FOLLOWING
ACTION: City Water Department craws started installs ion of the new pipe
following the i:•vestigatian.
(Re: Pictures 33 and 34)
Work had been performed in the time period between April 11 and
April 27 when the final tie-in was male.
NOTE: Since this is one of the busiest intersections in t:,e City
the work went slower than estimated and the working hours
had to be restricted.

In the period up to April 25 the Street Department conducted the
necessary repair to streets and related s<ormlines.

The work also included cleanup of private property such as the
Motel's lawn, landscaped area and basement. This work included
providing some beauty bark and topsoil for restora�ion of e;cist-
inq landscaping.
NOTE: The work performed by City Forces in this connection have
limited the claim against the State by this owner to a
minimum.
RPSTORATION
TO THE
FREEWAY: No restoration has been performed to State Highway R/W by City
forces. However, the State has had personnel performing scae
restoration.

I an asetmcing that the State will conduct all restoration
related to the Freeway, slope and structures.
SUMMATION: The oreak occurred Friday, April 7, 1972, and was caused by ■
large amount of t '.1 placed during construction of the Freeway
and later settlement of this. it should therefore be the State's
responsibility to pay for all damages and charges relating not
only to their own facilities, but also to those facilities belong-
ing to the City and to private owners. Rerouting of the main was
the only reasonable solution to correct this problem, both on a
temporary and on a permanent basis. Cost for this rerouting is
below that of repairing the damaged portion under I-405. The
State should reimburse the City for all pipe, fittings and other
appurtenances .s 4e11 as installation and restoration.

The main was capped on the east end and the excavated areas
restored.
At the excavated point on the west side a portion of one pipe
was removed.

Prior to installation of new pipe the pipe located under the
Freeway was studied utilizing a T.V. camera and monito

The break was found in the 2nd length from the wall of the pipe
approximately 11 L.Y. + from the face of the retaining wall.
Mr. Barry Barnes of CH2M was contacted to observe the damage and
prepare a separate independent report on his findings.
RESULT Of
TWESTIGATION: An suspected by City Personnel the break was a spiral break
similar to that found in 1968. Mowever, this break was more
severe and consisted of several breaks.

RESTORATION:
As previously mentionsd, Fire Department pumped the flooded
basement. Cib, water Department crews cleaned street surfaces
and driveways as well as making the necessary arrangements
for pumping water to reservoirs via alternate "routes".
HOTS: Because of previous year's corrections to the systems,
no area was out of water.
The cleanup operation wis continued the following days after
necessary photos had been taken.
REPAIR
APPROACH: L•mmediately following all emergency operations City officials
mat at the Watershop to determine the necessary repair and
restoration.
It was assumed by all parties that tht break was of a similar
nature to the 1968 break, and because of the location behind and/
or under the retaining wall, repair of the main would be too
expensive or nearly impossible co conduct. Also it could only be
consider^d as a temporary repair, and it was reasonable to assume
that new breaks could occur causing more damage to the Freeway,
City Streets and private property.
The City officials decided to cap the main at each end of the
Freeway abandoning the portion under the Freeway and place a
new main around the fill area and under the bridge.
Engineers (who had been called in when break as reported) were
now notified to prepare plans and estimate for this work, and
have it completed as soon as possible.
Estimated repair was set at $15,000.00. (Re: Exhibit "b")

HOTS: Saturday and Sunday was utilized by City Officials and
Engineers to complete plans, estimates and to obtain
nscesseary material for the repair.

Total cost of project, and further that the chances for
another break were so small just justification for participa-
tion did not exist.
1972 BREAK: The break occurred approximately 5:45 p.m., Friday, April 7, 1972
and was observed by Mr. Bob Puhich (Renton's Hater Department
Superintendent) and some City Firemen, who were located in that
vicinity •t the time.
Water suddenly penetrated through the retaining wall's expansion
Joints, over the top of the retaining wall and also drained in
the slope gutter, down to the street flooding the area with water.

The fireman contacted the Police Department and directed traffic
until police arrived. ._
Bob Puhich organized City crews and had all pimps and valves shut
off, isolating the damaged part within 15-2n min.
The City was also notified about the break by the manager of the
Motel located across the street. 8e also requested assistance
to clear the basement, which had been flooded.
Renton Fire Department responded immediately an, after the loca-
tion had been inspected by City Officials, it was pumped out by
the Fire Department.
After the main flow of water wee stopped an investigation of
damages was conducted with the following result:

CITY OF REM'UN
Location: Interstate 405 and Bronson Nay

TIME: rridsy, April 7, 1972 Approximately: 5:45 p.m.
HISTORY: The 16" Cast Iron main was tolled in the latter part of 1954
in the than existing Bronso:, hay by Allied construction Co.
The line was designed, construction inspected and "As builts"
prepared (December 31, 1454) by Richard E. Wolff, Engineer.
(16" C.I. Pipe with 5/9" well thickness - placed with 5'
cover)
Plans for the Prewway were completed and approved Feb. 23, 1962
AM construction by the State started shortly after.
A fill of 20 feet ± was placed in the vicinity where Bronson Way
and tba 16" main were located.
Later an off-ramp was installed on the east side of the Freeway.
No protact:on was provided for the existing main.
Because of the fill and possible, settlement in this area, the
main ruptured July 26, 1968. (Re: Exhibit "B" Loh report
No. C126) on the east side of the Freaway under the off-ramp,
causing so" damage to the ramp am the slope (Pe: Exhibit "C"
"Break location Plan".)
After necessary repair was mane, a claim was presented against
the State, and the City was reimbursed for the total amount of
all expenditures.
PRE-
CONDITIONS:
following this the City has been working on plans and construe-
tion of new mains "looping" all systems, eliminating areas to be
out of water if similar breaks should occur.
In 1971 a 6" Cast Iran main was installed from well No. 8 to the
system serving the Maple Valley area, the same area which had to
be served via temporarily placed fire hoses during 1968 break.
During the some period, the City started negotiations with the
State for participation in cost, for installatfnn of a new main
such that the portion of the 16" main located under the Freeway
could be abandoned. An application for this was prepared in
December, 1971.

Note: This letter was subsequently 4eliverod to the City of

advance approval, subject to final decision by the
State laghway camnission in respect of the Permit.

be property damage claims because of water damage, e.g., heating
Plant and landscaping were affected at a nearby motel.

Department) will contact the State Claims Office in Olympia for
a decision relative to the possible need for an on-site review

1. The purpose of the r..ecting was to review the existing damage
situation and the City's proposed action, following the breakay.
of the 16" water main on the west side of I-405, at the SR169
intersection, on Friday, April 7, 1972. -
2. Bert 11c;Henry discussed the layout of the City water System rela-
tive to the ssbject 16" water main, and also provided details of
the previous break problem (involving the same main) which
occurred on J.[ly 26, 1968, in the vicinity of the Bronson Hay
off-ramp and 1-405.

A labor:.tory analysis of the cracked portion of pipe from the
196E Lreak indicated that the failure was due to the excessive (�` •
weight of fill over the cast iron pipe. This type of pipe should
normally only be buried to a depth of 8' to 10' rather than: the
estimated 20' to 30' which was placed when I-405 was constructed
over the pipe location.
The City of Rcaton recovered all costs pertaining to the 1063 -
break by submitting a "Claim for Damages" to the State Highway
Department.
3. Because of the obviously unsatisfactory condition c`. the 16"
water main under I-405, the City would prefer not attempt a
second localized repair. Instead it is proposed that the line be -
abandoned, and alternative water supply installations be provided
as folloast
a. Irm,tdiate capping of the c..isting 16" main west of I-405,
and installation of a By-Pass in the fo:n of a new 16" Quc-
tile iron main running sor_therly from thn_ capping location •y
to a point approximately 15- so.ith of the north abutment on
the Maple W.-ley Under-Crossing; thence, South canterly for
ap raxfoately 300' to join into an existing 12" water main.
This by-pass would restore accens to the 2,000,,,00 gallon
Mt. Olivet Storage Tank which is presently isc..:ated from the
dam-town area because of the break condition. The 26"
main under 1-405 would ba permanently abandoned. (Estinated

the proposed SR269 (Maple Valley Highway) Street Project.
Notes Permit application had previously been made for these
water utility revisions on D^cember 13, 1971.
4. Harry Semenoc!, indicated that the City could proceed with t1e
26" b.-pass on the basis of his verJal approval, and that the
State would supply a letter of permJ.ssion confirming this
approval and relating to the origiral Permit application.
Note: This letter was subsequently delivered to tie City of
Penton on Tuesday morning, April 11, 1972. It provides
3 advance approval, subject to final decision by the -
,. Star Highway Coamsision in respect of the Permit.
5. 1n addition to uho repair of the water main system there will also
Le property damage claims because of water damage, e.g., heating
plant and lands-aping were affected at a nearby motel.
It was agreeO that the current water main break should be handled
on the same basis as the previous 1968 incident, which was the
subject of a "Claim for Damages" as filed by the City of Fenton
against the State of Uashington. District 7 (State Highway
Department) will contact the State claims office in Olympia: for
a decis_on relative to the possible need for an on-site review
Of the damage claim areas.
6. 1-405 ROStoration will be handed by the State Highway Department.
Bert l;citenry suggested that a thorough probing of the area would
be desirable, in order to determine the size of the 'wash-out'.
Reference was also made to the possible settling and/or cracking
Of the wing-walls as a result of thofsosion behind these walls.
