Dear Ron:
I have enclosed a copy of a v..cinity map showin4 the location
of a proposed apartment site in King County, adjacent to the
City of Renton. My client has requested that I obtain a
letter from you verifying the accuracy of the conclusions I
have reached regarding water and sewer service to the site.
In my conversations with your staff I have reached the follow-
irg conclusions:
1) The City of Renton will allow connection to the 12"
water main if a letter of permission is written by Water
District t107 allowing service from outside of the Water
District boundaries.
2) The sanitary sewer main was constructed by the City of
Renton but oversizing the main to handle the tributary
hillside in Water District #107 was paid for by the Water
District. Therefore, the site sanitary sewage may be
piped into said line since it has been sized to handle
the additional flows from outside the City.
A brief Letter from you commenting on these conclusions would
be very helpful and much appreciated. Thank you for your
help and if you have any questions regarding the above, please
feel free to give me a call.

Re: Right-of-Way Construction Permit
Dear Mr. Kummer:
In ; ..cordance with our telephone conversation last Friday, we
hereby request permission to construct approximately 225 linear
feet of 8" ductile iron water main within an undeveloped section
of the S.E. 80th St. right-of-way just east of Lincoln Avenue
S.E. (see the accompanying water plan.)
Please note the e:.closed letter dated February 25, 1975 frcm
Water District No. 107 stating that. the District has "no objec-
tions for the City of Renton to provide water service for a
portion of the proposed service area within the boundaries of
Water District No. 107, as described in the legal description
and the preliminary Plans dated January 10, 1975; job no. 995;
prepared by Gardner Engineers, Inc. " The project shown on the
attached water plan is a portion of the property included within
the above-mentioned legal description.
We feel that extending the main up the right-of-way makes the
most sense from a design standpoint to serve th`s project and
we request your prompt attention to issuance of the permit. If
you have any further questions concerning this matter please I

Meadow Avenue improve.nent vill probably result in compliarce with

The Highland's pressure zone has the capability of transmitting 3502
gpm while maintaining 20 psi in the Highland's distr?buti- i system.
This also is probably in excess of the fire flow transmission requirement.

Some anslyses of the City system have previously been performed.
Results of these analyses are also listed in Table I since they have
a direct bearing on fire flow capability at the project ICCAtion.
ANALYSIS RESULTS
The existing fire flow capability is less than 1000 gpm at 20 psi
residual pressure. This capability is substantially less than the
required flow rate for the proposed apartments.
During discussions with Mr. Ron Olsen, the City's water syster
engineer, it was learned that the pipeline capacitf on Meadow Avenue
from N. 33rd to N. 40th Street will be improved with the addition
of a 12 inch diameter pipeline. The h_gher pressure zone (Highlands
zone) supply would also be extended across the freeway to N. 33rd

(fire flow) at the planned Ceda- Rim Apartments. The fire flow capa-
bility was determined by using the computer model of the City of
Renton's water system to simulate a fire at the planned project.
Results of the analyses are listed in Table 1 with the following sec-
tion stating criteria used in the analysis. The criteria are ■rated
so that anyone reading this letter will be aware of system operational
conditions simulated in the analyses. A discussion of the enslyses
results is also provided.

on Meadow Avenue and a new piessure reducing, valve installed. An
analysis of the zone with this improvement was performed and t,.
fire flow capability increased to 3047 gpm at 20 psi in the hydrant
supply tees in the 8" main on the project site. Therefore, the
Meadow Avenue improvement will probably result in compliance with
the fire flow requirement.
The Highland's pressure zone has the capability of transmitting 3502
gpm while mzirtaining 20 psi in the Highland's distribution system.
This also is probably in excess of the fire flow, transmission requirement.
A copy of these analyses is kept in RH2 Engineering's office and is
available for your use at any time. Please contact me if you have
any consents or concerts re;arding these analyses.

AN''ASIS RESULTS
The existing fire flow capability is less than 1000 gpm at 20 psi
residual preasure. This capability is substantially less than the
required flow :ate for the proposed apartments.
Daring discussions with Mr. Ron Olsen, the City's water system
engineer, it vas learned that the pipeline capacity on Meadow Avenue
from N. 33rd to N. 40th Street will be improved with the addition
of a i- inch diameter pipeline. The higher pressure zone (Highlands
zone) supply would also be extended across the freeway to N. 33rd

Dear Roy:
This letter aummarizes the water supply capability for fighting a fire
(fire flow) at the planned Cedar Rim Apartmeuts. The fire flow capa-
ti.lity was determined by using the computer model of the City of
Renton's water system to simulate a fire at the planned project.
Results of the ane'.yses are listed in Table 1 with the following sec-
tion stating criteria used in the analysis. The criteria are stated
so that anyone reading this letter will to aware of system operational
conditions simulated in the analyses. A discussion of the analyses
results is also provided.

Dear Ron:
Jack Alhadeff, of J.D.A. Corp. , is eager to begin site gradin,
and utility work at the Cedar Rim Site. His plans are currently
being reviewed by King County and to expects plan approval soon.
Before building permits are issued; however, the King County
Fire Marshall must be assured that adequate fire flows are
available to the site. As you know, the system, as it exists,
cannot provide these fire flows. With the Meadow Ave. water
main extension; however, the system will be vastly improved.
To rake sure that fire flows would be adequate after the ex-
tension, we had RH2 Engineering analyze the proposed system for
maximum available fire flow at the Cedar Rim site. A letter
summarizing the computer analysis is enclosed along with our
fire flow requirement calculations.
The King County Fire Marshall indicated that a grading permit
could be issued if he was assured, by the City of Renton, that
fire flow requirements could be met . after completion of tha
Meadow Ave. water main extension. A grading permit would allow
J.D.A. Corp. to complete all site grading, utility installation
and foundation construction. The actual building construction
could begin after the Meadow Ave. water main extension is in
service.
J.D.A. Corp. would appreciate a letter, from you to the King
County Fire Marshall, stating what fire flow will be made
available to the site after the Meadow Ave. water main extension
comes into service. If you have any questions about this re-
quest, please call us.
