Pursuant to our telephone conversation of September 21 , 1978, it
is understood that your company will be continuing work on
the Senior Citizens ' C ter Water Pipeline on or around October
5, 1978 . It is furth nderstood that all work will be completed
by the contract end dace, October 25, 1978.
It is 'Imperative that the pipeline be completed on schedule in order
for the site to have water dvailable for construction and fire
protection. Should you have any questions , please contact this
department.

to be performed hereunder, including loss of life, personal injury
and/or damage to property arising from or out of any occurrence,
mission or activity upon, on or about the premises worked upon or in
any way relating to this Contract. This hold harmless and indemnification
provision shall likewise apply for or on account of any patented or un-
patented invention, process, article or appliance manufactured for use
in the performance of the Contract, including its use by the City, unless
otherwise specificallk provided for in this Contract.
In the event the City shall , without, fault on its part, be made a party
to any litigation commenced by or against Contractor, then Contractor
shall proceed and hold the City harmless and he shall pay all costs,
expenses and reasonable attorney's fees incurred or pa'd by the City

E. Fire Hydrants
Fire hydrants shall be Corey Type (opening with
the pressure) conforming to AWWA C-502-64 with a
6" inlet and a minimum M.V.O. of 5" , Two 2-1/2"
hose nozzles with National Standard 7-1/2 threads
per inch, and one 4" pumper nozzle with the new
Seattle Pattern 6 threads per inch, 600V. threads,
O.D. thread-4.875 and root diameter-4.6263,
1-1/4" pentagon operating nut and opening by
turning counter clockwise (left) . Hydrants shall
be constructed w`.th mechanical joint connections
unless otherwise specified in bid proposal description.
Fire hydrants shall be of Traffic Type and pro-
vision shall be made for drainage of barrel to
protect units from freezing. Fire hydrants shall
be such length as to be suitable for installation
with connections to piping in trenches 3'6" deep
unless otherwise specified. Fire hydrants shall
-, be Pacific States Cast Iron Pipe Co. (Model 2) or
approved equal. Approval must be obtained prior
to bid opening.
3. Bridge Crossing
The permits for work in and across the river will be
acquired by the City of Renton.
The contractor shall not work in the river after
1 September 1978.
-he pipe sections to be installed on the bridge shall
be hand-selected for length by the contractor to
coordinate installation with location of existing
support points.
It is suggested that the contractor begin his work at
the south end of the bridge so all pieces of 12-inch
pipe for the project are available for selection of
special lengths that may possibly be needed.
Expansion anchors shall be Phillips Red Head self-drilling
flush anchors for installation with a power hammer or
Phillips Red Head standard anchors.

B. Polyethylene Encasement
Where called fcr on the plans, polyethylene en-
casement shall conform to AWWA C105-72. Poly-
ethylene shall be 8 mils in thickness.
C. Acceptance o� Watermains
Prior to acceptance of the system, the installa-
tion shall be subjected to a hydrostatic pressure
test as outlined in APWA 74-2. 12 for cast iron,
and all lrsaks or imperfections developing under
r said pressure shall be remedied by Contractor
before final acceptance of the system. The
Contractor shall provide all necessary equipment
and sham.. perform all work connected with the
tests and conduct said test in the presence of
Utilitiea Department Inspector.
Insofar as is practical, tests shall be made with
pipe joints, fittings, and valves exposed for
inspection.
D. Valves
Gate valves (3" -u 12") shall be cast iron body,
non-rising stem, all. bronze mounted with double
disc gates. All valves shall be designed for a
minimum water operating pressure of two hundred
(200) pounds per square inch and shall conform to
AWWA Specification C-700-71 and any subsequent
modification thereof. Each valve shall open by
turning counter clockwise (left) . The valves
shall be IOWA List 14 , Mueller A-2380, Kennedy,
Pacific Stater, or U.S. Pipe Metropolitan.

During the time that the work Is in progress, the Contractor shall make
every effort to maintain the site In a neat and orderly condition. All
refuse, broken pipe, excess excavated material , broken pavement, etc. ,
shall be removed as soon as practicable. Should the work not be main-
tained In a satisfactory condition, the engineer may cause the work to
stop until the "clean-up" portion of the work has been completed to the
satisfaction of the owner and/or the engineer. All costs of cleanup on
this project will be considered incidental to the contract cost and no
separate payment of any kind will be made.

record drawings. I have been unable t:o contact you personally,
so I am sending you a copy of the drawing and asking you to
verify two items.
I believe the pipeline parallel to Logan Avenue was relocated
during construction to 15 feet rather than 10 feet from the
back of the sidewalk. The 12-inch valve vault is 15 feet
from the sidewalk and a large power polo is 10 feet from the
sidewalk and would have interfered with the pipeline.
Please verify and notify me.
Tho most anutherly two joints under the bridge do not have
the lateral bracing installed. The agreement during construc-
tion was that braces should be installed at all joints. The
missing braces should be installed.

Pipeline
Enclosed are blueline copies of the record drawings for the
above noted project. The originals have been sent to Ron
Olsen. The pipeline has been located by field notes provided
by Bruce Gould,Renton Construction. The 12-inch pipeline
along Logan Avenue was relocated after it was staked by the
city surveyors and prior to construction. The new location
was by the city water crews using pipe locators and the
location of the valve vault.
During our field checks we noticed that two pipe joints on
the south and of the bridge did not have horizontal bracing
installed. Our investigations with Renton Construction and
the city indicate that the city issued a change order during
the contract for 11 horizontal braces to be installed. By
our field count only nine (9) have been installed. We have
made both Renton Construction and the city aware of this
apparent deficiency indicating that the two braces should be
installed. We believe that to go beyond this would not be
consistent with our authorization to produce record drawings.
Bruce Gould indicated he would inspect his work and call us
back. When he does we will put him in contact with the city
so they can establish an acceptable date for the brace& to
be installed.

SUBJECT
; n regard to contract with Renton Construction Co . , Inc . , for
construction of the Senior Citizens ' Center Water Pipeline, the
deadline for completion of the project was October 25, 1978. A
condition of the contract indicates that the existing earth mound
(referred to on the plans as the existing hump) It,cated along the
Burlington Northern right-of-way, was to be removed by others resulting
in the grade being level from Logan Avenue to the existing City water
shop.
After installation of the pipeline underneath the L.ogar. Street Bridge,
the contractor had to wait approximately 15 working days for the
contractor for the Senior Citizens ' Center, Calhoun Construction Co. ,
Inc. , to remove the above-referenced earth mound.
therefore, Renton Construction should be awarded 15 extra working
days to complete the project, extending the completion date to
NOVEMBER 16, 1978.

It is r+acomsended that City forces check all bolts and nuts
of the side supports for tightness onus each year to compensate
for any shrinkage of the wooden members. At the sasw- time,
a general inspection of all parts of the pipeline and suspension
aystam should be made.

The deaign was predicated on support being provided by
neoprene pads at each of the two bridge hinges, The pads
provided are deficient Sn the following aroas:
o They are not 12 incLes long
o They do not extend around the bottom third of
the pipe
o They are rust fastened tc the pipe with two pairs
of stainlesr steel bands
o They are not carrying any of the pipeline load
because they can easily be displaced by hang'.
The lag;, of ;pvopvr support at each bridge hinge is causing undue
load'.rg on adjacent 1angers which are now overstressed,
We ire &.+are that one hangar insert in the bridge deck near
the ncrt_i abutment was defective. A new type of fastening
xas designees by us ccid installed by the contractor at that
location. We now note that two more of that type have bean
provided about at midspan. The reason for the change should
be obtained from the contractor and documented. our concern
is that the originally Installed inserts, tan of which have
been utilised, might be defective.
attaehaaent of the hanger stirrups to the hanger rods should
nave included a nut above and below the stirrup flat bar.
The top auto are required by the manufacturer's installation
Instructions but none has been provided on any hanger. Their
purpose is to prevent upward movement of the pipeline which
could result in a downward shock loading on the hanger rod.
additionally, the locking action of toy and bottom nuts
prevents wear on the flat bar hole. 2t also guards against
gradual unscrewing of tae bottom nut due to pipeline vibratim
from traffic or earthquake. Top nuts should be provided.
The recently instal.:ed vocal spacers and wedges above the
pipe at each bridge hinge and diaphragm are placing an extra
load on the hangars and should be removed.
Now neoprene pads must be provided at each and of each
bridge bingo, four in all, each being secured to the pipe
with two stainless steel bands. The thickness of each pad
shall be such that each is taking an appreciable load to

The 12-inch pipeline beneath the Logan Avenue bridge across
the Cedar Rives ';as been reinstalled fo_lowing its initial
failure and was inspected in the presence of Ron Olsen on
Friday 26 January 1979.
i'hs pipeline has a deviation from the straight line at the
second joint south of the north hingo wall of the bridge.
(See enclosed photograph. ) It is apparently caused by the
location of the hanger inserts installed during bridge
constructtnn. Furthermore, the holes in the hinge wall and
norti. . uu asnt mall do not lino up with the greater portion
of the pipeline. The contractor has installed the north and
of the pipeline as far as possible to the west in order to
minizaize the deviation and therefore reduce sideways thrust.
The pipeline has been suspended to a consistent elevation
across the bridge. •.he new side supports will resist the
side thrust mentioned above. $Ow i installation deficiencies
have .been noted.
We are unable to confirm that the required flexii,ility was
provWod just beyond the north abutment (as required by Wrote 6
-in Drq. No. C11887-1) or that the 650 pla:4 bend was adequately
encased to resist thrust. We did not have the opportunity to
view the pipeline befr-a barkfilling, We have heen unable to
determine that the .rruction was inspected at any time
during its progress.

DISCUSSION:
Ron Olsen reported that computer inalysis shows that there is
presently 723 gallons per minute water pressure on site. The Fire
Department has stated that 5,000 gallons would be needed in an
unsprinkled building, 2,500 gallons in a sprinkled building. He
concluded that r w• er line needs to be run under that Logan Street
Bridge along the 1 — lington Northern Right-of-way, into the site.
Cost: 475 feet of 12 inch ($24 per foot)
300 feet: of 8 inch ($16 per foot)
2 hydrants ($1 ,500 each)

TOTAL $19,200 (estimate )
John Wehley was requested to give recommendations on placement of
phone lines and intercom lines. He asked that a deep sink be

Sealed bids will be received until 3:00 PM, July 5, 1978 at the office
of the City Clerk and will be opened and publicly read aloui at 3:00 PM,
the same day, in the 3rd floor conference roan, City of Renton Municipal
Building, 200 Mill Avenue South.
Bid propo,aals delivered in person will be received only at the office of
the City Cierk in the Renton Municipal Buildinq.
The work to be performed includes the installation of approximately
200 feet of 12-inch-diameter pipeline suspended beneath the Logan Avenue
bridge across the Cedar River, and approximately 800 feet of 12-inch-
diameter buried water pipeline along Logan Avenue North and connecting
to existing water pipelines near the intersection of Burnett Avenue
North and North First Street and related valves, fittings, and hydrants.
The City reserves the right to re,sect any and/or all bids and to waive
any and/or all informalities.

Approved plans and specifications and form of contract documents may be
obtained at the office of the Planning Department at the Municipal Build-
ing, Renton, Washington for a deposit of $25.00 each set plus $2.50 to
cover postage if mailed. The deposit of $25.00 per each set of plans
will be refunded upon return of the Plans and Specifications in good
r_onditian within thirty days after bid opening. The mailing charge will
not be refunded.
A certified check or bid bond it, the amount of five (5) percent of the
total amount of each bid must accompany each bid.
