may be necessary to enter upon said above described property for thw purpose
of constructing, maintaining, repairing, altering or reconstructing said
utility, or making any connections therewith, without incurring any legal
obligations or liability therefore, provided, that such construction, main-
taining, repairing, altering or reconstruction of such utility shall be
accomplished in such a manner that the private improvements existing in the right
rights)-of-way shall not be disturbed or damaged, or in the event they are
disturbed or damaged, they will be replaced in as good a condition as they were

The Grantor shall fully use and enjoy the eforedescribed premises,

Considerations r the "roposed.
Lakeview Towers ondominlum:
This letter is a su+.vnary of the effects on the hydraulic
behavior of the City of Renton's West Hill water system from
construction of the propos^d Lakeview 'lowers condominiums.
The existing Crest Bill water system is supplied water from
the City of Seattle's cedar River pilx.lines, based on an
agreement between the Cities of Rent-,n and Seattle. The
loc ,tion of the supply connection is at 84th Avenue South
near South 134th (the Cedar River pipelines right-of-way) .
At [first, it would seem that there is ,n unlimited supply o:
water to the West Hill area since thci are four pipelines
ranging from 60 to 72 inches in diameter in the right-of-
way. However , the City of Renton has only an 8-inch connec-
tion and 6-inch meter from these Seattle pipelines to serve
the entire West lu'.1 area. This connection is small and is
the most signifi,,ant limitation in the supply to the West
Pill area.
In comparison, the West hill distribution pipe. .ne system is
loss restrictive than the supply meter capacity. tauwever,
the distribution system', capacity in con unction with the
existing meter size results in an available supply to fight
a fire at NW 2nd Place and Taylor Avenue NW of approximately
1,560 gallons per min (gpm) at 20 pounds per square inch
(psi) pressure.

As you are aware, this supply is insufficient to meet the
Renton F_re Department's requirements of the proposed
Lakeview Towers development. The required supply during a
fire is 3,300 gpm at 20 psi as stated in the fire department's
memorandum of 13 December 1977. A copy of this memorandum
is attached for your use.
Pesults of a study conducted by C,i214 HILL on your behalf
indicate that there are three alternatives availab Le which
should satisfy the fire department's requirements:
1. Change the three-story condominiums' construction from
type 5 to type 2 which results in a reduction of the
supply required from .3.300 gpm to 1 ,650 gpm. The
existing distribution system improved with an 8-incn-
diameter pipe laid from the intersection of Lind
Avenue NW and NW 2nd Street north along Lind Avenue to
NW 2nd Place and east to the intersection of NW 2nd Place
and Taylor Avenue NW would provide the required supply
of 1 ,650 gpm at 20 psi. However, this alternative is
Probably not the most economical use of money since the
existing apartments along Taylor Avenue NW would not
benefit from the improvements provided in this alterna-
tive and there is an additional cost which wou'., be
incurred in providing type 2 construction.
2. Construct a pump static.. at SW Victoria Street and
Renton Avenue extension, use the city's existing 16-
inch-diameter pipeline on Taylor Avenue, and provide
the pipelines and pressure-reducing valves shown on the
attachea figure under alternative 1 . ':his alternative
has the advantage that the type of building construc-
tion would not need to be changed and yet would meet
the 3,300 gpm supply requi,ement. Additionally, fire
protection for existing apartments on Taylor Avenue NW
would be improved immensely. This would be of substantial
value to the city since, as the result of a recent
ruling in a court case, the city may be held responsible
for providing a reasonable fire flow. The following is
an extract from that ruling:

The legal implications of this ruling and the obliga-
tions of the city should be considered in discussions
with the city.

allow supply of the entire West Hill area from this
alternative's pump static>n.
3. Arrange fot and install another connection to the City
of S.:.,ttle's existing Cada.r River pipelines at 84th l.rernue
South. Provide the pipelines as shown in alternative 2
on the attached figure. This would have some of the
same benefits as the second alternative. Hoc,ver, some
significant concerns should be addressed prio: to
adopt ton ut this alternative. These concerns includes
• What will the City of Feattle charge for the right
to connect to the Cedar $Ivor pipeline, and for
the physical connection?
• The amiunt of roeh excavation associated with this
alternative is assumed to lit- 50 ?ercent of the
total excavation• it is highly probable that the
actual percentage is higt .r therefore, the
cost would be higher that, t1hat shown n the attached
estimate. Soils testing would proviae basis for
more accurately determining t.'se actual percentage
Of ruck excavation.
• Additional pipelines and pressure-reducing valvsa
wou1 : be needed to improve the supply capacity for
fire fighting along Taylor Avenue NW. This cost
is estimated it $12.025 and should be added to the
estimated covet shown for alternative 2.

Lakeview Towers Condominiums
This letter is a summary of the effects on the hydraulic
behavior of the City of Renton's West Hill water system from
construction of the proposed Lakeview Towers condominiums.
The existing Wvst hill w, t.er system is supplied water from
the City of Sc.,ttle's Cedar Rivcr pipelines, based on an
agreement between the Cities of Renton and Seattle. The

At first, it would seem that there is an unlimited supply of
water to the wes� bill area since there are four pipelines
ranging from 60 to 72 inches in diameter in the right-of-
way. However, the City of Renton has only an 8-inch connec-
tion and 6-inch meter from these Seatti, pipelines to serve
the entire West H, 11 area. This connection is small and is
the most significant limitation in the supply to the West
hill area.
In comparison, the West Hill distribution pipeline system is
less re rictive then the supply meter capacity. However,
the distribution system's capacity in conjunction with the
existing meter sire results in an available supply to fight
a fire at NW 2nd Place and Taylor Avenue HW of approximately

As you are aware, this supply is insufficient to meet the
Renton Fire Dep... tment's requirements of the proposed
Lakeview Towers development. The required supply during a
fire is 3,300 gpm at 20 psi as stated in the fire department's
memorandum of 13 December 1977. A copy of this memorandum
is attached for your use.
Results of a study conducted by CH214 HILL on }our behalf
indicate that there are three alternatives available which
should satisfy the fire department's requirements:
1 . Change the three-story condominiums' construction from
type 5 to type 2, which results in a reduction of the
supply required from 3,300 gpm to 1,650 gpm. The
existing distribution system improved with an 8-inch-
diameter pipe 1:,id from the intersection of Lind
Avenue NW and NW 2nd :street north along Lind Avenue to
NW 2nd Place and east to the intersection of NW 2nd Place
and Taylor Avenue NW would provide the required supply
of 1,650 gpm at 20 psi. However, this alternative is
probably not the o,.st economical use of money since the
existing apartmenta along Taylor Avenue NW would not
benefit from the improvements provided in this alterna-
tive an] there ii an additional cost which would be
incurred in providing type 2 construction.
2. Construct a pump station at SW Victoria Street and
Renton Avenue extension, use the city's existing 16-
inch-diamoter pipeline on 2aylor Avenue, and provide
the pipelines and pressure-reducing valves shown on the
attached figure under alternative 1. This alternative
has the advantage that the type of building conetruc-
tion would net nerd to be changed and yet would meet
the 3,300 gps supply requirement. Additionally, fire
protection for existing apartments on Taylor Avenue NW
would be improved immensely. This would be of substantial
value to vile city since, as the result of a recent
ruling in a court case, the city may be held responsible
for providing a reasonable fire flow. The following is

the physical connection?
• The amount of rock ,xeav"tion assuciated with thin
alternative is assumed to ,o 50 percent of the
total excavation. It is 4hly probable tiat the
actual por, atage is higher and, therefore, the
cost wou-i be higher than that shown on the attached
estimate. Soils testing would provide a basis for

of rock excavation.

This letter is a summary of the effects on the P.ydraulic
behavior of the City of Renton's west Hill water system from
construction of the proposed Lakeview Towers condominiums.
The existing West Hill water system is supplied water from
the Ci'cy of Seattle's Cedar River pipelines, based on an
agreement between the Cities of Renton and Seattle. The
location of th supply connection is at 84th Avenue South
near Scutt, 134th (the Cedar River pipelines right-of-way) .
