landscaped and be developed as a small tennis center. the
proper placement of trees and screening shrubs will protect
the residents to the west and the Natural Gas facility t: the

TYPE OF ACTION
Thx Renton Utilities Department requests Referendum 27 7rant monies for
use 1, the Talbot Hill a Million Gallon Reaer :ir project. As required
by the Department of Social and Health Services, an analysis of the
environmental !mpact from this project was made.
The proposed project will upgrade the Renton municipal water system to
meet State requirements and comply with recemmanded fire underwriters
standards.

property. This facility will to ground levei with the tank under
ground and the roof system at ground level. The roof and site
will be mere available to the City of Rentun Parks Department as
a joint use Park facility.

1. Area
Talbot Hill Reservoirs 1 and 2
These reservoirs are located at the 3unctiorof Talbot Road South and
13tb Avenue South. They were constructed in hardpan axcavation with
concrete sides and floor. He. 1 is rectangular in shape and was built
in 1909 when Springbrook Springs was developed so a water supply for
the City of Renton. .4o. 2 was built in 1931 and is circular in shape.
Both Lanka are of 500,000 gallon capacity and were uncovered until
1969, when tempozary hyplon rubber swmbrances were installed.
The Talbot Hill Reservoirs are squalizing reservoirs at the end of the
Springbrook Springs tzanstission main. These reservoirs serve the
Renton CRD and Green River industrial area. These facilities are very
impo.tant in equalising demands on the Springbrook Springs source.
2. Heed for planning or Engineering
This engineering pro)osa1 envisions a replacement of the uxlaing one-
half million gallon reservoirs with a new six million gallon reservoir.
"'he sxisting two reservoirs have approached the end of their service
life. The temporary hyplon rubber fabric merbranes have performed
sufficiently in the past but are ending their service life also. :Ample
replacement with a peivsnant roof system would not be cost effective.
The existing reservoirs are too small and old to warrant further expend-
iture%.

of 6.25 mi..lion gallons is at no time saverelydepleted, providing

Concurrently there are several new mains boing programmed, utilizing
the Talbot Hill storage as an equalizing reservoir. A 240 main is
programmed from Talbot Hill through the (10 area to the .4t, Olivet
Reservoir, portions have bean installed .

The objective of this project is to prc.vide the City of Renton with
high quality water, with suitable protection against contamination
and suitable storage capacity for periods of peak demand.
At presont, the storage facilities at Talbot Hill are undersized and
at she and of their service life. Raplac,.sent will be required soon
and a permanent facility with suitable covering will be needed.
The CHM-Hill 19CS Engineering Studv reccmmerded expansion of the
Talbot Hill $its and future eniargecent for a six m.11ion gallon
reservoir. Implementation of this proposal will bring lie Utility
Department into compl+enes with Washington State Department of Social
and Health Services requirements and A.W,W,A. recommendations.
The entire project will be completed as soon as possible.
A second 24" trunk main is being installed into the Green Valley area,
part of a phased development west and south from Talbot Hill.
Upgrading of the Talbot Hill Reservoir is a necessary part cf the City
Of Renton water system improvements. Good engineering deolgn dictates
that the existing reservoirs be converted to other uses and a new F.
m,g, reservoir be constructed on the adjacent property.
A 16" min and lift station is progrsasoed for installation in the
lots 1970's to the Roiling Hill elevated tank. The 'Talbot Hill
Reservoir would be the source for this pressure zone.

Thie project is initiated by the City of Renton Utilities Department with
full support of the City of Renton Municipal government. The Puget Sound
GOverm,ental Conference and the Department of Social and Health Service

This project aervas only the City of Renton and adjacent franchise areas.

completed. The subject project did not receive a rating high enough to
permit an offer of funds at this time, it was placed In category 2 B.
The rating process and priority categories were descrihed in Section 9
of the January 1974 Guidelines. It may be to your advantage to consult
with your DSHS District Engineer before the next rating period dead-
line of January 1, 1975.
We need to know whether you want this project: (1) considered for fund-
ing in January 1915, or (2) kept active and not considered for funding
in Januarv. If written notification is not sent us by December 15, 1971,
requesting one of these two options your project's file will be inactiv-
ated.
(1.) If you desire to have this project considered for funding in January,
your written request must contain a statement that either: (a) all

Re: Offer of Funds for Talbot Hill Reservoir
Gentlemen:
We are in receipt of the attached offer in the amount of $355%200.00
for the funding of the eligible costs on the proposed Talbot
Mill reservoir. As you are aware, this project is among those
listed to be financed with our 1975 Water and Sewer Revenue Bond
Issue,
The reservoir is estimated to cost approximately $1,000,000, and
this Grant Offer represents 40 percent of the eligible construction
coats.
In accordance with the terms of the Offer, the City must accept
it by signing and dating the agreement on or before April 17 1975.
In addition thereto, a resolution establishing the financing plan
must be presented to the State Department of Social and Health
Services on or before April 11, 1975.
We are attaching copies Of tl:e offcr letter, the instruction
sheet, and a copy of the agreement itself. Special attention
should be given to Specific Condition "S.' This condition
provides as follows: "The Applicant must submit an analysis of
costs documenting the basis for a direez retail service surcharge
in excess of the fifty percent above in-city service rates
surcharge recommended by the Referendum 2/ - Municipal and
Industrial Water Supple program. The analysis must be submitted
to the Department of Social and Health Services within one month
from the date of acceptance of this offer."
At the present time our revenue estimates for the bond issue
have been based upon the continuation of our 100 percent
surcharge for out-of-city customers. We are currently making
an analysis of the impact that reducing this to 50 percent would
have on our financial picture. It appears that the City may be
forced to reduce its surcharge to the maximum of 50 percent

unless we can substantiate financially the justification for
continuing the 100 percent surcharge.
It is therefore suggested that this matter be reforred to the
Council's Public Works Committee for a recommendation and to the
Legislation Committee for the preparation of the appropriate
financial resolution. At the Council meeting of P.pril 14 it
would be appropriate to pass the financial resolution and the
acceptance of the Grant Offer with the authorization for the
Mayor and the City Clerk to sign the agreement.

THIS AGREEMFNT is entered into by and between the State of Washington's DEPARn!ENT
OF SOCIAL AND HEALTH SERVICES, hereinafter referred to as the "Department" and
CITY OF RENTON hereinafter referred to as the "Applicant".

THE PURPOSE of this agreement to to provide an offer by the Department and an
acceptance by the Applicant of a GRANT relating to the CONSTRUCTION COSTS OF MUNICIPAL
AND INDUSTRIAL WATE? SUPPLY FACILITIES pursuant to RCW Chapter 43.838.
TT IS THEREFORE MUTUALLY AGREED THAT:
A. OFFER.
The Department having found that the Applicant's application relating to the
proposed project and associated effort satisfies the applicable provision. of
RCW Chapter 43.83B and the requirements of the Department and having determined
that the proposed project is eligible for foods from the Department, hereby
offers a grant of $355,200.00 to the Applicant subject to the Applicant's
agreement to carry out the terms and conditions hereof; said grant to aid in
the financing of the construction for a water supply project.
B. OFFER DEADLINE -
The Applicant rust accept this offer by signing and datirg this agreement on or
before April 17, 1975.
C. TERMS AND CONDITION'S
All rights and obligations of the parties to this agreement shall be subject to
=41 govorced by the terms and conditions contained in the text of this agreement
and the attached Referendum 27 - Municipal and Industrial Water Supply Grant and
Loan Program Guidelines dated May 1974. No other understandings, oral
or otherwise, regarding the subject matter of this agreement shall be deemed to
exist or to hind any of the parties hereto.

than ninety days to complete, and payments will be made according to section

B. PRIOR LOAN
In the event that this offer has been preceded by a loan of state funds under t

terns of such loan as may affect the amount of this grant.

F. LEGAL OBLIGATIONS
The Applicant must efoem to the applicable requirlets of the Rules and
Regulations of the State Board of Health, KAC Chapter 24S.54. The Applicant most
comply with appliccble statutes, local government laws, and rules and regulations
of state and local regulatory agencies.
G. LEGAL ACREF.MLHTS
Contracts for construction work most state the date on which work will be com-
pleted. All bids must be approved by the Department before contracts are awarded
by the Applicant. All contracts for construction work; bids for construction
work; change orders, and additions, deletions, and amccdmee.ts to any of the
foregoing; and agreenents entered into by the Applicant pertaining to this pro-
ject must oe submitted to and approved by the Department before funds will be
transferred to the ?pplicant.
H. FAILURE TO COMMENCL WORK
In the event the Applicant fails to award bids for the construction of this entire
funded project within four calenJar months after the date of acceptance of this
grant, or by any other date mutually agreed upon by both the Department and the Appli-
cant and reduced to writing signed by both, the Department reserves the right to
terminate this Offer and Acceptance Agreement.
1. FAILURE OF APPLICANT TO PERFORM
If the Department der,irmines that there has been substantial non-conformance
with the terms of this agreement, the guidelineG and/or regulations, or with the
written declarations, assurances, representations and statements, 'r any time
act'edules set forth by the Applicant in the material submitted for this grant,
the Department may require the Applicant to immediately repay all grant funds
received for this prcject an, further transfer of grant funds to the Applicant may
be discontinued.
J. PROJECT TRACKING
The Department must conitor the use of grant funds to assure their proper use and
that work is completed clthin.a reasonable period of time. The Department h-t
the •ight to inspect: work, review and evaluate project progress and make fiscal
and is. The Applicant will maintain program and financial records and complete
form DSHS 5-ES. The Applicant may be required to submit monthly progress reports.
The vonthly progress report contents must be related to form DSHS 5-88.
K. PROJECT COMPLEIIDN
The Applicant will notify the Department of project completion by submitting: (1)
a final project report, at least containing a descriptive history of the project
work components and their completion dates, (2) a. complete financial report, at
least consisting of copies of all invoice vouchers pa+d (that had not been submit-
ted to the Departmen: previously) and a narrative su.=tary of all financial trans-
actions, (3) a certificate of inspection from the project engineer (Certifi:ate of
Inspection and Ins Ca 7lation of Public Water Systcm Projects forth HFA-393) and (4)
a copy of the Statc Auditor's Report .-ncompassing _nis project. The State Auditor's
Report must no received before final payment will be made unless another submittal
date is agreed upcn by the Department and the Applicant and reduced to writing signed
by both The Department will then review/inspect the completed project and provide
written notice to the Applicant when the project is successfully completed and ap-
prove 'i.e final payment request.

Any publication, news release, bid advertiaement, construction site sign or other
publicity prepared by the Applicant relating to this project shall Include the
following statement. "This project is supported by a grant of Funds by the
Department of Social and Health Services under the proviuiuns of Refur�udum 27,
a part of the Washington Future Program', or words to that effect.
M. OPEFATOR PERSONNEL
1. Any trar.tment facilities involved in the Applicant's water supply system,
whether or not A part of this project, will be staffed with sufficient per-
sonnel to assure adequate operation and maintenance to obt in the degree of
treatment provi•led by plant design.
2. Oprratin, persinnel will attend operator schools and training progtams I
sponsored by t'e Department• or as are or may be approved by the D<:nartment. +1
o;: a schedule sufficient to assure the development and maintenance of
operator competency.
3. The operator in responsible charge of water works facilities shall obtain,
within one year after the dote of acceptance of this grant, a certificate of
competency under the State of 5ashington Voluntary Certification Program for
Water Works Operators, if not already in possession of such certificate.
The cer[lflcate shall be of such classification as In commensurate •.rich the
classification of the water works system as set forth in the Voluntary
Certification Program.
N. INTERAGENCY AGREEMENT
The Department of Social and Health Services has statutory responsibility for the
Municipal and Industrial Water Supply Program. The Department of Ecology has the
statutory responsibility for disbursing and administering water supply bond funds.
Through an Interagency Agreement the Department of Ecology will make grants and
loans to public bodies for the development or improvement of municipal and In-
dustrial water supp-.y facilities from the Municipal and Industrial Water Supply
Program fund in accrrdance with the recommendations of the Department.
O. WAIVERS AND EXCEPTIONS
Except as he may be barred from such action by statute, state policy, or other
restrictions, the Department may give consideration to and approve any reasonable
request for waiver or adjustment of any term or terms of a contract, agreement or
this Offer and Acceptance, provided the new prevailing conditions are mutually
agreed upon by the Department and Applicant and reduceu to writing signed by
both.

The Applicant must submit a Committed financial plan for funding the local share
of construction costs for this entire project Including Ineligible costs. The
ordinance enccepassing the Applicant's committed financial plan must be submitted
to the Department of Social and Health Services by April 17, 1975.
Q. SPECIFIC CONDITION
The Applicant must submit a map identifying the City's service area boundary and
the service area boundaries of all adj. inire and proximate water systems. The
map must be submitted to the Department of Social and Health Services within one
month from the date of acceptance of this offer.
R. SPECIFIC CONDITION
The Applicant must agree to develop an,l submit consummated service area agreements
if there are any boundary disputes with adjoining or lroxiaatc water system... .
The service area agreements must be submitted to the Department of Social and
Health Services prior to final payment on this project. The agreement to develop
and submit these documents, if any boundaries are disputed, nest be socnitted to
the Department of Social and Health Services along with this con.:umrated Offer
and Acceptance Agreement.
S. SPECIFIC CONDITION
The Applicant rust submit an analysis of costs documenti..g the basis for a direct
retail service surcharge in excess of the fifty percent above in-cit., service
rates surcharge recommended by the Ref. -ndca 2' - Municipal and Ind.strlal
Water Supply program. The analysis must we submitted to the Departe^cnt. of Social
and Itealth Services within one month from the date of acceptance of this offer.

grants under State of Washington Referendum No 27 for the purpose,
among others, of improving the water quaYity and control of its

WHEREAS the Department of Social and Health Services,

WHEREAS the City is willing to use saidproceeds to

SECTION I: The City of Renton, a Municipal corporation,

of the State of Washington has heretofore applied for certain
grants under State o` Washington Referendum No. 27 for the purpose,
among others, of improving the water quality and control of its

Gentlemen:
This letter is in response to the requirements of the Acceptance
of Grant Agreement in connection with the Talbot Hill storage
grant. Specific Condition "S" states as follows: "The applicant
must submit an analysis of costs documenting the basis for a
direct retail service surcharge in excess of the So percent above
in-city service rates surcharge recommended by the Referendum 27--
Municipal and Industrial Supply Program. The analysis must be
submitted to the Department of Social and Heaith Services within
one month from the date of Acceptance of this Offer."
The City of Renton has established a surcharge of 100 percent
for outside-city water service and our investigation indicates
that this rate has been in effect since .august Lb, 1952, originally
established by City Council action pursuant to Ordinance No. 1437.
This rate has been maintained by subsequent Council ordi_arcos
adopted and establishing water rates.
In addition to the additional costs required to service out of-
city customers, the best analysis that we can make for this rate
of surcharge is as an annexation incentive. The City has been
willing to provide these outside-city services as a matter of
policy based on the 100 percent surcharge, and a substantial
number of annexations have occurred as a result of this incentive.
The Lit; Council has encouraged these annexations and would be
reluctant to offer water service tl outside-city customers without
sur.h an inceuti.vc. 'rhe Council woL.ld prefer that the areas annex

willingness oi the people within the area to be served to pay the
required surcharge.
The City has not solicited ner offered water service to areas
outside the City and has only provided s„rh service upon direct
request of the area to be served and with their full knowledge
of the .:ity's surcharge rate.
We have recently autnorized a $3 million revenue bond issue for
water system improvements and to provide matchir.; funds for
Referendum 27 grants. The reduction it the surcharge rates would
require an earlier increase in the in-city rates in order to
meet our bond covenants.
Speciiic Condition "S" requires an analysis of costs documenting
the basis for this direct retail service su- -' -irge. However, we
cannot justify this surcharge solely on the ...is of cost ane
therefore are unable to submit the cos! basis •herefor. Wo feel
that the incentive policy and the alternative foi these service
areas to annex is app priate justification for the surcharge
rate.
We, of course, do not want to jeopardize the grant l)r the Talbot
Hill reservoir or for future possible grants from Referendum 27
funds. In view of the above, it is therefore requested that
you advise us as to whether or not the above explanation is a
sufficient response to Specific Condition "S". Please advise
us if it is not and what steps must he taken in order to comply
with he grant requirements.

Dear Mr. Gonnason:
This is in reference to the subject project and your letter of May 15
concerning our request for justification of I00% surcharge.
On the basis that this project is being sized to provide the future
service for an area beyond the current municipal boundaries of the
City of Renton, the project mint be based upon a cost for service for
the customers utilizing the project. It has been determined that a
50% surcharge on direct retail service will be the upper limit without
further justification based upon actual cuss of service.
Since your letter of May 15 indicated that no justification can be
provided on the basis of cost, it will be necessar: to develop a p*ogram
of reducing the surcharge as a prerequisite for the funding under
Referendum 27 and this project in particular.
Since financing and bond retirement has been based upon the current
structure, a five year phased reductio- period will be acceptable to
reduce the surcharge to a maximum of 50Y., unless a cost analysis can
support a higher percentage figure.
A letter a mmitting the City to such a phased reduction program is
necessary before the special conditions of the subject project will
be considered complied with.

We dzsire to expand the scope of the Talbot Hill Reservoir pro ect to
inclide a transmission pipeline and drain pipeline, (See attached
sket-h.) We request your concurrence to include this additional worts
for he following reasons:
A. Groposed 24 inch transmission pipeline
I . Investigation of the depth of the pipeline to the inlet-
cutlet of the existing reservoirs reveals that it is about
10 feet higher than the irlet-outlet of tfie pr oned
reservoir. Since depth of the proposed resers .r is as
shallow as is feasible, an alternative connection to the
water system transmission main is required.
2. The proposed 24 inch transmission pipeline improves
reservoir hydraulics and permits utilization of the full
capacity of the proposed reservoir.
3. The proposed 24 inch pipeline is part of the comprehensive
plan to extend the transmission trunk main from the City's
.rel is to the proposed reservol r.
Cost of designing and constructing the proposed 24 Inch
transmission pipeline will be substantially reduced by
Including it in the proposed reservoir plans and specifi-
catlOns.
4. The esti•-ated construction cost of this approximate 1500
i.f. of pipeline is $95,000.00.

8. Crain Pipeline
1. The drain pipeline to the existing reservoirs do not have
sufficient capacity to handle possible reservoir overflows.
This 17' pipeline is located on Talbot Road, next to other
otH ities. In addition, It is not deep enough to drain the
proposed reservoir.
2. Rather than attempting to deepen the existing drain line or
constructing a new one along Talbot Road, we are locating a
new, longer and larger drain pipeline on S, 19th St, to
drain the reservoir into a drainage channel east of the
reservoir. (See attached sketch,) This longer drain pipe-
line has increased the design and estimated construction
costs of the reserve ir.
3. The estimated construction cost of this approximate 550 1.f.
of additional drain pipeline Is $25,000.
The revisions to plans and specifications necessitated by including this
added work in the design will delay delivery to us from the consultant

Per our telephone conversation this morning, we are requesting a time
extens..un for the award cf bid on the above referenced project for
the following reasons:
1. The estimated cost of the pre ject is $1,000,000 thus a three-week
perioa for the prospective bidders to prepare their bide is A
recommended mir..:.:mum.
2. The way the Coun.:il mcet.ings are set up and tha procedures that
are followed would cause difficulty in netting the award out by
the date of December 12.
Our schedule now will be to advertise for bids on the 19. 21, 26 and 28
of November. The bid opening •ai1L be on December llth and hopefully we
can award the contract by December 22, 1975.
Your earliest attention to this matter would be greatly appreciated.

Dear Mr. Blake:
This Is to clarify our letter of October 28 and to answer some of the
questiuns you asked. The question of the drain line can best be
answered by statlne we had no records on the existing drain line; In
other words, no plan or profile was available to us to Indicate Invert
elevations along the drain line.
Upon physical inspection of the drain line It was determined that we
would have to go considerable distances along Talbot Road to the north
to tie In to the drain line so tf.at we could drain the new reservoir.
It was determined from this Infsrmatlon that because of the long run
down Talbot and the disruption of several other utilities It would be
better to put In a new drain line and take It easterly directly to the
natural drainage. It would be only about one-half the distance we
would have to go Mvn Talbot Road.
The other proolem we encountered was the pipe connection Into the sys-
tem. If we were to use the existing pipe on the street next to the
reservoir, we would not be able to use the full capacity of the
reservoir.
Agaln, as-built plans were not available and field checking was nece-
ssary. In order to get full capacity out of the reservoir it would be
necessary to go dawn the Talbot Road again encountering several other
utilities and having to dig quite deep.
We assessed the problem and decided that It would be better to build a
transmission main from the Intersection of Talbot and Puget Drive along

and would just Implement the construction of this tran smisslon line
at this time,
We feel that both the drain line and the transmission line are part of
the reservoir and for that reason ere asking that they be considered

The estimated cost Of the drain line Is S15,000 and the estimated cost
of the transmission line from Talbot and P y,,, Drive to the reservoir

These items will be Included as part of the bid documents for this
project and hopefully they will be ellg lb le for grant money. (ye

We enclose a tabulation of bids, from ten bidders, received
by the city clerk's office on 18 December 1975. Signed
addendum, bid bond, and fair F ictice compliance statemrnts
were received from ail bidders.
The low bid for the complete project, including schedules R.
D, P, ar.9 G, was submitted by Calhoun Construction Company,
Inc., 718 South Central Avenue, Kent, Washington, 98031
(phone 852-6360) .
There are two.conditions in the submitted proposals which
may be considered .nformalities: The first is that Calhoun
Construction Company and Humphrey Construction Company did
not: write in words the lump sums and unit prices where
indicated. The other is that a few of the extended totals
were incorrectly computed by some of the bidders. These are
indicated in the bid tabulation.
In our view, these informalities are minor and do not affect
the bid results. The City has the discretion of waiving
them under the terms of the contract documents by reference
to the Call for Bids, and to the paragraph "Basis of Award"
of the Instructions to Bidders.
The Calhoun Construction Company specializes in construction
of concrete structures, including a number of buildings.
Recently it has built seven large swimming pools for King
County. It also constructed the Seahurst waterfront park
for the City of Seattle. The work of this firm is reported .F
to be very satisfactory.

We recommend that the contract for the total project, in-
cluding schedules R, D, P, and G, be awarded to the Calhoun
Construction Company, Inc. , in the amount of nine hundred
and four thousand, six hundred and eighty one and 31/100
dollars ($904,681.31) , cxcluding state sales tax. The total
cost, including state sales tax, is nine hundred and fifty
two thousand, six hundred and twenty nine and 42/100 dollars
($952,629.42) . This compares with the engineer's estimate
of $1,337,836.50.
When you have notified us of the award recommendation, we
will prepare seven copies of the contract document and send
theft to you for processing.
one copy, with the City Council's recommendation for award"
and the DSHS Regional Engineer's letter of approval, is to
be forwarded to the Department of Social aA Health Services
for approval.
The other six copies are then processed in the usual manner.

We have received the subject material.
Based on DSHS 5-88, $320.463.00 has been expended on eligible costs. We cannot
verify this amount from the material received. The non-eligible work components
of administration, engineering and inspection are not listed under item 20.
Thus it appears that they are included under column 24 as eligible costs. We
cannot approve payment until the.;e matters are satisfactorily resolved. When
they are, forty percent of the eligible costs are eligible for reimbursement from
US. (The entry in item 26 should be forty percent of Stem 25.) We will approve
up to seventy-live percent of the eligible grant costa before final payment.
Regarding }cur -equest to include Schedules P and D in this project now, we will
do this only if we receive a letter from the mayor stating that this inr"lusir
constitutes the one allowable revision and that the city will not request
additional funding for any change orders or other modifications to this project.
We still recommend that no revisions be made until this entire project is com-
pleted and all costs are known.

We have received the subject material.
Based on the information received, there has been $186,098.00 expended on eligi-
ble items since the last payment was approved. As item 0.2(c) of this project's
Offer and Acceptance Agreement specifi :s that payments may not exceed 75 percent
of the amount of this project's grant of $355,200.00 before project completion,
we could approve up to 75 percent of it which is $266.400.00, lees previoua pay-
ments of $126,076.40. Therefore, the maximum payment we could approve would be
$138,323.60.
As the amount of ,.his payment request is for $68,375.00, we calculate that
$69,948.60 remains of the 75 percent maximum payment allowable on the total grant
amount. With this payment approval, payments made to date total. S196,451.40 or
approximately 55.31 percent of this grant.
Thus our approval of $68,375.00 has been sent to the Department of Ecology. They
have been requested to send the check directly to the City of Renton. We have
forwarded invoice No. $02 to the Department of Ecology along with our invoice
voucher for $68,375.00.

Phis project included the construction o a 5 millici gallon
Ground level reservoir and related appurtenances such as drain line
and transmission water mains. The origi^al pre application for this
project was malted in on .June 13, 1974. :he Rof. 477 grant offer was
accepted by the City of Renton on .April 17, 1975.
the consulting engineers for this project were Hill lie. of the
Seattle Regioral Office, located in Bellevue, Washington.
The contractor for this project was Calhoun ronstruction Co., (nc.
located at 718 S. Cent Cal Ave. , Kent, MA. Thep were awarded the
contract on January 29, 1976. Work commenced on phis project on
