Project Description
Oasis Home Daycare is a proposed bilingual (English/Spanish) childcare center with a maximum
capacity of 13 children and 3 staff members. The program will primarily serve preschool-aged children.
The main childcare area is located on the upper floor, with a net usable area of 567 sq. ft., which meets
the state requirement of 35 sq. ft. per child (455 sq. ft. required, 567 sq. ft. provided).
The center will operate Monday through Friday, 7:00 a.m. to 6:00 p.m., and remain closed on
weekends and holidays.
Site Access and Circulation
The project site currently has two driveways. Per Renton code, only one driveway is allowed for the
frontage length; however, the applicant is submitting a Modification Request to retain both driveways to
allow for separate entry and exit circulation. This layout improves on-site circulation, reduces traffic
congestion along NE 4th Street, and provides a safer drop-off/pick-up flow for families.
- Parking: 4 drop-off/pick-up stalls and 1 staff stall, for a total of 5 spaces.
- Accessibility (ADA): One accessible stall and an accessible route to the main entrance will be
provided, meeting ADA dimensions, slopes, and signage requirements.
Playground
A designated outdoor play area of 626 sq. ft. will be provided, exceeding the required 375 sq. ft.
minimum for 13 children under 1/3 concurrent use. The play area will be fenced, safe, and surfaced
with resilient materials.
Landscaping and Screening
The project will comply with Renton’s landscaping requirements, including:
- Total landscaping square footage (existing and new).
- Interior landscaping within the parking area.
- A screened refuse and recycling enclosure using compatible materials.
Infrastructure and Utilities
- A licensed plumber has provided a report confirming that the existing septic system was abandoned in
compliance with code.
- The applicant is in the process of finalizing the official abandonment with the Health Department.
- The existing trailer on site will be disconnected from the water line and used only for storage
purposes, not as habitable space.
- Based on FEMA Flood Insurance Rate Map (FIRM) Panel 53033C0981G, effective 08/19/2020, the
subject property is located in Zone X (Area of Minimal Flood Hazard), outside of the 100-year
floodplain. The site plan has been updated to include the floodplain note accordingly. No portion of the
parcel lies within Zone AE or other Special Flood Hazard Areas. Supplemental confirmation from the
FEMA FIRMette can be provided if required.
Compatibility with the Community
Oasis Home Daycare will provide high-quality bilingual childcare services, meeting a local need for
accessible programs for working families. The design is consistent with Renton’s zoning requirements
and contributes positively to the neighborhood by ensuring accessibility, safe circulation, and
compliance with landscaping and infrastructure requirements.
