The general proposal is to zonstruct a pump station, adequate mains, a 12 million gallon reservoir, and sume distribution facilities to the West Hill area. For this reason, various combinations of joint use projects have been proposed Because the project is grant eligible with other participation, Renton stands to save significant costs in the construction of the project. A xecondarr bents is that the water sold to participating districts would replace City of Seattle water and allow Renton to spread its fixed O&M costs over a larger customer base. This project has been discussed oft and on for a number of years and, as currently configured, seems to make sense for all part:es involved. Your review of the project concept and the proposed contract for joint water supply would be appreciated. Please note that Renton would be fully responsible for construction of the entire project, including the issuance and retirement of bond, and m return recehe capital recovery payments from the districts, including required debt service coverage as well as amounts for the actual operation and maintenance expenses incurred. Every effort has been made to place this obligation as an O&M level lien on the revenues of the participating utilities. The project has progressed to the point where I believe your input an this contract is necessary. A wrinkle in the proposal is a suggestion that Renton "up front" some of the debt service costs that would be normally attributable to the districts on a normal bond amortization schedule. The example of this is shown, on Tables 14 and Its. On Tahle Id, the capital costs for Water District #63 participation only is .3W per 100 cubic feet. The proposed site is between 80th and 82nd hvenurs south and south of the extension of 126th Street Sc.uth in Renton, Washington. The proposed standpipe will have a capacity of 2,000,000 gallons and a diameter of 50 feet. We understand that the design may change depending upon the soil characteristics at tho site and could include an elevated t ik of sualler size. An alternate site on 84th Avenue South is also un,let consideration at this time. The proposed site is covered with fill soils which may extum.? to depths of 20 fee, or to. Typical subsurface conditions in the area consist of a veneer of glacial till overlying sandstone bedrock. The site is very near known outcrops of bedrock which generally indicates that rack could be encountered at a relatively shallow depth. The purpose of our work is to investigate subsurface conditiont, at the site as a basis for our recommendations regarding the suitability of the exist'nq fill for foundation support. or to develop recommendations for alternative means of founctn- tion support. An evaluation of the suitability of the existing fill for foundation support, and if appropriate, recommendations for improvirg the fill. 2. Recommendations for site preparation and drainage. 3. Recommendations for the design of foundations, support for the standpipe, or for an elevated tank alternative. G. Preliminary recommendations regarding the suitability of the alternate site for the proposed structure. we propose to evaluate subsurface conditions by drilling one boring to a depth of 70 feet or at least 10 feet into firm bedrock. The field work will be continuously observed by our representative who will locate the boring, classify the materials encountered, obtain samples that are represert.ative of the soils, observe groundwater conditions and levels, and keep a continuous log of the exploration. The samples would be further examined in our laboratory and selected samples tested to evaluate pertinent physical properties of the soil such as compressibility and strength. A few days after completing the field work, we would be available to discuss our preliminary conclusions and recommenda- tions with you. Upon completion of our work, our findings and conclusions, together with the support data, would W summarised in a written report. We are currently able to begin the field work within a week after receiving your authorisation to proceed. The field work should require one day. Laboratory testing, enaineering analysis, and the final. report preparation should be complete two to three weeks after the field work has been completed. out fee will be determined on a time and expense basis in accordance with the attached Service Agreement, Schedule of Charges, and General Conditions, which are a part of this proposal. Our scope of work would be limited to an assessment of d,e general feasibility and geotechnical constraints to construction of the reservoir. If this site is selected, additional studies would be required In the design phase of the pt>ject to provide geotechnical recommendations and design criteria. We expect the subsurface conditions to consist of the previously mentioned recent fill in thicknesses potentially as great as about 15 feet overlying either glacial till or weathered bedrock, Both of these subsurface conditions have been observed in the vicinity. We do not expect significant groundwater to he encountered although some wet zones could exist above the relatively impermeable lower soil. The scope of the proposed feasibility study would include one boring to be positioned w?thin the area of the proposed water tank as located by the City of Renton. The boring would be advanced to a depth of about 30 feet below the existing ground surface. The boring would be continuously observed by a Rao- technical engineer or engineering geologist from our firm. Old to. ographic surveys indicate the proposed reservoir location is as the east side a.` a previous north-south ravine. Subsurface Conditions A preliminary evaluation of the subsurface c,ndltions was made based on an exam- ieution of available topographic information and on the results of a single hollow- atem auger boring advanced to a depth of 29 feet. The boring was located in the field by Mr. .Robert Bergstrom of the City of Renton, and was apparently oriented near the center of the proposed tank location. The drilling process was observed by David Winter from our office who prepared a detailed log of the conditions encountered. 4pIIt-spoon sanplen were obtained dcring the drilling process and an approximate measure of the soil density was obtained using the Standard Penetra- tion lest procedure. The exploration disclosed about seven to eight feet W fill at the boring location underlain by weathered glacial till and slightly silty cast. The till consisted of silty, gravelly sand and sandy silt and was generally war and Iona* to medium dense in nature. Information regarding the method of placement and compacted deasity of this fill is lot available. ibpaoding on the swthod of placement, the fill could be highly variable. For tW reawon it to our opinion that the fill soil would tat provide suitable foundation support for the proposed reservoir. The glacial till soil below the fill consisted of silty sand with same gravel. This material has been glacially overeansolidatod and is very dense. Same slams of weathering were evident as a result of previous groundwater contact. The glacial till, as well as the underlying very dense sand would provide excellent support for both shallow and deep foundations. Water "a observed during drilling at around 25 feet baba the existing ground aurfacr within the loser ar..d unit.. This water likely represent; a rune of local parched groundwater rather than a regional grauudwator table. The weight of the filled tank would likely result 'r. foundation pressures .,, high to be applied to the in-place fill without sir,.ificant and potentially damaging differential settlement. As a result, shallow foundation support for the reservoir would require removal of the existing fill soils. one method of shallow support would require backfilling the zone of excavated in-place fill with well-compacted, select, clean sand and gravel. It would be necessary to extend the excavation and backf filing beyond the perimeter of the reservoir to provide for a suitable distribution of the load through the select fill and into the underlying glacial till. A perimeter ring footing could be utilized to support the weight of the steal shell in addition to transient loads cau�ud by wind or seismic events. The steel bottom of the reservoir would act as u f.,\able mat and distribute the water load evenly across the compacted fill. Some total settlement and differential settlement would he expected within the fill, however, it bee beer. noted In the literature that steal reservoirs are generally able to withstand settlements on the order of several inches without structural damage, if the fill thickness beneath the reservoir is variable, the differential settlmonts could be reduced by minimizing the difference in compacted fill thickness through overexcavation of natural sail and sub_-quent backfilling. Total settlements could he mini!rizod through careful attention t,, fill pireement and cunpactiwn. Another support method would be to loeate a perimetet ring fo,Atiog directly on the glacial till. This would require extanding the depth of the footing as necessary to .,cuuntei this material. As with the previous method, the in-place fill should he replaced with compacted. select fill although excavation bevond the reservoir perimeter would not be required, Footings bearing on the glacial soils could he designed for higher %oil pressures than those located within the fill thereby reducing the site of the footing. The use of deep foundation support for the tank could also be considered, however at this time it does not appear to be economically practical Based on a 50 to 60 ton capacity per pile, on the order of 100 piles would be required. It is our opinion that shallow foundations in conjunction with re- moval of the existing fill would probably result in a more economical and suitable design. We wish to emphasise that this Is a feasibility study with no design recommenda- tions included. Prier to the final design of the reservoir foundation system, we recommend that a design geotechnical study be made of the various support schemes outlined in this letter. A key consideration relating to the suitability of tree various foundation alternatives is the depth of the existing fill across the reser- voir location. The site is generally flat with the southern ent, gradually sloping into a small ravine. The ravine runs northeast to southwest for 600 feet, and is approximately 45 feet lower than the surrounding area. while there are houses located along the top, there is no development in the ravine and it is currently being used as a defacto greenbelt. The ravine broadens out at the southern end prior to crossing S. 128th Street. ORIINAGE CHARACTERISTICS: An intermittent unnamed stream flows from the ravine during most of the year. There is evidence that during the winter months, a small pond, approximately 30 feet by 40 feet, forms in the southern end of the ravine. From this point, the streari crosses S. 128th Street through a a,-inch concrete pipe acd flows approximately 900 feet in a grass-lined swal,. to its intersection with Renton Avenue South. At Ren on Avenue S., the drainage channel enters a 36-inch diameter concrete pipe. At this point, it enters the City of Renton's ;tormwater system l,.ated along Renton Averune South. Constriction of the reservoir and the adjacent access road should have little or not impact on the existing downstream drainage facilities. These facilities ap,ear to be adequately sized to stormwater 'rom this area. There was no evidence that any flooding, errosion, etc., is occuring along the drainage channel . Since stormwater will be released from the site at pre-development rates, we believe these existing facilities are sufficient and no off-site improvements are required. Further, the proposed reservoir stormwater detention system has been oversized by approximately 150% to insure adequate storage during larger storm events. MELT HILL RESERVOIR - TEMPORARY EROSION/SEDIMENTATION CONTROL PLAN The plan of construction calls for excavation of the driveway and reservoir area. .Since the primary di,ection of possible silt movements and erosion problems lies to the southern nortion of the lot, it is recommended that a filter fence be placed across the lower portion of the property around the 390' e,evation (see drainage plan). The fence would follow the driveway and would be approximately 160' long, serving in capture the increased runoff and sill, before the sediment reaches the sloped area of the lot. The upper portion of the lot wool'1 have a hens of fill arounn the north end portion of the drivewav, This would not treat: a problem outside the existing property. The berm would he landscaped during or shortly after construction.
