While pressures are adequate during most conditions of demand, the restrictive size of the supply connections and the lack of System storage results in low System pres SCres and inadequate fire flows. Failure of either supply source will result in an inability to meet any System demand conditirns. Approximately 300 customers of the King County Water District No. 14 System are also served by a connection to the City of Seattle at Bath Avenue South. There is no storage in this portion of the Water District No. 14 System resulting in the same pressure deficiencies, inadequate fire flow, and poor reliability as in the other Systems. The remainder of the District No. 14 System is supplied from wells pumping to storage reservoirs. There are no emergency provisions to supply higher elevations (supplied by Seattle) in the District No. 14 System from the well supply and storage system. King County Water Districts 69, 77, and HS are also supplied by the City of Seattle. These districts are in the process of merging and will be operated as one District. Currently, these districts have insufficient fire flow capability due to inadequate main size and storage volume. Additionally, the reliability of supply can be improved by using the City of Seattle's supply as a secondary supply and using the joint supply stated here as the primary supply. PROJECT DESCRIPTION This project will increase the water supply reliability by providing a new supply source backed up by emergency supply from the City of Seattle. Storage and transmission improvements will assure that present and future demands will be met while maintaining adequate system pressures. The project proposes the construction of water supply, transmission and storage improvements in the West Hill area to serve the present and future demands of the West Hill portion of the City of Renton, King County Water District Nos.14, f3, 69, 77, and 88 '.rater Systems which currently obtain their water supply from the City of Seattle. The general location and size of the proposed improvements and the proposed service area are shown on the attached Figure 1. The improvements proposed are a modification of the joint water supply, storage, and transmission alternatives set forth in Section VII, Comprehensive Water System Plan, October, 1976, prepared for the City of Renton and King County Water District Nos. 14, 63, 69, 77, and 88. An amendment to this plan ha; been prepared by kH2 Engineering under ,joint authorization and funding of the City of Renton and King County Water Distric Nos. 14 and 63. The proposed improvements comprising this project are described below. 1. Regional Storage A joint-use regional reservoir is planned with an overflow elevation of 495. The joint-use reservoir will have a capacity of 1.35 million gallons contained in a cylindrical-welded steel standpipe. 600,000 gallons will be stored between elevation 457 and 495 assuring adequate storage volume to meet peak demands and fire flow while maintaining adequate pressure in the higher elevations of the service area. The Renton School District owns the land on which the reservoir will be located and have indicated that the land can be used for a reservoir. 2. Supply The project will supply the joint facilities from the proposed Well 9 to be corstructed in the City's well field near the Cedar River and City Hall. The water will be Pumped from the wells into the lowest City pressure zone (minimal hydraulic elevation 196), transmitted to a supply booster pump station to be located on the west side of the Renton Airport, and then boosted up the West Hill to the proposed reservoir. The supply booster pump station will nave a capacity of 1,300 gallons per minute witf one of the three pumps out of service. A second booster pump station will be constructed to supply Districts 69, 77, and 88 higher pressure zone (approximate hydraulic elevation 550, 560, and 630 respectively). This booster pump station will meet both normal demands and fire conditions. 3. Transmission A system of 12-inch ductile iron transmission mains will connect the booster stations and storage to the metered connections to each participant's system. Two connections will be provided to the City of Renton and Water District No. 14 Systems while one point of connection will be provided to the Water District No. 63 System. The location of the supply booster station between the storage and connection points minimizes the transmission system capacity required to meet peak demandt. as well as fire flows. The origiral Comprehensive Plan approved in 197h served as the Comprehensive Plan for ail of the Districts and the Renton West Hill on an individual basis and also served as the cummu lative Joint-Use comprehensive Plan. Therefore, the requirement to have a Comprehensive Plan prior to making an offer of grant funds for these Districts is satisfied by that Document, as We discussed previously. Assuming that a grant offer 1, made, the City requests that the Department of Social and Health Services sake the offer contingent upon one of two alternatives available for the West Hill Joint-Use Facilities Grant. The first alternative is based on the maximum number of part...!pants and includes King County Water District Nos. 14. 63. b9, 77. and $8, and the City of Renton in the Project. Seattle's Water Supply Contract with Districts Noe. 14. 69. 77, and 88 (District 63 did not sign the Seattle contract) concerns supply only aid, therefore, affect@ a relatively small part of the Joint-Use Facilities. Further, this project does not require Seattle', support for individual construction of storage facilities and associated transmission pipeline* to eliminate peak demands and corresponding demand charges. In fact, Seattle is In support of purveyors (outside Districts) constructing their own storage. However. Seattle's financial penalty (assessment) for receiving supply from the City of Renton is onerous and may prevent Districts 14, 69, 77 and 88 from participating in the taint-use West gill facilities, which results in the second alternative for a grant offer. The second alternative involves participation by Water District 63 and the City of Renton with a corresponding reduction in the slam of the joint-use facilities. Pressure and flow capacity available from the Supply connections are adequate during winter months: while during summer months. connections and the absence of System storage results to unacceptably low System pressures and inadequate fire flow capability. Further, shoulha any of the existing sources fail during high demand periods, the City would be faced with a severe shortage of supply, Resolution of Problems - Project Description (Amendment) Well 9 will be developed to provide supply to the West Hill service area for the City and Water District No. 63. The well will pump water from a high capacity, excellent quality aquifer near City Nall . This well can then al<, be used to provide reliability to otter wells throughout the remainder of the City's System. Construction. of Well No, 9 will provide a source of supply which will be owned end operated by the City and Water District No, 63. Uulike other purveyors of the City of Seattle, they currently do not have a contract with the City of Sea-tle for supply and, therefore, are not assured of supply to their service areas. Therefore, construction of Well 140. 9 will provilo a perman-nt, reliable solution to the problems mentioned previously, Well No. 9 will integrate with the existing supplies and low level reservoirs and, thereby, increase reliability to all of the City's service areas as well as the West Hill area, We trust the above will meet the need for additional information which Mr. Walden requested, A specific point that Mr. Walden raised was the ownership of the facilities. I explained the financing procedure to Mr. Walden, and he responded, with the statement that District No, 63 will need to own their portion of the facilities in order to be a joint use project. Therefore, we would recommend that the agreement (contract) between District No. 63 and the City conta�t; such a provision since District No. 63 is pledging revenue to retire the debt service on their share of the bonds. PAYMENT OF GRANT FUNDS TO MUNICIPALITY 1. Paymert requests will not be approved until all applicable conditions of this Contract are determined by the Department's Olympia headquarters to be satisfactorily fulfilled. Payment requests will be processed after the Department's Oly lia headquarters has mccepted the start of . rk documenta- tion on funded items for which payment is being requested (see Item F.). Not more than four payments, Including the final payment, will be approved. Not more than three payments will be made prior to project completion (as defined in item J.) totaling me more than 90% of the grant amount to effect at that time. Prior to the ac-nptance by the Department's Olympia head- quarters of all start of work icumentation, 40% payment requests will be processed bad on the actual eligible costs incurred not to exceed 40% of the costs accepted from the start of work material . After start of work documentation has been accepted by the Uepartment's Olympia headquarters for all forded items, the revised grant amount will be calculated based on the actual eligible costs up to 2D% above the costs estimated on the `unding application for a'i funded items. This revision to this project's Preliminary grant amount is by urila'eral amendment by the Department's contracting officer and sent to the ru'itcipality certified mail with return receipt requested. All of the projects' .chedules have been delayed due to the lengthy consultant selection process perforved by the City in accordance with statutes, The West Hill Reservoir has been further delayed because of the County's Condition Use Permit process and subsequent waiting periods for public comments. The West Hill Transmission Pipeline between the Pump Station and the Reservoir has been delayed due to the difficulty in securing easements for the proposed alignments, and the ensuing redesign of the pipeline using an alternate route. Well No. 9 completion has been delayed in order to resolve concerns expressed from the Department of Social and Health Services regarding toxic material spills on the Freeway near the well field and the possible contamination of the aquifer. The current project status is as follows: The Transmission Pipeline from the Reservoir to King County Water District No. 14 has been completed. The City will be requesting funds for this section of the Project in May. Work On the Transmission Pipeline from the Pump Station to the Reservoir is expected to begin in July and be completed by September, 1984. The City will request funds for this Section of the Project in October, 1984. Work on the Pump Station is expected to begin in June and he completed in November, 1984. The City will request funds for this portion of the Project in December, 1984. Work on the Reservoir is expected to hegin in Jul , and be completed by Jacuary, 1985. The City will requeif funds for the Reservoir in February, 1985. We are currently examining the budgets for the West Hill rrojectS due to the unexpected and unavoidable construction delays. The following lists the status of each of the facilities: 1. In late March we reported to you that the anticipated completion date for the West Hill Pump Station was May 1, 1985. This project has not been completed as scheduled due to operational problems with the pumps supplied. The pumps that were originally installed in the Station have now been rejected by the City and new pumps are on order. The contractor for the Pump Station indicates that delivery of the new pumps is scheduled for late September. With the excep,ion of the new pump and motor installation, this project is complete. 2. Work on the West Hill Reservoir, which was expected to be complete by August 1, 1985, will not be complete until the scheduled contract completion date of August 23, 1985. Although this project was originally intended co be completed before the contract completion date, the Reservoir contractor must now coordinate his work with the Cellular One Mohile Telephone Company which intends to use the Reservoir as an antenna site. Cellular One am.ounced their intention to share the site with the City of Renton on July 10, and subsequently caused our completion date to he extended. 3.
