RELEASE AND INDEMNIFICATI,)N AGREEMENT
r
THIS AGREEMENT made ti:is lqjLday of May 1980,
lq by and between the City of Renton, ("City" herein) , and the under-
-+ O
qu Rigned Developer of the Eastport Shores Condominium.
A. The Developer is constructing the Eastport Shores Condo-
minium, a condominium to be established pursuant to the Horizon-
tal Properties Regimes Act (RCW Chapter 64. 32) located on that
certain real property which is described in Exhibit A, attached
hereto and incorporated by this reference herein (the "Property") .
B. An Eight inch (8") ductile iron water main was installed on
F
the south side of the Property, which installation was not in accor-
dance with requirements and specifications set forth by the City.Said water main extends from the center line of Lake Washington
Boulevard east approximately 250 feet, running parallel to the
southern boundary of the Property.
C. Developer has requested the City waive the requirements
and specifications for the installation of said water main and the -
City has acceded to this request. In consideration therefore, De-
veloper has agreed as follows:
1. [x +eloper hereby agrees to assume all risk of loss,
damage or injury which may resuJ.t from the location and condition
M
of jaid wa r main upon the Property; and the responsibility for
all subsequ, ;it maintenance, repair and replacement of said water
ma_n.

Therefore, the residual pressure at the project location should be
higher than 20 psi so that no portion of the one is "dried up"
during a fire.
During discussions with Mr. Ron Olsen, the City's water system
engineer, it was learned that developers in the Rennydale area
are planning to improve the pipeline capacity on Meadow Avenue
from N. 33rd to N. 40th Street with the addition of a 12 inch -
diameter pipeline. The higher pressure zone (Highlands zone)
supply would also be extended across the freeway to N. 33rd on
Meadow Avenue and a new pressure reducing valve installed. An
analysis of the zone with this improvement was performed and the
resulting pressure was 57 and 66 pdi at the hydrant supply tees
in the 8" main on the project site. 'These pressures allow the zone
to maintain a i psi residual at the lcwee calculated pressure point.
Therefore, the Meadow Avenue improvemen, wal result in compliance
with the fire flow requirement. .
The Highland's pressure zone has the capability of transmitting 3502
Spin while maiataining 20 psi in the Highland's distribution system.
This is substantially in excess of the fire flow transmission
requirement.
A copy of these analyses is kept in RH2 Engineering's office and is
a-+ailable for your use at any time. Please contact use if you have
any comments or coucerns regarding these enclysis.
Sincerely,
Richard H. Herbert, P.E.
o The demand condition used was the average rate of the
1974 maximum day demand rate with a fire at the project
location
o the existing pressure reducing valve (prv) supplies to
the Rennydale zone, located on N.E. 30th and 28th were
set at hydraulic elevations 259 and 258 feet
n two pumps were operating at Mt. Olivet and Windsor Hills
pump stations, respectively
o the Highlands reservoir was simulated at hydraulic
elevation 431.9 feet which is maximuc, water surface
n the Highlands pumF station and Munroe Street pump
station were pumping at 1100 and 1145 gallons per
minute (gpm), respectively ..
Some analyses of the City system have previously been performed.
Results of these analyses are also listed in Table I since they have
a direct bearing on fire flow capability at the project location.
ANALYSIS RESULTS
The existing fire flow cspabi ity is approximately 780 Spin at 20 psi
residual pressure. This capability is substantially less than the
required flow rate of 2500 gpm at a minimum residual pressure of
20 psi. When suppressing pressure at this point to 20 psi, it's
highly probable that other parts of the zone experience negative
pressures due to the anydale pressure zone topography.

Attention: Mr. Carl Dumman, Jr.
Subject: Water supply capacility for fighting a fire at the planned
Eastport Shores Condominium Project.
Dear Carl:
This letter summarizes the water supply capability for fighting a fire
(fire flow) at the planned Eastport mores Condominium Project. The
fire flow capability was determined by using the computer model of the
City of Renton's water system to simulate a fire at the planned project.
Results of ::he analyses are listed in Table I with the following section
stating criteria used in the analysis. The criteria are stated so that
anyone reading this lette. will to aware of system operational conditions
siswlated in the analyses. A discussion of the analyses results is also
provided.
