Olsen, Utility Engineer SUBJECT: King County Shops and Court House Items that still have not been completed since 1977 on W-458 is the granting of a 1. Utility easement for the watennain in the county •;hops area. 2. Bill-oi-Sale for the watermain in the county shops area. This in also part of the requirement of the Latecomers Agreement that was granted in 9-12-77. It should be noted that a photo mlylar was submitted of the original as-built that was not acceptable. It appears that this is all we are going to get from them, so it will have to do. One item that has been requested for the new county court house is an easement for the proposed watermain on the southe ly portion of that project. The City wrote the legal description, prepared the original document and prepared the exhibit to be attached to said document, for this project. It was delivered to King County for execution in the month of June 1982 and we have stilt not received and executed copy of said easement. They were also told that the City did not want to proceed with bidding the project until the necessary easements were executed and returned to the City. According to our records, under Water Project No. 456, the Systems Development Fee was paid on a portion of the King County Shop Site at the rate of $0.01 per sq. ft. for 20 acres in the amount of $8.717.00 for water and sanitary sewer on September 13, 1977• A copy of Receipt No. 2218 is attached hereto, together with a letter of transmittal from 0. Saltarelli Dear Mr. Saltarelli: In the matter of compacting the backfill over the 16-inch cement lined ductile iron water pipe, it Is true that a pipe of this size has to be dealt with carefully. it is also true that water settling of the backfill, particularly in pavenent areas, will not produce reliable results. The backfill has to be mechanically compacted to 95%. In order to not jar off any of the cement lining, it is recommended that small equipment be used, such as a manually controlled vibrating steel plate compactor. A tamper powered by an air compressor would also be satisfactory, but may be too slow. A 3-ton roller may give satisfactory results, but this would have to be observed. In order to lessen chances of damage to the water pipe, it would be wise to water settle those areas that are not under paved areas, such as planting beds, etc. You would have to expect to level off areas that settle with the passage of time. I have received no reply to that correspondence. I have Just been advised by my client that construction has .ommenced for the placement of utilities upon said 30 foot strip. Our contention concerning the ownership of :he strip has not changed. We would ask that the construction be stopped immediately. In your correspondence dated March 9, 1977, to Green- wood Memorial Park you seemed to rely heavily on the fact that the King County Assessor's Office has never taxed the property owner for the roads on the four sides of the �-.c•metery. I enclose herein a copy of correspondence dated October 30, 1974, from Harley Hoppe's Office width shows that in fact the 39.330 acres of the 40 acre tract have been included on their tax statements. Mr. Toner discussed his department's concern with the enforcement of WISHA. t`e safety of King County er:ployees on the construction site, and the concern for maintaining a clear access at all tires to the adjoining transfer station. Mr. Hubner related his appreciation for being invited to participate in the conference and offered the support 'of the Renton Police Department to help solve problems that might arise. He indicated his awareness of possible problems of trl.ck trartic crossing S.E. 4th St. at the existing transfer station drive and suggested contacting the Renton ',affic Engineering Department for their sug- gestions. The problem of site security was discussed with Mr. Hubner informing the contractor ;hat a new "No Trespassing" ordinance has been passed in Renton allowing the police department to enforce the ordinance on Dusted property at the owner's request. He also indicated he could help the contractor find security people in Renton if the contractor wanted. He would like to get together with the sub-contractor involved for a preronstruction conference. There also seems to be some questiors with regard to m&terial specified that he would like to discuss with Salti. Mr. Rodley had no specific comments except that he is prepared to Work wit. the contractor. Mr. Rock does not foresee any problems and has been working with the County and Jim Skog and is waiting for the County's decision on what equipment to provide. He is concerned about where the property service entrance is to be located on Monroe Street so he can get service to the site. There is no service iow and he must provide service for a job phone first. Ms. Heishman introduced the organization she represents and asked the contractors' help in obtaining jobs for women at the construction orvject. fleeting was adjourned to let some of the people leave and was resumed to go into the specifics of the project. Bob woelffer began with a review of the specific submittals that must be completed before work is begun and established that every Tuesday morning at 10:Do AM there will be a construction conference at the site to be run by the Contractor. Pay requests will be reviewed at the last Tuesday meeting of each month. Pay requests will be only up to the day of review and nrt to the end of the month. Separate pay requests should be prepared for buildings and for site work. TRA will provide form, and will be approved for `i complete only and will act as a pre-request approval. Contractor will then go back and fill out ay -equest forms furnished by TRA. The forms provide for full sales tax to be paid monthly and only a retainage held on the contract amount. The County will set up an escrow account for the retainage and the contractor should aet in touch with Pat Mathina in King County Purchasing Department. Construction record set must be kept up to date monthly for pay request to be approved. Additional forms for request. proposals, -onstruction directives, field directives and change orders reviewed briefly. .,nop drawing multi-transmittal form and explanation book were given to contractor with a warning that shop drawinys are not going to be "approved as noted" so contractor should review and stamp shop drawings before submittal to Architect so delays will not occur because of resubmitting. The contractor was reminded of the required 24-hour advance notice to the Architect of required tests. The building permit should be ready on I;ednesday, April 13th, and the approved set must be kept on the job site and turned over to owner at completion of project. Thy contractor will have complete cost breakdown for building/equipment work, and for site work, a corresponding CPM schac.ie, a list of subcontractors, and a list of materials and equipment being furnished for the project by Friday of this week for review by the owner and the Architect. The requirements in general are contained in the City specification, copy of which was sent to you some time ago. Before constr„ction, the utilities plans must be signed by toe various utility officers as required, and all easements turned over to the City. The specifications have some omissions and items that are not acceptable to City specifications. The City of Renton water Maintenance Section will supervise the tie-in of the new IQ' water main to the existing City main on N.E. 4th St. The City crews will also set the :ndivi,lual meters on site and the contractor will supply all necessary materials• All water and sewer main work will be subject to inspection by City inspectors. In review of the Special Provisions, there are several items of concern: 60-3.01 The City does not allow AC asbestos cement pipe. 61-3.03C 3 The City does not allow Class "0" bedding on PVC sewer pipe. We also assume that Greenwood Cemetery was the proper owner of said right of way at the time of Platting and that no vacation or other change has taken place. You may undoubtedly, wish to check this out with the Title Company to determine why they would arrive at a different conclusion, assuming that to be ',qua according to Mr. Wyman Dobson's letter of March llth. It is our opinion that the westerly 30 feet of the plat of Greenwood Cemetery was dedicated for road purposes by the filing of the plat of Greenwood Cemetery. 'this is affirmed by the Assessor's map which indicates that the records date back to 1938, and neither the cemetery nor the other property owners in the subdivision have been assessed for the road area. On the Assessor's map this has been designated ' '.4th .Avenue SE. It is requested that yuu review the documents in this matter and concur in our opinion that this is in fact a dedicated public right-of-way. If you concur, it is our intention to proceed and issue the County a permit to install utilities within the subject right-of-way and ultimately to improve the roadway for access to their shop facilities which will soot be under construction. Then if the owners of the property of the cemetery desire to stop the action, it would require overt action on their part. Please give me the benefit of your recommendations in this matter. There are also no casements granted to the City of Renton for phis line. It appears the meters were set by the City as a matter of cunvenience to king County to separate the water billings among the various County agencies. Therefore, your request for the City of Renton to lower the main cannot be accepted. Since this is a private line, it will be the County's responsibility to make whatever adjustments they feel are necessary. If the County desires that the City accept the facility, it would be necessary to install a proper size main and provide the necessary rights-of-way and bills-of-sale granting the water line to the City. If you desire to do this, we would be pleased to work with you on that accomplishment. As a matter of convenience to the County, the City is willing to continue to have the meters set as they now are to serve the various County users, and our meter readers will continue to segregate this ase for billing purposes. As an alternative, the City could remove the meters and set one meter in the City right-of-way on NE 4th and give one ma=ter billing to the County.
