It is a requirement of the Hobo Enterprise Bu i d'++ng and the Shampoo Company to share in the cost of the fire hydrant installed by Gene Horbach when he developed and built the 5th and Park Building. The total cost of the installation of the fire hydrant, as submitted by Mr. Horbach is $7,134.52. After checking the cost as submitted I find it to be too high and recommend the cost figure be reduced to S4,806.95• Therefore a reimbursement figure based on the adjusted cost is as follows: Gene Horbach S 1 ,602.31 Hobo Enterprise 1 ,602.32 Shampoo Company 1 602.32 o .95 The subject fire hydrant provides the required fire floe: to protect all three businesses. As I told you, we have been working with vour hullding Department, Rngineering Department and Finance Department -- personally and through our attorney, Mr. Dan McMonagle -- in our sincere effort to get an occupancy permit for our building. I feel that we. have bent over backwards to do everything that the Building Depart- ment has stated is necessary in order to pet our peewit. We have now reached the point where everything has been completed "vent the payment of $1,600.00 for one-third participation in a fire hydrant Installed In front of the building next door to its. Our designer, Mr. Warren Donnelly, at the time of construction, was told that we could either participate in the cost of a hydrant or we could Install a sprinkler system in our building. We elected t,, install $18,000 worth of sprinkler syst em, plus we pay n monthly extra water charge to the City of Renton for the sprinkler system. However, we cannot now prove that we were given this option, and 0., City people refuse to acknowledge that we were given the option, 1 so apparently we are obligated to pay It. The problem 1n that we do not have the money now to pay $1,600.00; therefore, we are being refused an occupancy permit. I have offered to pay the $1,600.00 when we got the building leased. but we cannot lease the building without the cooperation of the building Department and an occu- pancy permit. Ar you can see, wA are in a situation that in a complete stand-off and the City of Renton Rulldlnp Department holds the winning card. I have always heard the old saying, "You can't fight City Hall by yourself", and we appear to be 1n that exact position. We heve had two tenants t.trned down by the Building Department because they have been told they have to have 24 parking spaces (and we have 14). If there wasn't sufficient parking available for thin building, why, then, wasn't the building plan turned down before construction began. Mayor Shlnpauph, we have been making Payment of $2,032 per month to the bank on ( this building for over a year and a half'. This ban broken its financially. If the City Finance Department can finance sewer eyatems that are Installed over a period of ten years, why, then, can't they defer payment of this hydrant until we can get the building leaned. I will appreciate very much anv help you can give us on thin problem. To us, it Is a very, vcry serious matter and we can't seem to get anyone else to understand.
