CAST 11tCN PIPE
Cast iron pipe 40 thru 12" shall conform to ASA Specification A21.6-1962 (AV&
clo6-62) and/or A21.8-1962 (Awa ci.0-62) and shall be thickness Class 22
designed to ASA Specification A21..1 metPad of design using a modulus of rupture
of 45,000 PSI and a tensile strength -A 21,000 PSI, The cast iron pipe shall
be designed for a working pressure 0 thru Y O PSI for laying condition B and
5 feet of cover.
14" thru 2L" cast iron pipe shall conform to the above specifications except
designed for working pressure 0 thru 200 PSI, and 24" pipe shall be thickness
class 2).
A11 cast iron pipe shall be cement lined and sealed in accordance with ASA
Specification A21.4-1964 (AWL C104-64), 4" thru 12" pipe shall be 1/16 "
cemenC lined and 14" thru 24" pipe shall be 3/32" cement lined.
The pipe joints shall conform tc ASA Specification A21.11-1964 (AWWA C111A)• !
Pips joints shall be Push-On and/or Mechanical as required by the Bid Proposal

DUCTILE IRON PIPE
Ductile Iron Pipe shell conform to ASA Spactfication A21.51-1965 (AWWA C151-65)
Grade 6o-42-10.
Ductile Iron Pipe stall be cement lined and sealed to accordance with ASA
Specification A21.4-1964(AWWA Cl%-64), 4" thr-u 12" pipe shall to 1/16" cement
lined and IL" thru 24" pipe shall be 3/32" cement lined.
The pipe joints shall conform to ASA Specification A21.11-1964 (AWiIA C111 -0•

CITY OF RENTON SPECIFICATIONS
PIPE FITTINGS
Cast Iron pipe fittings 4" thru 12" shall be Class 250, and 14" thru 24"
shall be Class 150, as per A.SA Specification A21.10-1964 (AWWA C110-64).
Joints for fittings shall be Mechanical Joint as per ASA Specification
A21.11-1964 (AWWA C111-64).
The above shall hold true unless called out otherwise on the plans or in
the Bid Proposal.

GATE VALVyl ( 3" thru 12" )
Gate valves shall be cast iron body, nor-rising atom, full bronze mounted
With double dine gates. All valves shall ye designed for a minimum water
operating pressure of two hundred (200) ;kinds per square inch and shall
conform to AWWA Specification C-500-61 aid any subsequent modification there-
of. Each valve shall be "O" ring type, provided with a standard square
operating nut, and shall open by turning :ounter clockwise (left). The valves
shall be IOWA List 14, or Mueller A-2380.
GATE VALVES (14" thru 24e) � of
Gate valves shall be of tensile strength cirs•, iron, non-rasing stem, full
bronze mounted with double disc gates. All valves shall be designed for a
minimum water operating pressure of one hundred fifty (150) pounds per
square inch and shall conform to AWWA Speci"ication C-500-61, and any subsequent
modification thereof.
The gate valves shall be for horizontal installation on horizontal pipe. The 4
valves shall be equipaed with bypass valves, enclosed bevel gecsi.ng and grease .,
case, tracks, rollers, Scrappers, and a stanita.rd square operating nut which
shall open by turnim? counter clockwise (left)
The bypass valves shall conform to the specif.cationa for 3" thru 12" Gate

directly or indirectly employed by either of them.
The minimum policy limits of such insurance shall be as follows,
Bodily injury liability coverage with limits of not le;s than 5100,000 for

that operates the Griffin Home at 10198 ..aka Washington
Boulevard North, Renton, Washington.
As you knw,our organization ass Veen caring for oepend-
eut tear-aye boys at our residences for the last nurber of years
and we have been able to do this largely by reason of the con-
tributions of generous individuals, service clubs and others to
our work.
In order to accomplish the construction of a new hole for
ten boys, we must construct A now water again and fire hydrants
along Lake Washington Houlevbrd, but we nowt your assistance it
order to accomplish this project.
First, w• would like to have you issue your usual fore
"Late Comers" Agreement, hopefully,for a ten-year period.for a
good portion of the 1400 feet of water line to oa constructed
will benefit properties other than ours.
Next, as I understand it, the City is willing to pay for
the o0st of the line over the 1-inah diameter required, far your
City Engineering Department has requested the over-size line for
future Una.
Finally, we wonder if you could bear r half of "a cost

that operates the Griffin Nome at 1,0198 Lake Washington
Boulevard North, Penton, Washington.
As you know,our organization has been caring for depend-
ent teen-age boys at our residences for the last number of yeas
and we have been able to do this largely by reasrn of the con-
tributions of generous individuals, service clubs and &hers to
our work.
In order to accomplish the construction of a new home for
ten boys, we must construct a new water main and fire hydrants
along Lake Washington Boulevard, but we need your assistance in t '
order to accomplish this project.
First, we would like to have you issue your usual fora
"Lane Comers" Agreement, hopefully,for a ten-year period,for a

Next, as I understand it, the City is willing to pay for

We would appreciate the "Latecomers Agreement" being for
the maximum period allowed by your City Ordinance.

In order that the building permit may be issued
before the line is constructed, this letter will serve to
state the willingness of Friends of Youth, Inc, to pay its
propex cost of the line.
As I understand it, the line will be designed t,.
run the entire width of the property of Friends of Youth, Inc. ,
but we will not be asked to construct the most southerly
approximate 250 feet of the line until a later date when
development in the area gives reason for the extension of
the line in a southerly direction.
Please see that we receive your form of "Latecomers
Agrr-,ement" and any other papers that we must sign in order to
expedite the issuing of the building permit.
If the above improperly states any understandings
you have reached with our architect or other representative
of our corporation, please let me know so that these matters
can be clarified.

I am writing you this letter on behalf of my client,
Friends of Youth, Inc. , which now contemplates the construction
of t new home at property commonly known as 10198 Lake Washington
Boulevarl S. E. , Renton, Washington.
In the process of securing a building permit for the
constru^tion of this facility, our architects, Mithun and Associates,
have informed me that your department has requested that we con-
struct a new water main and fire hydrant to give additional fire
protection fur the property.
As I understand it, your department is now drawing
the plans and specifications for this line, which will be approx-
imately 1400 feet in length.
Our organization has been asked to pay a portion of
the cost of this line which will probably be designed for a
larger diameter line than required for our property for the
future development of adjacent properties owned by others.
Because this water line will cross property of other
owners who, at a later date, will probably request water service
from the line, we feel that a portion of the expense of Friends
of Youth, Inc. in the construction should be recovered from these
other property owners when they request water service from the line.
For this reason, we request of the City an agreement
under the provisions of the "Municipal Water and Sewer Facilities
Act" as provided in your Ordinance No. 2434, adopted in September,
1968.

City Clerk 's Cffice , Renton Municipal Building, until 2:00 p.m. Wednesday,

At this time the bids will he publicly opened and read after which the bids

In response to your letter of July 23, 1969,
I am enclosing the following instruments:
1. Check made payable to the City of Renton
in the amount of $13,238.90 from Friends of Youth, Inc.
2. Your copy of Late-Comers Agreement executed
by proper representatives of Friends of Youth, Inc. and
notarized.
Pursuant to my telephone conversation with Mr.
Jack Wilson of your office on July 25, 1969, I have

verified that the street names referred to page 1 of the
Agreement are new and replace the older names on Exhibit
"A" attached to the agreement, but basically the 12 inch
main in question is within the area surrounded by t',e dark
line on Exhibit "A".

Also, as discussed with Mr. Wilson, I have
inserted items on page 1 and 2 to reflect the City and
Friends of Youth sharing in the expense as outlined in
your letter of July 23, 1969 and the City Council action
of May 5, 1969.

9. The Contractor shall be required to maintain drainage from his excavations.
10. Snecial attention is directed to Section 73--.07D "Compaction of Backfill under Special -
Conditions". This section will apply to the backfill of this project.
11. Pavement Restoration-Asphaltic concrete pavement shall be wheel cut and removed with-
out damaging adjoining navement. No irregular edges will be permitted.
Asoha?'_ic concrete navement restoration shall be accomplished in the following
manner:
a. Remote the unner six inches of backi-11 and compact the trench with a vibratory
connector.
b. Place 4" of 5/8" minus crushed rock and compact with a connector.
c. Place 2" of Class "B" Asphaltic Concrete in a manner to conform to City R•quirementsl
All joints will he sealed with hot rsnholt liquid where asnhaltic cement is placed.
"Asphaltic Conc. ete Restoration" shall be paid for at the unit bid price per square
yard of trench which shall constitute complete compensation for Cutting, excavating,
disnosinp of material, furnishing and placing crushed rock and asphalt.

a. Temporary renairs shall be required in all intersections, as well as in the street
trench where deemed necessary by the City Engineer, with cold mix asphalt.
Where there is cement concrete pavement , cutting shall be accomplished by use of a
concrete saw. When the trench is ready for paving, remove the backfill to a depth
of the adjoininp navement and com,sct the trench with a vibratory compactor. Re-
pave the trench with a standard 6 sack mix with 2% Calcium Chloride added. If an
asphalt overlay exists the concrete cement will be brought to the grade of the
existing concrete cement and an overlay of Class "B" Asphalt shall be planed and
brought to existing grade.
"Cement Concrete Restoration" shall be noid for at the unit bid price nor square
yard of trench which shAil constitute complete compensation for excavation, cutting.

(5) The Contractor shall hold and save the City and its officers, agents, servants,
snd employees harmless from any and all liability of any nature or kind, including all
costs and legal expense incurr-d by reason of any work on the contract to be performed
hereunder, and for, or on account of any patented or unpatented invention, process,
Wicle or appliance manufactured for use in the performance of the contract, including
its use by the City, unless otherwise specifically stipulated in the contract
(6) Any notice from one party to the other party under the contract shall be in
writing and shall be dated and signed by the party giving such notice or by its duly
authorized representative of such party. Any such notice as heretofore specified shall
be given by personal delivery thereof or by depositing csme in the United States mail,
postage prepaid and registered.
(7) The Contractor shall commence performance of the contract on the 14

shill appear within the period of one (1) year from the date of final acceptance of the

defects as heretofore specified with reasonable promptness after discovery thereof.
(9) The Contractor and each sub-contractor, if any, shall submit to the City such
schedules of quantities and r,,sts, progress schedules, payrolls, reports, estimates,
records and miscellaneous data pertaining to the contract as may be requested by the
City from time to time.

(3) If the Contractor refuses or fails to prosecute the wort: or any part thereof,
with such diligence as will insure its completion within the }imp specified in this
contract, or any extension in writing thereof, or fails to complete said work within
such time, or if the Contractor shall a adjudged a bankrupt, or if he should make a
general assignment for the benefit of his creditors, or if a receiver shall he appointed
on account of the Contractor's insolvency, or if he or any of his sub-contractors should
violate any of the provisions of this contract, the City may then serve written notice '
upon him and his surety of its intention to terminate the contract, and unless within
ten (10) days after the serving of such notice, such violation or non-compliance of any

ditch or trench digger, power crane or shovel, grader, scraper, roller, well

equipment for highway work other than a concrete mixer of the mix-in-tranatt
type, vehicles required by law to carry a arterial license permitting limited use
on public highways, or farm tractor, trailer or semi-traile[) except while at

rection of the Assured.

a valid physical damage policy issued in the name of the Assured, either alone
or with others.
3. LIMIT OF LIABILITY: The Insurers' liability hereunder shall not exceed the
amount required to be void in settlement of claims and shall in no event exceed the
sum stated in the schedule in respect of all claims resulting from any one occur-
rence. The amount of ary expenses authorized by the Insurers in connection with
investigation, negotiation, defense and settlement shall be borne by the Insurers in
addition. Subject to the limit of liability any one occurrence, it is further pro-
vided that the aggregate limit of liability of the insurers under this Tnsurance
shall in no event exceed the am stated In the Schedule regardless of the msrber of

ance, such individual, firm or corporation shall be deemed an Assured under this �

7. CROSS LIABILITY. In the event of damage to or destruction of property belonging

for which another Assured is or way be held liable, then this Insurance shall cover

The Specifications to be followed for this project will be the ".Standard
Specifications for Municipal Public W.irks Construction" 1969, prepared
by the Washington State Chapter of the American Public Works Association
as adopted by the City of Renton.

SPECIAL PROVISIONS �
1. 'rho Contractor shall obtain and keen in force durin+ the term of the contract,
public liability and property damage i^surance in companies and in form to be
approved by the City. Said insuranc -hall provide coverage to the Contractor,
any subcontractor performing work provided by this contract, and the City. The
City shall he named as an additional insured on said policy insofar as the work
and obligations performed under the contract are concerned. The coverage so
nrovided shall protect against claims for personal injuries, including accidental
death, as well as claims for property damages which may arise from any act or
omission of the Contractor of the subcontractor, or by anyone directly or in-
directly emnloyed by either of them. ' .
the minimum policy limits of such insurance shall be as follows:
Bodily injury liability coverage with limits of not less than $100,000 for bodily 4
injury, including accidental death, to any one person, and subject to that limit
for each nerson, in an amount not less than $300,000 for each accident; and pro-
nerty damage coverage in an amount not less than $50,000 for each accident.
A cony of the insurance policy, together with a copy of the endorsement naming
the City as an additional insured, shall be provided to the City within a reasonable
time after receiving notice of award of contract.
The Contractor shall furnish the City with satisfactory proof of carriage of the
insurance required.
2. The Contractor shall furnish the City, a copy of the "Statement of Intent to Pay
Prevailing Wages on Public work Contracts". The nurraose is to provide evidence
of intent to comnly with the nrevailinp wave reuuirements of Chapter 39.12 RCW. '
3. 1he Contractor shall be responsible for notifying the Gas Company, Power Company,
and Telephone Company when he plans to start construction.
4. The price per lineal foot for furnishing and installing of Ductile Iron and Cast Iron
Pine shall include the costs for the installa.ion of all gate valves, fire hydrants, as
well as the costs foi furnishing and installing all fittings and necessary appurten-
ances. The price shall also include the costs for the required tunneling and the
costs of any restoration such as -elder repair, driveway replacement, etc. , to
their original condition, nrior nstruction.
S. The fire hydrant assemblies shall include 12" x 6" Tee (MJ x FL.), 6" Tee Gate Valve
(PL x MJ), approximately 7 L.F. of 6" C.1. Pipe for spool (PE x PE) 5" MVO Fire
hydrant (6" MJ Connection) , 9" x 4" C. I. Gate Valve Box, and 3/4" Shackle Rod
with accessories, extent where otherwise specified by the City Engineer.
6. City forces shall make all connections to existing water mains, except where other-
wise specified by the City Engineer.
7. The average .tenth of cover for the water main shall be 4.5 feet, and tho trench width
shall be no greater than 36".
S. All cost for disposing of excess and rejected material shall be absorbed in the unit
price bid for the furnishing and installing of select backfill. Contractor to supply
dianosal site.

Mr. Olson told me that we could cross the water-
line easement with the wlectric lines, television
lines, telephone lines, etc. , without getting
their permission, for it would not interfere with
the waterline and would be entirely on our property.

Enclosud herewith you will find the

Easement to City of Banton
for waterline which I just reccived.
I have stricken the word "sewer"
from the form of Easement sent to Lie Ly the
Renton Engineering Dopartment, for the City
hae decided to locate tam sewer line on an
alternate route outside of our property.
Back in 1969, Friends of Youth agreed
to sign the waterline easeswnt, at least so far
as the exit..ing waterline is concerned, as shown
on the enclosed map and when I talked with Xr.
Ronald 01eor by telepnane on August 20, 1970, he
:said that to extend the waterline eassmumt to
our east boundary would be helpful to us, for
than the city could, in the future, extend the
lines Out that would be without expense to triends
of Youth,

Re: Utility Easements through Griffin Mane Property
Gent leman:
Attached please find utility casement covering the watermain
constructed to the Griffin lama property In 1960. The" docteents should
be returned to this rffics when executed.
In view of the various delays and cooditlons imposed by the
Griffin Mori regarding the sanitary sewer easement previously requested,
the City has obtalned an alternate route thereby eliminating the rn•d for
sanitary sewer easement over the property.
If you have any quest!ons concerning this matter, please contact
Mr. Olson, a. Water Engineer, or myself.

main and a separate compound meter at the property line for their domestic service, which
is presently located off the fire main in their property.
