Attached herewith is an exhibit showing the water main system serving said property. Mr. Iwasaki 's home is denoted in dark red. The other homes marked in light red are homes served by the City of Renton also. Those marked it green are served by an adjacent water district that also has a transmission water main in 84th Ave. S. As you can see, Mr. Iwasaki is served off of a 2" galy. line in back of his property. There are no r,�oords of when this line was Installed, so it has to be at least twenty •,•ears of ne. I would estimate that it is not passing a fill 2" inches of water at this time. This line should be replaced with a standard 6" water main, thus solving the problem of loa, flow and loss of water pressure during peck usage periods. It has been I.Ity policy that where existing svrbstandard mains .eed to be replaced, that they be dooe at the property owners' expense. This can be done by the L. I.D. method. Just over the hill on N.W. 2nd St. w,.st of Taylor Ave. N.W. the existing 2" main was replaced with an 8" water ma In by L. I.D. 281 in 1973. In 1975 Warren Gonnason requested that a plan and estimate be prepared for a water main replacement and a possible L. I.D. for Mr. Iwasaki. Attached herewith is a copy of said plan, denoted Exhibit B. After this plan was prepared and given to Mr. Iwasaki he could not obtain support from his neighbors for an LID, so^e of which are not even supplied by the City or even receive water from the same 2" water main. ROCKERY ROCKERY MATERIAL AND CONSTRUCTION - Rock retaining walls shall be constructed whe shown In the plans or where directed by the Engineer. The rock retain- ing ,.ell shall be constructed of one-man rocks 1100 - 300 pounds) . The rocks shall range uniformly in size for each classification specified. The rock material shall be as nearly actangular as possible so as to afford the minimum amount of void space between the blocks. No stone shall be used which does not extend through the wall . The rock material shall be hard, sound, durable and free from weathered portions, seams, cracks and other de- fects. The rock density shall be a minimum of 160 pounds per cubic foot. The source of supply and representative samples of the material shall be approved by the Engineer before delivery to the site. The rock unloading at the site will be in such a manner as to segrenate tire rock by size ranges indicated in the preceding paragraph. The retaining wall shall be started by excavating a trench, not less than six (6") inches or more than one (11) foot in depth below subgrade in exca- vation sections, or not less than six inches (6") or more than ore foot (I ') in depth below the existing ground level in embankment sections. Areas on which the rockery is to be placed shall be trimmed and dressed to conform to the elevation or slope indicated. The rock retaining wa construction will start as soon as possible .tpon the shaping of the cut et fill section. Rock selection and placement shall be such that there will be no open voids in the exposed face of the wall over six inches (6") acra�_ in any direction. The rocks shall be placed and keyed together with a minimum of voids. Par- ticular attention shall be given to the placing and keying together of the final course of all rockeries. The final course shall nave a continuous appearance ar,d be placed to the base of the rockery so that the wall will be stable and have a stable appearance. The rocks shall be carefully placed by mechanical equipment and in a 'nanner such that the longitudinal axis of the rock shall be at right angles or perpendicular to the rockery face. The rocks shall have all inclining faces sloping to the back of the rockery. Each row of rocu- will be seated as tightly and evenly as possible on the rock below in such a manner that there will be no movement oetween the two. ROCKERY BACKFILL - The wall oackfill shall consists of 1-1/2 in. minus crushed gravel/rock or sand and gravel (free-draining). See Ste-lard detail. This material will be placed to a 6-inch minimum thickness between the entire wall and the cut or fill material. The rock unloading at the site will be in such a manner as to segregate the rock by size ranges indicated in the preceding paragraph. The retaining wall shall be started by excavating a trench, not less than six (611) inches or more than one (I ') foot in depth below subgrade in exca- vation sections, or not less than six inches (6") or more than one foot (1 ' ) in depth below the existing ground level in embankment sections. Areas on which the rockery is to be placed shall be trimmed and dressed to conform to the elevation or slope indicated. The rock retaining wall construction will start as soon as possible upon the shaping of the cut or fill section. BEDDING, BACKFILL AND RESTORATION MATERIALS All bedding, backfill and restoration materials shall be considred incidental .a to this project. No extra compensation shall be paid for the above. K. ROCKERY ROCKERY MATERIAL AND CONSTRUCTION - Rock retaining walls shall be constructed where shown in the plans or where directed by the Engineer. The rock retain- ing wall shall be constructed of one-man rocks (100 - 300 pounds). The rocks shall range uniformly in size for each classification specified. The rock material shall be as nearly rectangular as possible so as to afford the minimum amount of void space between the blocks. No stone shall be used which does not exterd through the wall . The rock material shall be hard, sound, durable and free from weathered portions, seams, cracks and other de- fects. The rock density shall be a minimum of 160 pounds per cubic foot. The source of supply and representative samples of the material shall be approved by the Engineer before delivery to the site. The rock unloading at the site will be in such a manner as to seyregate the rock by s .ze r, iges indicated in the preceding paragraph. The retaining wall shall be started by excavating a trench, not less than six (6") inches or more than one (1 ') foot in depth below subgrade in exca- vation sections, or not less than six inches (6") or more than one foot (I ') in depth below the existing ground level in embankment sections. Areas on which the rockery is to be placed shall be tri men and dressed to conform to the elevation or slope indicated. The rock retaining wall construction y will start as soon as possible upon the shaping of the cut or fill section. Rock selection and placement shall be such that there will be no open voids in the exposed face of the wall over six inches (6") across in any direction. The rocks shall be placed and keyed together with a minimum of voids. Par- ticulr.r attention snetl be given to the placing and keying together of the final course of all rockeries. The final course ,hall have a continuous appearance and be placed to the base of the rockery so that the wall will be stable and have a stable appearance. The rocks shall be carefully placer, by mechanical equipment and in a manner such that the longitudinal axis of the rock shall be at right angles or perpendicular to the rockery face. The rocks shall have all inclining faces sloping to the back of the rockery. Each row of rocks will be seated as tightly and evenly as possible on the rock below in such a manner that there will be no movement between the two. ROCKERY BACKFILL - The wall backfill shall consists of 1-1/2 in. minus crushed gravel/rock or sand and gravel (free-draining). See Standard detail . This material will be placed to a 6-inch minimum thickness between the entire wall and the cut or fill material. The backfill material will be placed in lifts to an elevation approximately six (6) inches below the course of rocks placed. The backfill will be place) after each course of rocks. Any backfill material on the bearing surface of the rock course will be removed 'before setting the next course. C. OVERHEAD AND PROFIT The above lump sum bid Includes overhead, profit, and all other expenses involved. D. PERFORMANCE BOND Upon acceptance of this agreement and receipt c e purchase requisition, the undersigned agrees that he will deliver a performance bond as specified with good and sufficient surety or sureties all within ten (10) days after receipt of the purchase requisition. E. PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE The Contractor shall obtain and keep in force during the term of the contract public liability and property damage insurance in companies and in form to be approved by the City. Said insurance shall provide coverage to the Contractor, any subcontractor performing work provided by this contract, and the City. The City shall be named as an additional insured on said policy insofar as the work and obligations performed under the contr, -t are concerned. The coverage so provided shall protect against claims for personal injuries, Including accidental death, as well as claims for property damages which may arise from any act or omission o' the Contractor, or the subcontractor, or by anyone directly or in- directly employed by either of them. The minimum policy limits of such insurance shall be as follows: Bodily injury liability coverage with limits of not less than $250,000.00 for bodily injury, Including accidental death, to any one person, and jbject to that limit for each person, in an amount not less than $500,000.00 for each accident; and property damage coverage in an amount of not less than $250,000.00 for each accident. In addition, an umbrella insurance coverage of not less than 55,000,000 00 shall be proviaad, with the Owner and Engineer the named insureds. This limit !hall apply to comprehensive general liability insurance and vehicle liability insurance. A copy of the insurance policy, together with a copy of the endorsement naming the City as an additional insured, shall be provided to the Cityy within a reasonable time after receiving notice of award of contract. F. DATE OF COMMENCEMENT AND COMPLETION Work shall commence within five (5) working days of date of notice to proceed. Work shall be completed within 25 working days thereafter.
