Zaaorolny I A 20-inch casing was driven until a clay layer was encountered that would act as a seal between any upper and lower water-bearing strata. The clay was found at 44 feet and the casing was driven into it for 8 feet. A 12-inch casing was driven to 105 feet where it could no longer be advanced due to lateral pressure from the pene- trated strata. Eight-inch casing was then driven until it became immovable at 195 feet. Six-inch casing was there'ore installed and driven to the bottom of th- well at 268 feet.. The geologic log shows the material encountered and the water-bearing strata. In summary, the material is glacial in origin and consists of alternating sands, gravel, and clay. Bed thickness varies from a few feet to 30 feet. The aquifer, which was eventually puma tested comprirad gravels and alternate fine, medium, and ecarse sands. Water-bearing strata were encountered at several depths as noted on figure 2. However, bail tests performed at these depths indicated that only small quantities of water existed above 220 feet. At this depth the water level rose in the casing from the drilling level to 74 feet. A bail test indicated sufficient water present to recommend a pump test but it was decided to continue drilling until the aquifer had been fully penetrated. Water samples were taken and tested for quality. The data is discussed later in the report. At 267 feet, the bottom of the aquifer was reached and drilling ended after several feet of open hole had been drilled into the underlying impermeable aquaclude. Fifty feet of 6-inch telescoping PVC well screen was installed with a lead packer and the 6-inch casing pulled back to expose the screen. PUMPING TEST A nom'nal 250 pounds per square inch (psi) capacity compressor with 269 feet of airline was installed in the well and used to develop the surrounding aquifer by horizontal jetting. Development was continued for 10 hours with about 1-3 cubic yards of sand being brouqht out of the well. The well was first test pumped during the afternoon of 19 March 1975 as a trial run to check the equipment. :`rom static water level of 74 feet, the drawdown came near the end of the airline when pumping at 260 gallons per mi,:,.te (gpm). It was concluded that test pumping should start at 200 qpm. An extended pumping test, lasting 7 hours and 13 minutes, was run on 20 March 1975. The field data are given in tables 1 and 2 and are plotted on figures 3 and 4. Very little sand was pumped during the teat, indicating adequate prior development of the aquifer. WATER QUALITY After 2 hours of pumping, a water sample in a sterilized bottle was taken for quality analysis. The results are given in table 4. The reason for the difference between the two sets of analyser can be attributed to the nonsterilized sample bottles used in the first collection. Analysis indicated that water quality of the well would be acceptable for domestic use. CONCLUSIONS AND RECOMMENDATIONS The test data indicates a specific capacity of 2 gpm per foot of drawdown at 200 gpm over less than 6 hours and without definite stabilization at 106 feet drawdown. The City can obtain more than 200 gpm by drilling additional wells in the Cedar River alluvial fan near City well. In order to justify the cost of a production well at Springbrook, a capacity of about 1,000 gpm at a high pumping level would be required. In our opinion the sustained specific capacity of a well of this size properly constructed with gravel pack and well screen would not be obtainable in the aquifer present.y .ncountered. The possibility of exploring for water at depths below 268 feet has been considered. Examination of all available local data and discussion with Robinson and Noble, gruund water geoiogists familiar with the local area and the Renton Cedar River well No. 8, has prod,lced no optimism that an adequate production well can be obtained at Springbrook. Further drilling is not recommended. MEETING AT CITY HALL 7 APRIL 1975 A meeting was held at City hall on 7 April 1975 to discuss the Springbrook well. The recommendation was made by CH2M HILL not to continue drilling but to request H. 0. Meyer Drilling Company to salvage casing:• and screen to the extent possib? = and abandon the well in accordance with State requirements. This report is being submitted before the above steps have been completed. Public Works Director Gentlemen: Subject: Springbrook Water Supply Source This letter is to confirm the discussions on the Springbrook source at City Hall on 7 April 1975, and in this office on • 30 April. It was lur conclusion that the prospect of obtaining a production well of sufficient capacity to justify its cost of construction was noc good. We recommended that further drilling not proceed and that H. O. Meyer Drilling Company be requested to salvage as much material as possible and abandon the well in accordance with the requirements of the State. Should it be desired to proceed with deeper drilling, we recommend Robinson and Noble, ground water geologists of Tacoma be requested to direct the operation. A report on the constructio❑ and testing of the well has been drafted and will be completed when the well has been abandoned and drilling equipment removed. It was our recommendation that attention now be given to obtaining the greatest possible amount of water from the Springbrook source that will gravitate to Talbot reservoirs. We were to write a letter advising on the next step. The difference in elevation between the inlet to the trans- mission line and Talbot reservoirs is about 10 feet. It is evident, therefore, that this critical factor limits a City of Renton • Page 2 14 May 1975 S004.71 gravity supply to the water which can be developed to enter the transmission pipeline from the infiltration system. It is, however, our belief that additional water can be obtained. We propose that an investigation of the surfaci.al geohydrology be carried out by our staff to define the location and quantity of the available water that will gravitate to Talbot Reservoir. Our study would entail the following: • Quantitate the seepage lost at Springbrook to the creek by placing weirs in the creeks above and below the spring area. This data will indicate if there is a substantial amount of leakage from the collection system. Also, this information will aid in the deter- mination of whether pumps are justified to elevate lower water up to the required gravity inflow level. • • Use the City's backhoe to dig test pits to intercept, measure quantity and piezometric head of water saeping around or under the 1909 cutoff dam, and to expose the rock layers so a better interpretation of the aquifers and aquicludes geologic orientation can be gained. • Evaluate the data and subsurface information to dec'de if the water gained can be economically justified with respect to the remedial construction costs. The proposed investigation could be accomplished with either a conventional soil sampling drill rig or with a backhoe. Both types of machines can yield similar information in the upper 10 to 11 feet of soil. There are advantages and disadvantages to each type, but essentially the material encountered can be noted, quantity of water tested, and the piezometric level recorded. A surfacial geohydrologic investigation was performed by Frank Pita while supervising the drilling of the water well. He concluded that the water bearing formations encountered in the upper portion of the hole are the same strata that outcrops and yield water further down the Springbrook valley. This water does not reach a high enough elevation to gravi- tate to the inflow pipe. It also was not of sufficient • quantity to warrant pump testing when ex} sed in the water well. City of Renton • Page J 14 May 1975 S004.71 As a result, we feel that only the shallow areas around the cutoff dam need to be explored. The deeper aquifers will not yield water than can gravitate to the i-flow, pipe. We propose that Frank Pita continue with the investigation. Frank Pita is a geotechnical en :inoer who has had education and experience in geology, groun,� water seepage, and piez- ometric surveys. It is estimated that 5 days of Frank Pita's time would be required onsite and for interpreting and writing up data. We would coordinate the work with Mr. Houghton before starting any phase. The Springbrook source has provided water to the City for many years. Water quality is apod, no pumping is required, and the source would be of great benefit in the event of a serious power outage at the City wells or other emergency affecting their operation. Whether or not more water is developed, we recommend the source be retained providing evidence is not obtained that the transmission line is • approaching an unserviceable condition. We recommend that the collection system in the infiltration area be uncovered with the probable intention of replacing the pipework with perforated plastic pipe. After backfilling with selected gravel to the top of the concrete dam, it should be covered with plastic sheeting. Soil would be added with grass seeding and the area landscaped after removing unstable portions of the valley sides. This is part of the work covered by the Referendum 27 grant. The work soon to be performed at the chlorination house will produce a sample of the transmission pipeline for examination. We recommend that another sample also be removed further along the line. An assessment can then be made of the internal and external condition of the pipe, its carrying capacity and remaining service life. Having obtained that data and further investigated the source, a decision can be made on the desirability of exploring for water in the valley below the infiltration gallery. It was agreed at that time that the City will install a rough, V-notch weir in the creek approximately at the chlorination house to obtain data on the water flow. The data may be required in the event of complaints from the owner of the Trout Farm. The City has already submitted a negative impact statement. In order to obtain a complete record of the drilling work for pro- cessing payment to the contractor and in the event of controversy regarding the work, the City will have Bob Berqstrom on the site at all times that drilling is in progress. There is some question that the initial first stage work will qualify for Referendum 27 money. This has been discussed between the City and the Department of Social and Health Services, stating that the intention to seal a 20-inch casing to an impermeable strata is the first stage of a production we! . In addition, the intention to engage Meyer Drilling Company for this important tirst stage work is specificall'. to take advanud,,e of their ex- perience and expertise in this type of work. Mr. Meyer has been verbally informed of the City's intention to procear a Purchase Order based upon his quotation of 12 October 1974, and we have now received your letter to him dated 28 October. we confirm that the proposal has been examined in detail, and we have recommended its acceptance. The City will check on insurance requirements and the effect of provisions on the Meyer proposal. Department of Engineering Page 2 30 October 1974 58952.1 It is unlikely that the cooperative work between the county and the City to divert storm water around the Springbrook will proceed in the immediate future. The well drilling therefore represents commencement of work for purposes of meeting the 31 December deadline specified in the grant offer under Referendum 27. The City will inform Bob Aggas (telephone 885-1900) of the Department of Ecology at Redmond when work is to start. It has been agreed that a permit is riot required for this first stage work but the DOE may receive calls and will be prepared to deal with them accord- ingly . The importance of this first stage work in sealing off the 20-inch casing into the first impervious strata so that the top water is not lost to lower aquifers cannot be overemphasized. It is be- lieved that all parties understand the risks involved and work will proceed with them in mind. It is not known at what depth the impervious strata will be encountered and, therefore, a decision cannot yet be made regarding deeper drilling within the initial financial limitations on the work. It is our recommendation that the first hole be drilled in the south part of the present infiltration area so that any water which may be encountered under artesian pressure will be directed to the 20-inch transmission line. The possibility of causing some turbidity in the infiltration gallery must be recognized and preparations made to close off the 20-inch pipeline and maintain service to customers from the other sources.
