Hr. Harbert is a principal in the firm of RH2 ENGINEERING. Prior 6xpe r.e ce
included work in the Seattle office of CH2M HILL since 1969. His work
included studies of water supply and distribution systems for municipalit •e,
participation in development of computer programs and hydraulic analyses
distribution systems and sources of supply in conjuction with use of
optimization models for water supply facilities.
Mr. Harbert has recently participated in:
1) the developement of water system plans and system analyses
for the Cities of Noun:, Homer and North Pole, Alaska, Everett,
Renton, Wenatchee, Raynond and Pasco, Washinton and Aurora
Montrose, Fort Collins and Englewood, Colorado.
2) hydraulic analyses of the Aurora and Fort Collins, Colorado
water treatment plants.
3) a pilot plant study to remove asbestiform fibers free the
Tolt River ratet supply for the City of Seattle.
4) development of the predesign report and final design
contract documents for expansion of Fort Collins Water
frestment Plant No. 2.

Further description of Mr. Harbert's qualifications is stated in the
attached resume which .s included for your review.
Regarding the subject of payment for inspection we would propose a fee
basia whereby the City is billed only for the number of houre spent on
inspecting the project multiplied by an hourly rate of 129 per hour for
the project inspector (Hr. Harbert) plus expenses incurred. Use of this
fee basis allow for maximum flexibility in contractor efficiency, project
construction and changes in scope of work. For the sake of convenience and
expedience, an authorixation for the inspection services has been prepared.
Should Ws proposal be favorably recieved, authorisation to perform the
laapv,tion services can be provided by stgniag in the space titled
Approved for Client.

Dear Ron:
We are pleased to submit this proposal to provide construction inspection
services for the planned pipeline improvements to the City water system
in the Kewydole area. As you're aware, the inspector on a project such
as this should be familiar with the purpose and intent of the project, have
a working knowledge of applicable City of Renton, AMA, and AWA sperif£cations
and havc inspe, ad Apeline installation projects previously. We propose
Mr. Richard H. ..arbert as this project's inspector since his qualifications
meet the criteria stated for project inspection.
Mr. Harbert is familiar with the purpose and intent of the project in that
he has worked with City staff in determining fire flow capabilities and
water systa behavior characteristics for varying system conditions. 'firs
experience will be useful in coordinating between the Contr> tor, his crew
mad the City staff. Further, where appropriate, the Contractor may desire
interpretations of specifications (City, APWA or AWA). Mr. Harbert is
familiar with theme specifications especially as they pertain to pipe
handling and bedding, trench compaction and surface restoration; all key
elements in obtaining a well constructed pipe installation.
Finally, we believe that an inspector should have design and construction
experience in order to evaluate the contractor's work as the project
progresses. As you're ware, Mr. Herbert has designed and/or inspected,
to varying degrees, the following pipeline projects in the City of Renton;
as examples:
1. An extension of a 6 inci, dismeter water line on Moses
Lane South
2. A 12 inch di smerer water line crossing of the Logan
