This project is a 13-acre expansion to the existing 35-acre
Watershed. This is an important project to protect water
quality for the Springbrook Springs source. This source has
been used continuously since 1909 and is a critical source for
the City.

Our appraiser has completed his work for the Squire Property
proposed purchase, Tract "A", as shown on the plans attached,
is the piece we ate interested in.
Ralph Giibow's estimate is $353,000 and is probably the fair
market price of the 13 acres.
Our funds available to date are:
King County Forward Thrust $ 60,000+
City Water/Utility 1983 Budget 58,000
SIIA,000
If we could trove on this. I would like permission to get a
40% DSHS Referendum 38 Grant which could possibly bring In an
additional $141,200. We could pay for the remaining amount of
$93,800 over th± next several years on a contract to Squire
Construction.
Your recommendations are requested.

Our schedule for transferring money to the City of Renton
for this park shows a completion date by the end of this
year. To help expedite this procedure I have taken the
liberty of making proposed changes to an old City of Renton
Resolution and also to an old County/Renton agreement from
a similar transaction.
We would appreciate your expeditious handling of a Resolution
and Agreement through your government so that we may include
the signed documents in the paper work we need to process
through the County system. I estimate a two-month process
at the County end so we would need your paperwork no later
than November 1 , 1983.

After our inspection and conversation with you, on site of the Spring
Brook Water System, we have the following recommendations as setforth
on April 8, 1976.
1) Reslope and hydroseed side cast areas along Spring Brook
Creek to attain maximum stability;
2) Maintain existing reservoir as a settling basin;
3) Remove deposited silt and sand from the creek adjacent
to and downstream of reservoir discharge point;
4) Stabilize banks of reservoir; and
5) Maintain culverts downstream to prevent further eroding
of openside cast area.
It should be stated that the protection of Spring Brook Creek (state
waters) is our primary obligation and that if the stated recommendatioes
are carried out, you will have satisfi-+d our concerns.
We revues: that you reply to this letter by stating your plans for pol-
lution abatement measures to be taker, within the subject area.

water.

Ron Olsen noted that official starring date February 25. 1976 and scheduled
completion date May 25, 1976. Compliance with time limit stressed due to need
for water from this source in summer months.

The contract document is approved as to legal form subject to
the compl ion of various blanks within said contract and other

A-gain we would suggest that the contractor be properly identified,
i.e. sole proprietorship, partnership, corporation, etc. The
designation "Howard Schwicht Construction Company" is not
sufficient.
We also notice that the builder's risk insurance expires on
May 16, 1976 and you want to be sure that there will be a
proper extension of such coverage in case the job is not

at Springbrook Springs
The contractor's work on the Springbrook Springs improvements
will likely cause some discoloration of Springbrook Stream at
the trout farm.
We are aware that there has been litigation between the owner
of the trout farm and the City. As a result of this, the City
set a precedent by paying a sum of money, presumably as
compensation.
The attached copy of page 6 of Sectinn IA, GENERAL REQUIREMENTS,
of the contract documents info me the contractor of the potential
for damages and his responsibility. Because of the possibility
of litigation involving the City, we suggest the City attorney
review this item of the specifications.
We are proceeding with our final typing and reproduction of
th, ontrvct documents. Plaase let cs know if this page does

or damaged to their original condition and location.

ariIMe, silting or other pollution of the stream does occur as—the result of
the Contractol 's operations, tore Contractor shall Immediately notify the
Trout Farr so that they can Cake steps to minimize the damage which could
occur. if such aamage should occur, the Contr Actor shall oear all
responsibility.
A stream gauglnq station weir Is also located downstream, near the
chlorinator station. If the weir becomes silted up as the result of the
Contractor's operations, the Contractor small remove all such slit from the
weir, and dlsoose of as approved by the Enalneer. I
