To maintain the electrical isolation of the pipeline, all new services to this watermain should be electrically iso- lated with service insulators (see attached information) . Interference tests were performed with the assistance of personnel from Washington Natural Gas Company. These tests indicate the influence of the gasline cathodic protection system on the watermain is very minimal. Therefore, no accelerated corrosion on the watermain by the gasoline cathodic protection system is anticipated. Current requirement tests indicate cathodic protection of the 16-inch ductile iron pipeline if feasible, but we do not recommend its application at this time. The polyethy- ene wrap should provide sufficient protection. However, due to the corrosive mature of the soil in this area and the past corrosion experic on the old steel watermain we recommend an over-the- .e ootential profile be per- formed on the new ductile iron watermain. This test will provide a permanent base-line re.:�c.: of the pipeline's electrical potential. Future pipeline corrosion tests would be compared to the base-line information to determine the location and probability of pipeline corrosion acti- vity. we would recommend another potential survey in 5 to 10 years. The results of these tests would be used to determine if cathodic protection of the waterline was re- quired. It is estimated 1+ man-days would be required to complete the potential profile test and submit a letter report. The estimated cost of this work is $520. These tests were made to 1) determine that pipeline bonding was pro- perly installed, 2) check service insulators, and 3) determine if stray current interference from the parallel- ing gasline was occuring. These tests were performed during the week of July 26, 1982 following your verbal request. CONCLUSIONS AND RECOMMENDATIONS The pipeline bonding appears to be effective along the length of the watermain with the exception of a short length of the pipeline between station 95 and 96 . The tests performed on the pipeline indicate one to three bonds are not functioning properly at this location. The most probable location of a broken or damaged bond ` s near the service connection at station 95+08 (see attached, figure ).) . One or two additional bonds may be damaged or broken south of station 95+08. It is recommended that the contractor excavate and repair the broken pipeline bond(s) along the length of pipeline. If the bonds are excavated and do not appear to be damaged of broken, the electrical resistance of the bond should be determined by the voltage drop method, as illustrated on the attached figure 2. The measured voltage across the bond is divided by the applied current to determine the resistance. The resistance of the bond should not exceed 0.000350 ohms. Sedr4 M." No Building Department ?ermit will be required for this installation. Attached to this letter is a specification for the installation of this pressure reducer. This specification is to be used only as a guide and you can modify it to your particvtar needs and requirements. This pressure reducer can be installed inside of outside your house as your needs require. There are two locations preferred outside the house and one inside the house as specified on the attached standard detail for a pressure reducing valve. Which one of the three locations you choose should be based on two considerations: 1. Accessibility and location of your waterline for ease of Installation and maintenance of the pressure reducer. 2. Age and condition of existing water service line from water meter to house. It is probably less expensive to install a pressure reducer inside than out- side. Hcwever, it should be understood that your existing water service line from meter to house will have to withstand an additional 56 lbs. of water pressure if pressure reducer valve is installed inside or at the foundation of the house. It is estimated by our office that your new pressure will be and that you �a required to install a pressure reducer. If you are required to install a pressure reducer, please contact this office so we can make a per'inent record of your installation. SHINPOCH August 20, 1981 MAYOR Dear Customer: As ;ou are probably aware, there has been a Ict of new development in the Talbot H411 area in the last few years, resulting in the installation of new de . .rains by the City. These installations have all been designed and constructed to meet an overall service plan for the entire area. In your particular area there has been an increasing number of complaints about low water pressures. The comprehensive plan for your area is to change your pressure zone to a higher pressure zone. thus increasing your pressure and allowing the City to lower the pressures to other residents in the lower Victoria Park areas. These changes will also allow the City to complete the connections or intertying of the south Talbot Hill water system with the north Talbot Hill water system. These changes will be a benefit to all customers in the Talbot Hill area and probably require you to install a pressure reducer in your individual house water service line. The design of these changes requited an iicrease of water pressure in your syacem by approx- imately 56 lbs./sq.in. (Pounds per square inch) . The maximum pressure a home should have inside is 8U lbs./sq.in. per the Uniform Building code, if your existing pressure plus 56 Lbs./sq.in. is greater than 80 lbs./sq.in., you will have to install a pressure reducer in your water service line. This pressure reducer will protect your piping, gaskets on your faucets, dish washer, is 9hing machine, and especially your hot water tank that should have a pressure relief valve set at 150 lbs./sq.in. The City does not guarantee the pressure it will supply to your residence. Pressure varies with each residence based on the elevation that the home is built at. Your letter indicated that Mr. Bruce Gould, the Contractor, was unaware that any special care had to be taken concerning ..onstruction methods as it might affect any downstream propert, iwner. You should know that Mr. Gould met with the City's consultant, .t1-12 Engineering, at their offices on three occasions during the design to discuss the design and construction methods for: as examples, 1) where to place the pipe, 2) how to make connections to the existing pipelines, 3) f.ow to flush and sterilize the pipes, etc. Thf dat:s of these meetings were c: ,-, L _�._._ all of which were prior a Mr. Gould starti g constructfon on thi a work in 5,^ingbrook Springs. You further stated that any unusual precautions or steps will be an extra, which will be billed to the City. The unusual precautions or steps taken consisted of inmediately restoring the area disturbed, which is generally accomplished after a satisfactory pressure and purity test are performed. There were some hay bails placed in the watershed to prevent siltation rnd also a jute retention net was placed on some areas. The hay bails and ne do consti'ute unusual precautions and the City will consider a request for payment for the extra cost incurred.
