "A" , and thereby made a part hereof; and
WHEREAS, Container Corporation desires to connect to the water
system of the City of Renton; and
WHEREAS, there is an existing water line within Monster Road
abutting a portion of the ownership of Container Corporation, as shown
in blue on Exhibit "A" attached , which line was installed by the City
of Renton under a latecomer's agreement with the King County Department
of Public Works dated March 1 , 1972 (CAG 1940-72) ; and
WHEREAS, there is an existing water line within Monster Road
abutting a portion �f the ownership of Container Corporation, as shown
in green on Exhibit "A" attached, which line was installed by the City
of Renton under a latecomer's , reement with the Municipality of
Metropolitan Seattle dated March E , 1972 (CAG 1944-72) ; and
WHFREAu, it is necessary to provide a new water service to
the plant located on the property of Container Corporation, which will
require the further installation o` a water line within Monster Road
abutting the property of Container Corporation, which extension is

Our 10" B2 has been given conditional approval by the State
of Washington. Final approval ,.ill be given after one year's
service.
The City of Seattle, who has been authorised by the State of
Washington, +ill make monthly tests on the assembly. rf the
assembly malfunctions during this period, it +ill be replaced
by a Double Check Valve Assembly fully approved by the State
of Washington, at no additional cost or obligation to the City
of Renton or Container Corporation of America.

After further inhouse review, we have now decided to pursue the suggestions of the
City of Renton relative to our underground fire service. In view of that, we are
attaching it marked up copy of your drawing No. ME-1 datrd 1/26/79 that reflects the
proposed chz..ge ir. the underground flr^ Iloe service. It is r+quested that the
contractor advise promptly with a cost proposal to cover this change for our Im-
mediate decis'on.
In order to expedite this Input, we are sending a copy of this letter directly to
the contractor, Crer. Construction Company, and his mechanical subcontractor, St. Platz
Mechanics:, so that this can be immediately evaluated. The contractor should also co-
orr" iata with Mr. Ronald L. Olson of Renton (his phone number Is 235-2631) on the
specific Renton requirements relative to the Incoming underground pit.
By the way, our order of magniture cf estimate, without a detailed take-off, Indicates
