The Board is new a reality and will function to review all accidents in- volving City vehicles or equipment (except Police) . The, members se-ve staggered terms and are as follows: %"ice Chairman, Safety Committee Maintenance Superintendent Battalion Chief - Fire Member. Local 21-R Member, Firefighters' local 864 These five employees meet to review the facts of any accident, including talking with the employee involved, any witness and the investigating Police Officer, if any. They then determine by majority vote if the employee could or could not have prevented the accident. The Board issues its findings within seven days declaring the accident preventable or non-preventable. In the case of preventable accidents, the Board also determines the degree of driver error and recommends disciplinary action to the department/division head. Employees may appeal the board findings in writing within 10 days. The appeal will be heard by the full Central Safety Committee. Its findings are final Fubiect only to formal grievance procedures in City policy, Union Contract or Civil Service Rules. Recently, Ron Olson and Mort Thomas have reviewed these areas and worked out a recommended water system that will resolve the problems of maintaining adequate flows through the narrow pressure zones associated with this hili> ide. They feel that, to protect the capacity of the system, approximately 9,000 lineal feet of 12 inch mains tying through the area will be desirable. Ron has copies of his recommendations is his office dravm on the preliminary plat maps. Since it is apparent that an 8 inch grid will adequately serve the domestic and fire flews of the r_si- dential developments, we feel that some cost participation by the City is appropriate. Your regulations Section 3-205(C) , as amended, seem to cover this situation. Please review these properties and advise me of your posi- tion. Would a revision in the square footage service charge be most suitable? Also, I understand, In conversation with. Ron, that you are considering a policy change that would require additional water service line construction by the Developer rather than by City crews as in the past. The City will pay the material difference between the 8" auctile iron and the 12" ductile iron watermain and on all necessary fittings and valves. The exact amount should be established prior to actual construction of the facility. It should also be noted that the portion labeled "developer extension" was to be installed as 12" in lieu of ar.y watermain construction in Talbot Road. the total amount of partic- ipation of the City will be on approximately 805 lineal feet of watermain. The agreed upon participation amount could be deducted from the 14 i per square foot system development charge. In all such pressure gradients it is generally unfeasible to develop more than two north south mains in the respective distribution grids. As two mains are obviously necessary, both for dependability and capacity, it is important that all development carry two north south mains through them 'ull area. This will often require placing portions of such s On easements through private property as the street layouts do t follow the water systems' pressure gradient boundaries. In the proposed plat of Vitoria Park No. 4 this is accomplished by looping back to Talbot Road thru an easement at the southwest comer of the plat and by carrying an eight inch main thru from Morris Avenue in the original Victoria Park. This eight inch main is then brought thru Victoria Park No. 4 principally on easements to the southeast corner of the proposed plat for further extension south. This eight inch mair. is a point of controversy with the developer who apparently wishes to substitute a PRV from the 490' gradient at the southwest corner of Victoria Park No. 4. We question this solution for two reasons: 1) the tie between Victoria Parks 1 and ), is necessary to maintain the integrity of the distribution grid in the c.•iginal Victoria Park area. 2) A PRV station does not significantly benefit the full 35C' gradient service area. This was determined in the CH 2 M/Hill computer analysis of the proposed service area. It would also add the operation and maintenance burden of an additional PRV station in an area which requires at least six (6) stations for normal operation.
