Dear Ron:
I have reviewed the ' d document. That document as presented
to me consists of tt City's bid proposal and specifications
contained within the plastic circular binder as well as certain
papers attached down in the lefthand si-le of the interior cover.
Those papers consist of Addendum 1 and 2, the bid bond and a
sketch.
Th- only item that might be considered irregular is the inclusion
of the sketch. The sketch does not indicate that it is an
alternative to the specificarions to the bid, does not indicate
that it conditions the bid in any fashion, and as far as I can
tell, may be an inadvertent enclosure. Since the bid is not
conditioned on the sketch, nor is there any indication that it
is an alternative bid, I view it as surplusage to the bid and
not to be considerei.
That being the case, the bid appears to be responsive.
My review is limited to the sole issue of whether or not extra
documents submitted with the bid`invalii ate the bid in
any fashion.

Attached herwith is the original bid proposal for the construction
of the West Hill Reservoir by Reliable Steel Factricators. Maltby
Tank 6 Barge Co., the second lowest bidder, is making the assumption
that Reliable Steel took exception to the tank as designed In their
bid. RH2 Engineering has rev ved the ducueents and has determined
that no exception to the bid was taken by Reliable Steel Fabricators'
bid.
The City, therefore, feels the bld proposal was made on the design
as called for in the bid proposal as required.
Would you please review this document and give us your opinion as to
whether exception as to the tank was taken as represented in their
bid.

incl Wing tax, be accepted and the contract for the subject nroject be

This project is budgeted in the 1983 Water and Sewer Construction
Fund which has been carried forward in 1984.
The Engineer's original estimate T this project was $424,000 (1980).

The Surface Water Management Division (SWM) has revi :wed the drainage portions of
this app;ication.
The application is inadequate incomplete as follows:
1. Prior to approval, the enclosed Retention/Detention Information Sheet must be
completed and returned to SUM with the plans and calculations.
2. Address all comments marked in red.
3. Prior to approval the enclosed Bond Quantities information Sheet must be
completed and returned '.;o SUM.
4. Per King County Code 20.50.100 Section 0, the person required to construct the
facility pursuant to Section 20.50.050 shall maintain a liability policy in the
amount of one hundred thousand dollars (E100,000.00) per individual, three
hundred thousand dollars (MO,000.0(l) per occurrence and fifty thousand
dollars (b50,000.00) property damage, which shall name King county as an
additional insured, and which shall protect King County from any liability up
to those amounts for any accident, negligence, failure of the facility, or any
other liability whatsoever, relating to the construction or maintenance of the
facility. Proof of said liability policy shall be provided to the Development
rrspection Section, 155 Monroe Avenue ME, Renton, WA 98055 (206-255-2531, or
Operator-isslsted, toll-free ZENITH 5050) prior to setting up a preconstruction
meeting, provided, that in the case of facilities assumed by King County for
maintenance ,ursuant to Section 20.50.110, said liability policy shall be
terminaLed when said county maintenance responsibility commences. (this
paragraph must be shown on the storm drainage plan.)
S. We do not allow a 12-inch pipe to he used as detention pipe. This pipe
(12-inch) is considered as conveyance pipe only.

T. Provide a downstream analysis for a minimum distance of 1/4 mile from the point
of release of each flow discharged from the site. This analysis must address
any existing problems with flooding, capacity, overtopping, scouring, slough-
inn, erosion, or sedimentation of any drainage facility, whether natural or
mauxude. Probable impacts due to construction of the project most also be
addressed with respect to these same concerns. Where this analysis reveals
more restrictive conditions, more stringent drainage controls may be required
than would otherwise he necessary for a project of this type. These controls
may include additional onsite rate andlor volume controls, offsite improve-
ments, or some combination of both. Any offsite improvements will require the
approval of all affected property owners.
You may pick up copies of your marked plans from SWM, Room 976, King County
Administration Building, (344-3874). Please bring these marked plans with you to
,ny subsequent meeting with SWM staff.
Within 21 days of the date of this letter:
1. All necessary corrections must be completed.
2. An approval meeting must be held with the reviewing engineer to review your
corrections.

completed and the reviewed shop drawings are attached to this letter for
your use. The shop drawings and submittal literature are approved as noted
in this letter and as detailed on the reviewed plans, Please note as
indicated on the review stamr that "corrections or, comments made on the
shop drawings during this review do not relieve the contractor from
compliance with requirements of the drawings and specifications". We have
noticed that submittals for some items required in the design pians and
specifications have not been included in this submittal . These items
include all fabricated and "huy out" items specified under the following
sections: Landscaping and Fencing, Concrete, Mechanical, Electrical, and
Telemetry. We will process these additional submittals As soon as they are

The final selection for the specific Color to be used 31, the exterior of
the West Hill Reservoir is ready to be made. 1 am proposing a meeting of
the Graphics Committee on Monday. January 2P, 1985, at 10:30 a,m., at the
City of Renton Administration Building, 4th floor conference roan,
The Nest Hill Reservoir contractor, Reliable Steel, has proposed to use the
°TNEMEC" painting system as specified in the design specifications.
Previously, you had decided that a light blue/gray color would be most
appropriate for the Reservoir exterior.
The color selection guide contains several light blue/9-ay colors. I
believe this meeting is necessary to make the best selection, Please

Surface Water Control
Dear Bart:
Shirley Jurgensen of King County Surface Water Management has requested
that we perform the following work at the Rentoi west Hill Reservoir site
as a precaution against soil movement and contaminated off-site runoff:
1. Extend the filter fabric fence to the west as far as necessary to
intercept any soil movement or runoff that may occur from our
stockpiled material .
2. Place a 2-inch layer of mulch on the western slopes of the
stockpiled material to the west of the excavation.

Electrical and Telemetry Submittals
Dear Part:
We recently received and reviewed the second set of submittals for the
electrical and telemetry equipment for the City of Renton's West Hill
Reservoir, This submittal is not complete. Please resubmit and
specifically address the following items:
I. Pressure Gauge
The face plate of the pressure gauge shall indicate from 0 to 140
feet Of water with major graduation every 20 feet and minor
graduations every 1 foot as specified,
2. Interior Flood
The flood light shall he a 1,Ono watt HPS lioht with a diffused
reflector, teflon lens, remote ballast with wet location
construction as required on the plans and specifications.
3. Fluorescent Liyht Shield
The intent of the shield is to reflect. light into the enclosure thus
eliminating direct glare for the maintenance personnel .
4. Light Mounting Details for all Liyhts
Please detail the way you intend to mount the interior flood light,
the exterior reservoir lights, and the inter--or enclosure lights.
5. Obstruction Li9hcs
Obstruction lights will not be required, ds based on FAA review.

Cellular One Antenna Mounts
Dear Bart:
This letter responds co your letter of August 9, 1985, wherein you
requested additional information regarding the antenna brackets and coaxial
cable supports for the West Hill Reservoir, The following additional
information is provided for each item noted in your letter:
1. The 4-inch antenna mounting pipe is loaded by its own weight
(approximately 1000 lbs.) and wind loads (approximately 40 psf per
UBC).
2, Enclosed are two copies of an additional detail for the intermediate
coaxial supports.
3. The coaxial cable weighs approximately 1/4 pound per foot. Since
the brackets are spaced 3 feet on centers and can support six
coaxial cables, each bracket must support approximately 4-1/2 pounds
of cable weight.
Our construction drawings require that each bracket be painted both
before and after construction to minimize rusting on the mating
surfaces. In addition, we suggest that the "mating edge" of each
bracket be caulked to eliminate the possiblity of rain water washing
through the mating surface.
We have made a field change to the bracket mounting bait
configuration and intend to use a wider plate with the bolts located
along the horizontal rather than the vertical plane.
When we originally designed the mounting bracket, our approach was
that rain water could not reach the interior of the o'strut bracket.
We will review this in greater detail regarding the use of
galvanized material if that is your request.

4. Our prior discussions with Cellular One indicated that they would be
responsible for all work that is necessary at the tank, as
determined by the owner, to provide a complete system that does not
adversely affect the life or operation of the tank. Since the City
will not accept the completed tank without the guarantee required in
the contract documents, we request that you outline the requirements
that you will impose cn Cellular One's painting contractor so that
you will guarantee the tank coating. You may transmit these
requirements to Cellular One directly or you may route them through
our office.
As you are aware, the City has processed a 20 working day time extension on
your contract to allow you sutficient time to coordinate with the work of
Cellular One and complete the project. In addii.ion to the time extension,
the City will require the following from you regarding the West Hill
project:
1. A statement that confirms your guarantee of the tank for one year
from the date of acceptance as required by the contract documents
including the work of Cellular One. We anticipate that you will
want to review the coaxial and antenna support designs, and inspect
the completed work before issuing your guarantee. Cellular One has
indicated to us their intent to accept the costs of your work
regarding this matter.
2. A statement confirming that all additional costs incurred by you, as
a result of Cellular One's construction, have been or will be paid
by Cellular One, and that previous arrangements to this effect have
been agreed upon and finalized with Cellular One. The statement
should state that no costs will be assessed against the City as a
result of Cellular One's work.
3. A statement confirming that you will coordinate with Cellular One as
necessary to assure proper completion of the reservoir and final
acceptance of the contract.

and successful conclusion of this contract,

You should have recelved a letter from RH2 Zegineering to Reliable Steel
dated August 19,t985.
As per our conversation Of this date we are demanding that you Immediately
atop all work on the tank.
We ask that you provide Reliable Steel with the guarantees requested in
RH2's letter of August 19, 1985. We further request that you provide us
with a letter confirming that you will authorize al- Costs Incurred by
Reliable Steel in regards to the work you have undertaken on the tank. We
ask that no further work be done on the tank or in other areas that affect
Our performance of our cOntfsct with the City Until these guarantees are
accepted by the Clty of Renton.
Should you t• unable to comply with the above, we request that you remove
all attachments you have made to the lank and return the tank tO Its original
Condition as existed before you commenced your work.
As our contract for this tank has a completion date, including liquidated

1-405 "S" Curve outlining Renton's preliminary position statement on the
Project Position 1-405 "S" curve project. Councilman Stredicke submitted ?
substitute letter which expressed stronger concern, particularly
in regard to displacement of homes, residents and business
by the proposed project. Policy Development Director Larry
Springer welcomed Council Input to the letter, but cautioned
that at this point it would be preferable to raise concerns
rather than suggest specific mitigation measures. It is
anticipated that mitigation measures for Council-s concerns
wii! be included in the Environmental Impact Statement to
be published at a later date. Councilman Stredicke noted
that the suggestion for a stairway for pedestrian access from
the hill as well as other concerns had been expressed by
Renton Kill residents at recent WSDOT open house. Following
discussion, it was MOVED BY STREDICKE, SECONDED BY REED,
COUNCIL REFER BOTH LETTERS BACK TO THE POLICY DEVELOPMENT
DIRECTOR FOR PREPARATION OF A SINGLE LETTER TO BE SIGNED

We completed a final inspection of the project and noted the foll Owing

1. The City has not received an Operations and Maintenance Manual for
the level transducer.
2. The City has not received certification that the backflow preventer
has been tested and approved in accordance with DSHS requirements.
3. Caulking on the tank anchor bolts has not been completed.
4. Two painters' ports on the top of the tank have not been installed.
5. Damage to the tank vent has not been repaired.
6. Affidavit Of Wages Paid has not been received.
Reliable Steel Fabricators, the contractor for this project, has indicated
that they will complete these punch list items by October 25, 1985. We
recommend that you process Final Pay Estimate No. 9, but hold the check and
the Contractor's retainage until these items are completed, inspected, and
certified as acceptable by our office.
All functional testing of the facility has been completed, and the
Reservoir and its appurtenances are ready fur use.

Dear Bart:
We recently noticed that the asphalt paving at the West Hill Reservoi has
settled in several places and is in need of repair. We suspect that this
condition is a result of rainwater washing the sand backfill in these areas
into the quarry sPalls that were used to stabilize the site last winter.
Since edditional settling may occur, and hecause of the possihlity of
encountering freezing conditions, we prefer that this item of wc-k be
repaired in the Spring.
We are, therefore, waiving the rejuirement in Section B Of your contract
which states, "The contractor shall take immediate steps to correct and
remedy any....defect..." and wish to extend your obligation to perform
until June 1, 198E for this item of work. Please call if you require
additional information or wish to discus, this procedure. Thank you for
your Consideration.
