It has coj,ie to our attention through Julie LaBreck of Fox and
Carskadon, who manage the Honeydew Apartments, that your company
handles the Honeydew Too Apartment account.
For scveral years we have been trying to complete certain required
paperwork in order to bring the waterline installed through the
project "into plant". Every major utility extension, both water
ari serer, must be properly transferred to the City of Renton for
o mership, operation and maintenance.
In ord o properly transfer ownership to the City of Renton, a
Bill o, .a!e form is required for your development. The owner of
the apartment complex fast sigu the enclosed Bill of Sale before
a Notary Public and return same R the City of Renton for record-
ing. The water pipe then becomes part of the City's major looped
water system.
If you are not in direct contact with the owner of the Honeydew Too

Every major utility extension, both water and sanitary sewer, must be properly
transferred to the City of Renton for ownership, operation, and maintenance.
•' In order to properly transfer ownership of the utilities to the City of Renton,a
_ Bill-of-Sale, Easement, and As-built Civil Engineering Plans are required for the a'tove
referenced project. We are in receipt of the water and sewer line easements and the
bill-of-sale for both utilities. However as-built plans have not been received for either.

It is the owner/developer's responsibility to have the as-built plans prepared. Following
completion of construction, per Section 7-4 of the Construction Manual for Municipal
Public Works Construction 1973(copy attached), each owner/developer must provide the
City with an as-built utility plan stamped by a certified engineer to state that the
drawing reflects the as-built condition of the installation.

1" If upon receipt and review of the as-built utility plans, the utility mains are not covered
by the easements, the casements shall be revised, corrected, and m-recorded to cover the
pipe by approximately 7.5 ft. on either side of the pipe. If it is necessary to relocate the
easements, all previous easements can be released to avoid clouding title to the property.

S-193 design plan for reference. Gary Morrison, Sanitary Sewer Field Foreman,
conducted the inspection and Fis findings are as follows:
