The City, however, will not do this, even if it is a proper course, but will rely upon its right of recovery against PACCAR Inc, the owner of the property. By Washington Statute 57.08.080, the Water District Commissioner may enforce collection against the owner and may place a lien on the property, if necessary. As you can see, the meter application is signed on behalf of the owner by your sub- contractor, and a claim against. PACCAR Inc exists, which may cause a lien to be placed.
